(Def.) *Question No. 132 Senator Karim Ahmed Khawaja: (Notice received on 20-06-2017 at 09:20 a.m.)

Will the Minister Incharge of the Aviation Division be pleased to state whether there is any proposal under consideration of the Government to register more private airlines in the country, if so, the details thereof?

Minister Incharge of the Aviation Division: Issuance of licences to the private airlines in the country is an ongoing process. Any private airline in the country can apply for the licence. The following operators have applied for the issuance of the Regular Public Transport (RPT) Airline Licence to PCAA:—

(a) Askari Air (b) United Airways Pakistan Limited (Air Pakistan) (c) Liberty Air (d) Afeef Zara Airways

The applications for the RPT Licences are processed in accordance with Civil Aviation Rules (CARs) 1994 and National Aviation Policy (NAP)-2015 for consideration of the competent authority. This Division has recently issued RPT licence to M/s Air Sial Limited on 5th September 2017 to conduct RPT operations in Pakistan. 2 *Question No. 51 Senator Col. Will the Minister Incharge of the Capital Administration and Development Division be pleased to state:

(a) the names of hospitals in which presently have child psychiatry departments;

(b) the number of children who were provided treatment in the said departments of those hospitals during the last three years; and

(c) the steps being taken by the Government to increase the capacity of the said departments in those hospitals?

Dr. Tariq Fazal Chaudhary: (a) There are 05 Federal Government Hospitals namely PIMS, FGPC, NIRM, FGH and Capital Hospital which are working under administrative control of CA&DD. At present the said hospitals do not have child psychiatry departments.

(b) The children are seen in the Islamabad Hospital, Psychiatric OPD of PIMS. Age wise record is not available. However, on average 3 – 4 children are seen daily. Data for the last three years of psychiatric patients of all age groups attended in PIMS is at Annex-A.

(c) PC-I for establishment of Centre for Neurosciences (CNS) in PIMS will be sent to CA&DD and Ministry of Planning & Reforms after finalization of hiring of consultant for the said project.

The proposed centre for Neurosciences would consists of Adult and Peads:—

- Neurology

- Psychiatry

- Neurosurgery 3

Will the Minister Incharge of the Capital Administration and Development Division be pleased to state whether any mechanism has been evolved by the Government to fix fee structure for the private and international schools in Islamabad, if so, the details thereof?

Dr. Tariq Fazal Chaudhary: Private Educational Institutions (Registration & Fee Determination) Rules, 2016 have been framed and notified on 20th June, 2016 to register, regulate and to determine fees of private educational institutions in Islamabad Capital Territory in pursuance of Islamabad Capital Territory Private Educational Institutions (Registration & Regulation) Act, 2013.

Major chains of private educational institutions namely; Beaconhouse School System, The City School, Roots School System, Roots Millennium Schools, Roots International Schools, Headstart School System and Lahore Grammar School have challenged these Rules in . In July, 2016, the Court has allowed these Petitioners to charge fee on their own till the final decision of the petitions. The Court has further passed restraining orders to the extent of these petitioners that the Authority shall not take any coercive measures against them on account of fee increase. This relief is still available to these private educational institutions.

3. However, due to delays in the final judgment on these writ petitions, the Authority had filed Civil Petition for Leave to Appeal (CPLA) in the honourable Supreme Court of Pakistan against the relief to the petitioners as referred above, wherein, a three members bench of honourable Supreme Court of Pakistan, headed by Chief Justice of Pakistan, has directed as under: 4 “....for the final disposal of the cases, we direct the Registrar of the Learned High Court to fix the matters in the last week of September, 2017 and we are sanguine that the learned High Court shall disposed of these matters within a period of two weeks without fail ....”

4. In compliance to orders of the Honourable Supreme Court of Pakistan, hearing of the case has been completed by 22 October, 2017 & judgment stands reserved.

*Question No. 53 Senator Col. (R) Syed Tahir Hussain Mashhadi: (Notice received on 22-09-2017 at 04:55 p.m.)

Will the Minister Incharge of the Cabinet Division be pleased to state the role being played by NEPRA to ensure uninterrupted supply of electricity to the residents of Karachi by K-Electric?

Minister Incharge of the Cabinet Division: NEPRA is vigorously pursuing the compliance level of Performance Standards (Distribution) Rules (PSDR) 2005 particularly, Rule 3 (a) i.e. Guaranteed Standards (1) –Restoration Following by Unplanned Long Duration Power Supply Interruptions.

In this regard, NEPRA is carrying out monitoring activities of K-Electric on regular basis since last few years.

During monitoring/verification of media reports regarding un due load shedding in Karachi in 2015, it was established that K-Electric failed to provide uninterrupted power supply to its consumers on a non-discriminatory basis. Based on the monitoring results in 2015, NEPRA initiated legal proceedings and after due process, a fine of 10 Million Rupees was imposed by NEPRA on K-Electric. (Copy attached at F/A)

Similarly, the same situation was also noted while carrying out the monitoring in 2016. Accordingly, K-Electric was strictly directed to follow the requirements of Performance Standards (Distribution) Rules 2005, failing which, appropriate proceedings shall be initiated under relevant law. (F/B)

Furthermore, NEPRA has also carried out monitoring activity in June, 2017 in order to verify media reports regarding long power supply outages especially during sehr & iftar timings in Ramadan. Based on the site visit report, it was observed that K-Electric failed to follow the procedure of load shedding as 5 laid down in PSDR 2005. Accordingly, legal proceedings have been initiated against K-Electric and an Explanation has been issued. (F/C)

In addition to above, NEPRA has taken serious notices of all major power breakdowns occurred in Karachi in 2017 and acquired detailed power outages reports from K-Electric. An Explanation has also been issued to K-Electric upon the failure of power supply on 28-06-2017. (F/D)

NEPRA is strongly following the Implementation/ Enforcement of Performance Standards (Distribution) Rules in K-Electric as well as in all other distribution companies by ensuring the compliance level through monitoring/ verifications/ site inspections.

*Question No. 54 Senator Muhammad Javed Abbasi: (Notice received on 22-09-2017 at 05:00 p.m.)

Will the Minister for Information Technology and Telecommunications be pleased to state:

(a) the names, designations and date of retirement of the pensioners of Telephone Industries of Pakistan, Haripur;

(b) the number of the said pensioners who have been given the facility of restoration of pension; and

(c) the names, designations and date of retirement of those pensioners whose cases for restoration of pensions are pending indicating also the time by which the same will be approved?

Mrs. Anusha Rehman Ahmed Khan: (a) There are 2395 pensioner’s /family pensioners of TIP to whom pension is being disbursed through bank accounts as of September 2017. List is at Annex-A.

(b) 849 pensioners have been given the facility of restoration so far.

(c) 31 cases of restoration are pending. The cases are being processed for an early disposal. List is at Annex-B.

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) whether it is a fact that the Printing Corporation of Pakistan (PCP) has been facing financial losses and crisis at present, if so, the reasons thereof; and

(b) whether it is also a fact that PCP has recently granted special honoraria to its officers despite the said losses and crisis, if so, the names and designations of the officers and reasons for granting honoraria to them?

Minister Incharge of the Cabinet Division: (a) The Printing Corporation of Pakistan (PCP) is facing financial crisis since its inception in 1969. The accumulated loses of PCP have reached to the tune of Rs. 2,417.447 million on 30-06-2016. There are multiple reasons of losses which, inter alia, includes non-provision of seed money at the time of formation of PCP, obsolete machinery, overstaffing in the past, increase in pay & allowances, insufficient funding for procurement of material, ineffective utilization of staff and undue interference of Collaborative Bargaining Agents (CBA).

(b) Ex-Managing Director, PCP has recently granted honoraria to 14 officers/ officials in recognition of their services. List of persons is attached (Annex-I).

*Question No. 56 Senator Barrister Murtaza Wahab: (Notice received on 25-09-2017 at 09:25 a.m.)

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) the number of official vehicle(s), staff including driver(s) and fuel limit allowed to Federal Ministers as per their entitlement; and

(b) the name of authority responsible for allowing and withdrawing the said vehicles, fuel and staff to those Ministers?

Minister Incharge of the Cabinet Division: (a) Federal Minister / Minister of State is entitled to use an official car maintained at the cost of Government in accordance with rules framed by the Government for use of staff cars. Accordingly 1 800cc Staff Car along with driver is being provided by the Government. No limit for provision of POL has been fixed for Ministers. Each Minister is entitled to the following staff:—

(i) one Private Secretary (ii) one Personal Assistant (iii) one Stenographer or Steno typist (iv) one Qasid (v) one Naib Qasid 8 (b) Respective Ministry / Division is responsible to provide official vehicle alongwith Staff Car Driver and to withdraw the vehicle. However, in case of non- availability of entitled car with the Ministry concerned, Cabinet Division arranges for the provision of entitled vehicle for use of Ministers / Ministers of State.

*Question No. 57 Senator Mian Muhammad Ateeq Shaikh: (Notice received on 25-09-2017 at 11:10 a.m.)

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) whether it is a fact that the NEPRA has increased the rate of electricity charges @ 3.48 per unit during September, 2017, if so, the reasons thereof;

(b) whether there is any mechanism through which the consumers can challenge the said increase in the price of electricity; and

(c) whether any Government department has the power to ask the said Authority to reverse its decision about that increase in the price of electricity?

Minister Incharge of the Cabinet Division: (a) 1. NEPRA through its determinations in July 2016, finalized the tariff for the FY 2015-16, which on National Average was Rs. 10.90/kWh, however, the XWDISCOs challenged the same in the Honorable Islamabad High Court. The Honorable Court directed NEPRA to re-determine the tariff for the FY 2015-16 (anew).

2. NEPRA in compliance of the orders of the Honorable Court re- determined the tariff for all the XWDISCOs pertaining to the FY 2015-16, on September 18, 2017, on differential basis which works out as Rs. 11.38/kWh on National Average basis, which is Rs. 0.48/kWh higher than the earlier determined tariff of Rs. 10.90/kWh. The increase of Rs. 0.48/kWh is mainly due to increase in T&D losses and allowing write offs on provisional basis to XWDISCOs. The T&D losses have been increased by around 1% from 15.23% to 16.28% at national level, whereas, provisional write offs of Rs 24,339 million have also been allowed. 9 (b) Before determining any tariff, all the concerned including consumers are given opportunity to participate in the proceedings and to file objections. Any person who participate in the proceedings does have a right to file a review petition before NEPRA or alternatively any person can challenge the decision of NEPRA before courts of law.

(c) Yes, Federal Government has the power to ask NEPRA to re- consider and re-determine the tariff pursuant to section 31(4) of NEPRA Act, 1997 and the proceedings in question were considered owing to a request filed by Federal Government.

*Question No. 58 Senator Muhammad Usman Khan Kakar: (Notice received on 25-09-2017 at 11:40 a.m.) Will the Minister Incharge of the Cabinet Division be pleased to state: (a) the names and locations of National Colleges of Arts established in the country; and (b) whether there is any proposal under consideration of the Government to establish such college in Balochistan?

Minister Incharge of the Cabinet Division: (a) Campus of National College of Arts Main Campus: 4-Shahra-e-Quaid-e-Azam, Lahore. Sub-Campus: Liaqat Bagh, Liaqat Road,

(b) It is policy of the College to open regional centres in all provinces after the College is granted University status. The summary for the grant of University status to NCA is pending in the P.M. House for his approval, after which it will be presented before the National Assembly in the shape of Bill for final approval.

It is pertinent to mention here that the Standing Committee on Cabinet Secretariat in its meeting held on 21 June 2017 has recommended as under: Copy of letter No. F. 1(1) /2017-Com-I dated 17 July from also annexed.

(i) The status of University may be awarded to NCA, Lahore and its adjacent buildings i.e. Chief Minister’s Inspection Team, Provincial Ombudsman and Tollinton Market may be handed over to NCA. 10 Annexure 11 *Question No. 59 Senator Sirajul Haq: (Notice received on 25-09-2017 at 12:05 p.m.)

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) whether it is a fact that the gratuity dues have not been paid to 235 retired employees of Printing Corporation of Pakistan, Islamabad for the last four years, if so, the reasons thereof and the time by which the same will be paid to them; and

(b) whether it is also a fact that the amount of hiring of houses has not been paid to 70 employees of the said corporation for the last four months, if so, the reasons thereof and the time by which the same will be paid to them?

Minister Incharge of the Cabinet Division: (a) The Printing Corporation of Pakistan (PCP) has not paid gratuity to more than 200 retired employees since 2014. It is stated that PCP is a self-financed Corporation. Government does not allocate funds for PCP in the annual budget. PCP generates its funds by providing printing services to the government departments. However, PCP has been facing financial crisis for the last few years. Salary for the month of August, 2017 was paid to the employees on 29th September, 2017 whereas salary for the month of September, 2017 is yet to be paid. PCP has requested Cabinet Division for provision of a bailout package to the tune of Rs. 637.000 million which includes payment of gratuity to 200 employees. As soon as funds are provided to PCP, the gratuity will be paid to the retired employees.

(b) PCP has not paid the rent of hired houses for the last four (04) months due to poor financial position as stated above.

In this connection, Cabinet Division has moved a Summary for the Prime Minister through Finance Division for provision of bailout package to the tune of Rs. 637.000 million for PCP to clear the liability.

*Question No. 60 Senator Sirajul Haq: (Notice received on 25-09-2017 at 12:05 p.m.)

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) whether it is a fact that 286 widows of deceased employees of the Printing Corporation of Pakistan, Islamabad have not been 12 paid the amount of Benevolent Fund for the last eight months, if so, the reasons thereof and the time by which the same will be paid to them; and

(b) whether it is also a fact that 24 retired employees of the said Corporation have not been paid to the amount of their CP Fund so far, if so, the reasons thereof and the time by which the same will be paid to them?

Minister Incharge of the Cabinet Division: (a) The Printing Corporation of Pakistan (PCP) has not paid Benevolent Fund grant to the widows for the last eight months due to weak financial position. To meet the liability, PCP has requested Cabinet Division for provision of a bailout package to the tune of Rs. 637.000 million. As soon as funds are provided to PCP, the amount of benevolent fund will be paid to the widow of deceased employees.

(b) The Printing Corporation of Pakistan (PCP) has not paid the final payment of CP Fund to 30 retired employees since October, 2016, due to paucity of funds. In this conection Cabinet Division has moved a Summary for the Prime Minister through Finance Division on 11-10-2017 for provision of bailout package to meet the liability as stated above.

*Question No. 61 Senator Sherry Rehman: (Notice received on 26-09-2017 at 11:15 a.m.)

Will the Minister Incharge of the Capital Administration and Development Division be pleased to state:

(a) whether it is a fact that the implementation of Smart School Project has been delayed, if so, the reasons thereof;

(b) whether it is a fact that 32 public sector educational institution have been selected for transformation into Smart Schools, if so, the number of the same transformed so far; and

(c) the number of principals and teachers trained according to the concepts of smart schools so far?

Minister Incharge of the Capital Administration and Development Division: (a) Fact is that Implementation of Smart School Project has been delayed 13 due to revision of decision taken in the meeting held 07.06.2017 under the Chairmanship of Minister for Planning and Development, wherein it was directed to outsource the implementation of the project to the third party. Accordingly a modified PC-I has been submitted ,to Planning Division through CA&DD on 11-10-2017.

(b) Fact is that, according to the decision taken in the meeting held on 12-07-2017, conversion of 34 educational institutions into smart schools has been proposed in the project as per following details:—

24 from Islamabad,

02 from each province, 01 from each GB & AJK.

However, the PC-I of the project is in approval process.

(c) Training of the teachers and head teachers for these smart schools has been proposed in the project. This training would be carried out during the implementation of the project.

Will the Minister Incharge of the Establishment Division be pleased to state the number of female officers in BPS-17 and above working in the Federal Secretariat and other Government departments in Islamabad Capital Territory with province wise and district wise break up?

Minister Incharge of the Eshtablishment Division: Induction in Federal Government employment is based on provincial as well as regional quota. Establishment Division, Pakistan Public Administration Research Centre (PPARC) maintains the statistics relating to Federal Government employees. The detail of basic scale wise (BS-17 to 22) female civil servants working in Federal Secretariat and Attached Departments in Islamabad Capital Territory is attached at Annex-I. 15

*Question No. 63 Senator Muhammad Usman Khan Kakar: (Notice received on 26-09-2017 at 12:00 p.m.) Will the Minister for Commerce and Textile be pleased to state:

(a) the details of the project for establishment of Expo Centre, Quetta; and

(b) the amount allocated and released for the said project during the financial year 2017-18 indicating also the details of its utilization?

Mr. Muhammad Pervaiz Malik: (a) In order to provide international standard infrastructure for the promotion of economic activities through trade exhibitions, consumer fairs and conferences in the federal capital of Pakistan, a PSDP funded project namely “Expo Centre, Quetta” has been envisaged by Ministry of Commerce. The project with a total estimated cost of Rs. 2,500 million, Expo Centre, Quetta will comprise a large Convention Centre and two Exhibition Halls along with allied facilities. Government of Balochistan has committed to provide land for establishment of Expo Centre at Quetta. The provincial Industries & Commerce Department has proposed some sites for the project which are being examined by the Federal Government / project management for selection of the most suitable one for the project. PC-I of the project has been submitted by Commerce Division to Ministry of Planning, Development & Reform for seeking its approval by the competent forum i.e. CDWP.

(b) The has allocated an amount of Rs. 100 million for this project in PSDP 2017-18. However, no amount has been released so far to the project since its PC-I is yet to be considered / approved by CDWP. Will the Minister Incharge of the Establishment Division be pleased to state:

(a) the number and locations of community centres in Islamabad;

(b) the details of facilities available in those centres; and

(c) whether there is any proposal to construct more such centres in Islamabad, if so, the proposed locations thereof?

Minister Incharge of the Establishment Division: (a) Staff Welfare Organization is managing (03) Community Centres in Islamabad, their location is as under:

Will the Minister Incharge of the Cabinet Division be pleased to state the amount allocated for development of tourism in the country during the last three fiscal years and the details of its utilization?

Minister Incharge of the Establishment Division: No allocation was made for Development of Tourism for the last three years due to devolution of subject tourism; however breakup of grant released for maintenance of tourist information centers and publicity and promotion department for the period 2014-15 to 2016-17 is as follows:— 18 Tourist information centers:

The major portion of the Grant was utilized for release of salaries and final dues of retired and deceased employees of PTDC.

Will the Minister for Commerce and Textile be pleased to state the names of items exported to and imported from Afghanistan during the last two years?

Mr. Muhammad Pervaiz Malik: Pakistan’s major items of export to Afghanistan include Wheat, Sugar, Rice, Cement, Petroleum products, Vegetables and Vegetable Preparations, Medical & Pharmaceutical Products etc.

Major items of import from Afghanistan are Fruits, Vegetable, Raw Cotton, Coal, Coke and Briquette, all crude minerals, Ores & Construction of Iron.

Details of items exported to and imported from Afghanistan during last two years are at Annex-I. 19 Annexure-I 20 21 22

Will the Minister Incharge of the Capital Administration and Development Division be pleased to state whether there is any proposal under consideration of the Government to set up a system for private practice in the evening by doctors of Government hospitals in the same hospitals, if so, the details thereof?

Dr. Tariq Fazal Chaudhary: At present there is no proposal under consideration of the Government to set up a system for private practice in the evening by doctors of FGPC, NIRM, FGH and Capital Hospital which are working under the administrative control of CA&DD. However, FGPC is running evening OPD for all kind of patients.

PIMS has started Institutional Based Practice (IBp,) of doctors in evening shift since 07-04-2016 in all the components. The detail is at Annex-A. 23

*Question No. 68 Senator Muhammad Talha Mahmood: (Notice received on 28-09-2017 at 10:10 a.m.)

Will the Minister Incharge of the Capital Administration and Development Division be pleased to state:

(a) the present status of work on the project for making the Islamabad Express Way signal free and its conversion into five lanes indicating also the original and revised dates of completion of the same;

(b) whether it is a fact that work on the portion of the said project from Gulberg underpass to GT road, Rawat has not been started so far, if so, the reasons thereof and the time by which the same will be started and completed; and 24 (c) whether it is also a fact that the work completed on the portion of the said project from Koral Chowk to Gulberg is substandard and the road has become bumpy, if so, the steps taken by the Government in this regard?

Dr. Tariq Fazal Chaudhary: (a) Work on Islamabad Highway was taken up in phases. In First , Phase the work from Zero point has been completed on 5-12-2015. In Second phase, work on Karal Interchange has also been completed and opened for traffic on 30-03-2017. The work on sohan and Khana is in progress and was to be completed on 15­11-2017 and revise date of Completion is 31-01-2018.

(b) Yes it is a fact that work, from Gulberg under pass to GT Road, Rawat has not been started it is in design phase and will be started in four months subject availability of funds, after completion design/ Drawing and estimation by the Consultants.

However undot pass at Gulberg and a flyover at Naval Anchorage have been got constructed through the respective housing Schemes at their own Cost.

(c) It is not a fact that the work Koral Chowk to Gulberg is not as per specification. It has been constructed as per design and specifications under the supervision of the Consultants. However, due to heavy traffic loads, some local settlements were observed which were got rectified from the Contractor at his own cost. Defect liability periods of the Contractor is in progress and it is going to expired on March, 2019. During defect liability period, it is the responsibly of the Contractor to rectify any repair/Maintenance.

The road has already been constructed as per the planned width. However, routine patch work is being done regularly to maintain the road and for smooth movement of traffic.

(a) the percentage of population in the country which have access to the information Technology particularly to Internet; and

(b) the steps being taken by the Government to provide access to the said facilities throughout the country?

Mrs. Anusha Rehman Ahmed Khan: (a) Approximately 75 % of the population in the country has access to Broadband Internet over the mobile networks.

(b) Ministry of IT & Telecommunication has taken several important steps to enable access to high speed Internet in Pakistan. Some key steps are as follows: 29 1. Since 2014, MoITT through PTA has conducted three rounds spectrum auction for Next Generation Mobile Services (NGMS) 3G/4G to meet the ever increasing demand for broadband connectivity.

2. MoIT&T has released Telecom Policy 2015 which has resulted in increased commitment of the operators to growth of Broadband services in the country.

3. The Universal Service Fund (USF) is being used to fund projects to provide broadband services to people in unserved/underserved areas where there is no business case for operators.

4. More than 91,000 KMs of fiber optic has been deployed (in total) to establish a robust national fiber optic backbone.

5. Pakistan has international connectivity through seven under-sea fiber optic cables proving for the international bandwidth needs.

Dr. Tariq Fazal Chaudhary: (a) Prime Minister’s Education Reforms program was launched to revamp the educational services in Islamabad Capital Territory and to make it a role model for rest of the country. This program focuses on all major aspect of educational services including Access, Quality and Governance. Detail of the programme is as under:

PMERP is being completed in Three Phases.

a. Phase-I Educational Institutions had been covered (Work completed, Prime Minister of Pakistan inaugurated in 2016)

b. Phase-II 200 Educational Institutions are being covered (Work in progress, shall he complete by December 2017)

c. Phase-III 200 Educational Institutions shall be covered (Work likely to start by January 2018)

MAIN INITIATIVES:

(a) Provision/Rehabilitation of physical infrastructure

(b) Merit base recruitments

(c) Capacity building of staff through vigorous training

(d) Monitoring & Evaluation of staff for qualitative output

(e) Revision of ACRs/PEPs/ KPIs for Teachers / Heads of Institutions

(f) Start of Montessori classes and provision free meals to the kids

(g) Provision of 200 Student buses. 32 (i) Besides 125 computers Labs in all Educational Institutions at Secondary and above Levels, 107 new Computer Science Laboratories, Computer Science Teachers and allied facilities in Educational Institutions for Girls especially in rural area of ICT are being established.

(b) Project Director, PMERP informed that under phase II of the programme, work has been started in 190 out of 200 schools and about 25-27% work has been completed whereas in 1st phase 22 Institutions have been upgraded by providing missing facilities i.e. additional classrooms, well equipped labs, playground, clean drinking facility ,toilet blocks, teachers training etc. In phase-III, the remaining institutions will be upgraded and missing facilities if any shall be provided whose cost estimation is in process through Project Director (phase II) of PMERP.
