In the past, there was a statutory imposed limiting monism in the trade union movement of military services officers. Since 2019 trade union pluralism has been introduced for the Police, Border Guard, and Prison Service officers, which is analyzed in the paper. Another issue discussed in this article is the right of association of persons employed in civil public administration. Słowa kluczowe: związek zawodowy, służby mundurowe, straż graniczna, policja, służba więzienna Keywords: trade union, public services, Border Guard, Police, Prison Service ASJC: 3308, JEL: K31 On 19 July 2019, the Parliament of the Republic of Poland adopted the Act extending the right of officers of the Police, Border Guard and Prison Services to form and join trade unions (Dz.U. 2019, item 1608). The newly adopted regulation is an inspiration to recon- sider the model of association of public servants under the Polish legal system. The term “public servants” or “those employed in public services” refers not only to those employed in widely understood public administration, but also those serving in military services. The starting point for further discussion will be the statement that persons who are employed in Polish public service structures perform work under various legal regimes, starting from labour law, through civil law to administrative law. -

TemaNord 2014:526 TemaNord Ved Stranden 18 DK-1061 Copenhagen K www.norden.org Trafficking in Human Beings Report from a conference on Identification of victims and criminals Trafficking in Human Beings – why we do not notice them In the Nordic countries, most of the reported cases of trafficking in human beings today concern women and girls trafficked for sexual exploitation, but experiences from Europe indicate that human trafficking has increased also in farming, household work, construction, and house building, as well as in begging, shoplifting and thefts. The conference Identification of victims and criminals – why we do not notice them on 30–31 May 2013 in Tallinn, Estonia formed the conclusion of a Nordic-Baltic-Northwest Russian cooperation project. Around 80 participants attended the two-day conference to discuss ways of identifying victims and criminals and to find answer to the question of why we do not notice victims or criminals, even though we now have available to us facts, figures, research and knowledge about human trafficking as a part of international organized crime. Since becoming a sovereign state 61 years ago, Indonesia is still facing a series of territorial border problems. Up until today, Indonesia has reached agreements with its neighbouring countries related to demarcation and state border delineation. However, the lack of an unequivocal authority for border management has left serious implications for the state’s sovereignty and its citizen’s security. The Indonesian border of today, is still having to deal with border crime, which includes the violation of the territorial border, smuggling and terrorist infiltration, illegal fishing, illegal logging and Human Rights violations. These kinds of violations have also made a serious impact on the state’s sovereignty and citizen’s security. As of today, Indonesia still has an ‘un-settled’ sea territory, with regard to the rights of sovereignty (Additional Zone, Economic Exclusive Zone, and continent plate). This frequently provokes conflict between the authorised sea-territory officer on patrol and foreign ships or fishermen from neighbouring countries. One of the principal border problems is the Sipadan-Ligitan dispute between Indonesia and Malaysia, which started in 1969. -

Europe Re-Opening by Country Overview As European countries re-open, Schengen Area countries have mostly excluded U.S. travelers from entry, with some exceptions (see previous OSAC reporting). While each European country periodically reviews the list of “safe countries,” there is no indication if/when U.S. travelers will be able to conduct normal travel to these locations. The EU reported that its criteria relate to the epidemiological situation and containment measures, including physical distancing, as well as economic and social considerations in each country, applied cumulatively. Countries should meet the following criteria in particular: • Close to or below the EU 14-day average, as it stands on June 14, of the rate of new COVID-19 cases; • The trend of new cases over the same period in comparison to the previous 14 days is stable or decreasing; and • The overall response to COVID-19, taking into account available information on aspects such as testing, surveillance, contact tracing, containment, treatment, and reporting, as well as the reliability of available information and data sources; and if needed, the total average International Health Regulations (IHR) score across all dimensions. Those travelers who do not fit into an exemption category – most potential travelers from the United States are subject to restrictions – must wait for the EU to issue a new list, based on the criteria above, to enter one of the 27 EU member states. Private-sector security managers should remember that this restriction does not affect travel to the United Kingdom. Abstract Issues of the administrative division in the broader context of political and administrative reforms connected with democ- ratization and decentralization are considered. Some historical aspects of the administrative division modeling in Ukrainian borderlands are analyzed. Goals, mechanisms and the course of the current reform of administrative division at the local level in the Volyn and Lviv provinces are presented. The specifics of wealthy communities – new administrative units at the local level are outlined. Features of budget decentralization based on the example of comparing the structure of local government revenue are characterized. The problems and threats faced by the organizers at the present stage of reform are revealed, and some solutions to problematic situations in implementation of the new administrative division are proposed. -

Abstract This article contains the analysis made with the help of generalized quantative parameters, which shows the tendencies of hu- man potential formation of the Western Ukrainian borderland during 2001–2016. The changes of number of urban and rural population in eighteen borderland rayons in Volyn, Lviv and Zakarpattia oblasts are evaluated. The tendencies of urbanization processes and resettlement of rural population are described. Spatial differences of age structure of urban and rural population are characterized. Incomplete Hegemonies, Hybrid Neighbours: Identity games and policy tools in Eastern Partnership countries Andrey Makarychev No 2018/02, February 2018 Abstract This paper applies the concepts of hegemony and hybridity as analytical tools to help understand the structural changes taking place within the Eastern Partnership (EaP) countries and beyond. The author points to the split identities of many post-Soviet societies and the growing appeal of solutions aimed at balancing Russia’s or the EU’s dominance as important factors shaping EaP dynamics. Against this background, he explores how the post-Soviet borderlands can find their place in a still hypothetical pan-European space, and free themselves from the tensions of their competing hegemons. The EaP is divided into those countries that signed Association Agreements with the EU and those preferring to maintain their loyalty to Eurasian integration. Bringing the two groups closer together, however, is not beyond policy imagination. The policy-oriented part of this analysis focuses on a set of ideas and schemes aimed at enhancing interaction and blurring divisions between these countries. The author proposes five scenarios that might shape the future of EaP countries’ relations with the EU and with Russia: 1) the conflictual status quo in which both hegemonic powers will seek to weaken the position of the other; 2) trilateralism (EU, Russia plus an EaP country), which has been tried and failed, but still is considered as a possible option by some policy analysts; 3) the Kazakhstan-Armenia model of diplomatic advancement towards the EU, with some potential leverage on Russia; 4) deeper engagement by the EU with the Eurasian Economic Union, which has some competences for tariffs and technical standards; and 5) the decoupling of security policies from economic projects, which is so far the most difficult option to foresee and implement in practice.
