5 Reports

5.1 Presentation from St George Dragons

Craig Young, Chairman and Executive Officer, St George Dragons, presented to the Committee on the matter and communicated the Club's interest in Riverine Park.

The Chairman spoke to the Club's difficulties in securing playing fields for the purpose of Junior National games, training and development programs. The Chairman briefly outlined potential requirements around tenure, amenities, car parking and possible funding options.

The Committee expressed consensus that more detailed information was required and requested a comprehensive scope and specification detailing specific amenity requirements and a funding model to be presented back to the Committee for further discussion.

The matter of master planning for Riverine Park was raised, stating that a master planning process should be undertaken for the future use of the Park.

It was agreed that a broad cross-section of opportunities for sporting and recreational activities at the site need to be considered fairly and equitably given the sporting needs of the community.

2 Note that the Committee would require more detailed specifications and a funding model for further discussion to occur with the St George Dragons. 3 The Committee recommends that a future master plan be undertaken for Riverine Park to provide an integrated approach to the surrounding areas of Barton Park and the area off Marsh Street which will be vacated by the M6 project team in the next few years.

5.2 M6 Update

City Projects provided the Committee with an update on the matter.

That construction of the Brighton Memorial synthetic playing field (not amenities) is nearing completion and awaiting a formal handover from Transport for NSW.

Transport for NSW has advised that the remaining works at Brighton Memorial, including the amenities building, memorial wall and car park, are expected to be complete between late July to early August.

The Committee was advised that the field and amenity building at McCarthy Reserve is also expected to be complete from late July to early August.

The Ador precinct, which includes the skate park, car park and playground, will not be finished until the end of the year.

Access to the Brighton Memorial Fields for use by school groups was raised. It was confirmed that access would be the same as Bicentennial East, which includes access for school groups during the day. The Licence to Rockdale Ilinden over Brighton Memorial will stipulate this.

The Committee discussed the matter of lighting at Brighton Memorial Fields. It was confirmed that the lighting for Brighton Memorial was approved under the SEPP enacted by the State Government for the delivery of the M6 works and did not require a separate DA.

It was reiterated to the Committee that the amenities and lighting for the field have not been handed to Council and are anticipated to be several months away. The licence to Rockdale Ilinden over Bicentennial East will continue until the M6 delivery requires handover of the field, previously anticipated to be 24 August 2021, now early 2022, by which time the lighting and amenities at Brighton Memorial will be available

The Brighton Memorial field will immediately be available for use via a permit to St George Football Association for allocation of weekend day games for registered Association members, which is the case with all of Council's other fields.

1 That the Committee receives and notes the report. 2 That the Property Team ensure that the Licence to Rockdale Ilinden over Brighton Memorial stipulate access for school groups as per previous arrangements.

3 That the Sport and Recreation Team make the Brighton Memorial Playing Field available to the St George Football Association for the purpose of weekend day games via Permit.

5.3 Update - City Projects

City Projects provided the Committee with an update on the matter.

Botany Aquatic Centre A progress report on the Botany Aquatic Centre Project, specifically installing water slides, water play facilities and the replacement of plant and pool equipment was provided.

It was identified that the current substation and main switchboard would not be able to cope with the increased requirement of the water slides and water play facilities and that there is a requirement to replace both the existing plant and filtration system. During the detailed design stage, where detailed load calculations were undertaken, it was determined that a new substation and main switchboard would be required to accommodate the equipment and their associated loads.

The Coordinator Design further explained that additional funds of $600,000 from S7.12 funds would need to be allocated to the Botany Aquatic Centre project to implement the required scope of works.

Clarification was requested as to the reason the requirements for an upgraded substation and main switchboard were not identified in the original scoping of the project.

The Committee was advised that during the concept stage, it was assumed that the current substation could accommodate the required loads.

The City Projects Team was requested to confirm that the upgraded substation would future proof the facility to enable Council to implement the entire Masterplan.

Cricket Nets The Committee questioned whether the cricket nets at Evatt Park, Bexley, were included as part of the Cricket Practice Net Renewal. City Projects indicated that they were not included in the current project but would raise this request with Strategic Planning for follow up.

1 That the report be received and noted. 2 That additional funds of $600,000 be allocated from S7.12 funds to the Botany Aquatic Centre project to implement a new substation and main switchboard to provide adequate provision for the new plant and filtration system and future proof the facility. 3 That the City Project's Team confirms that the upgraded substation would future proof the facility to enable Council to implement the Masterplan.

4 That the Coordinator Design raises the matter of cricket net renewal at Evatt Park, Bexley for follow up by Strategic Planning. 5 That Strategic Planning investigates future cricket net renewal for Evatt Park, Bexley.

5.4 Property Update

The Committee was advised that the outcomes of the Expressions of Interest - Scarborough Park Tennis Courts and Mutch Park Tennis and Squash Courts would be reported to the next meeting of the Sport & Recreation Committee on 28 June 2021.

The Committee was updated on submissions received during the statutory advertising period for a proposed licence agreement to Rockdale Ilinden over Brighton Memorial. Following Council’s resolution to proceed with a licence to 2030, a determination by the Minister for Local Government was required. Work had commenced towards compiling the submission to the Minister.

The Committee was advised that the St George Football Club has requested to hold over their existing licence with Council post its expiry in February 2022, until the delivery of Barton Park Master Plan. The Club has expressed an interest in occupying new facilities within Barton Park, which would require Council approval.

The Committee was advised that St. George Randwick Hockey Club have fulfilled the obligation of their licence with Council in replacing the hockey field surface.

5.5 Correspondence

Scott Field, Manager Sport and Recreation, tabled correspondence from Hakoa Futsal Club on an unsolicited proposal for a potential indoor futsal centre at Riverine Park.

5.6 Sport & Recreation Manager Update

The Committee was provided with an update on matters arising from previous minutes.

The inclusion by Council officers of undercover BBQ areas as part of the basic design for all future amenities blocks at sporting fields was confirmed. However, it was noted that Rockdale Raiders chose to exclude an undercover BBQ area from their amenities building.

A letter of support for a grant for Pagewood Botany Football Club was issued as requested.

Item 4.1 6 Sport & Recreation Committee 28/06/2021

The Committee was advised that information regarding the ages of children permitted in change rooms of the opposite gender was issued to Councillors as requested, demonstrating standard industry practice.

The Committee was advised that clubs and associations have provided COVID plans and noted the difficulties they face around implementing these plans in open spaces and the resulting strain on volunteer resources.

The outstanding work undertaken by Bayside Council's Parks and Open Space Business Unit, meeting the demands of an extremely tight turn around for seasonal changeover and preparation due to COVID and weather affected seasons was acknowledged.

Registration details provided by the clubs and associations demonstrate sustained growth during a difficult time for community sport as a result of COVID.

The implementation of Bookable, Council's new booking system, was nearing full completion. The Committee was advised that the system was being used for bookings internally. It was noted that Bayside recreational and community facilities were at full capacity and that some fields were out of action for periods to accommodate maintenance.

6 General Business

6.1 Brighton Baths

Councillor Tsounis requested an update on Brighton Baths.

Some delays for the project, mainly relating to existing structural issues with the building and inclement weather, which will add to the project's duration were discussed. There also have been issues identified that don't form part of the contract scope and will need to be addressed separately.

The approved scope of works would be completed towards the end of May 2021 and these works are weather dependent. The Committee was advised that the works to the athletics club were out of scope, and as a result, a request for additional funds will be required.

Councillor Tsounis expressed concerns that the works had damaged the Club's equipment, memorabilia, archives and other items in storage at the site.

It was advised that most of these items had been decontaminated and placed in appropriate storage. The area in question was already impacted by mould before the

commencement of the project as it did not have adequate ventilation and no downpipes.

Natural ventilation, and how this could be implemented along with a budget variation to fund the improvements to the facility was being investigated.

The Committee requested that City Projects present these plans at an upcoming General Manager's Briefing for Councillor review.

Councillor Barlow requested that the users of the facility also be consulted on proposed plans.

Committee Recommendation

1 That that the Executive Manager City Projects present plans for Brighton Baths at an upcoming General Managers Briefing for Councillor review. 2 That that the Executive Manager City Projects consult with the users of the facility on proposed plans.

6.2 Unknown Shipping Container in Monterey

Councillor Tsounis expressed concerns regarding a large shipping container that has been left in a Council car park in Monterey.

The General Manager advised the Committee that the Compliance Team would investigate.

Committee Recommendation

That the Compliance Team identifies the owner of the shipping container.

6.3 Gardiner Park

The Committee discussed the matter of delays to the works schedule and associated costs of these delays.

The Committee was advised that Council's contractor Polytan had been off the job for four weeks due to disruption to their worksite caused by agitators who do not support the project. The Committee was advised that Polytan has cited harassment of their staff, including filming and photography of workers and verbal abuse, as well as obstruction of the worksite by both agitators and their vehicles.

The Committee was advised that in order for the contractors to feel safe to return to the site, Council has been required to construct perimeter fencing to ensure the site is compliant with Work Health and Safety requirements.

The Committee discussed the magnitude of additional costs incurred by Council as a result of these actions and the impact these delays and unanticipated site safety issues have had on Council's budget for the project. An amount in the order of $250,000 was advised. This includes the cost of site safety measures as well as legal

representation related to the various claims and court appearances as a result of action brought by the Friends of Gardiner Park.

6.4 Draft Social Infrastructure Strategy

The Coordinator Policy & Strategy, provided an update to the Committee.

The strategy would be finalised and reported to the newly elected Council in November. Prior to this, Council would seek to consult with young people to develop a supply and demand analysis. The General Manager advised that the extensive consultation work undertaken for the programs and facilities offered at the Arncliffe Youth Centre would inform this process.

The Committee was advised that the Cooks Park Fitness Stations have been allocated funding as part of the Local Roads and Community Infrastructure Program to the amount of $120,000. It was confirmed that a tender process would be undertaken.

The Committee was advised that the Bexley Tennis Courts have been allocated funding as part of the Local Roads and Community Infrastructure Program to the amount of $300,000 for remediation works.

Councillor Nagi asked if there was an update regarding Cooks Cove, stating that a planning proposal for the inclusion of passive and active recreation facilities could accommodate an increasing population and growing community need.

The Committee was advised that the Reginal Planning Panel will review a State Government led proposal in the not too distant future. However, the site being reviewed is mainly residential land and a small amount of employment land. It was indicated that the trust lands beside Cooks Cove could potentially accommodate passive and active recreation at the completion of M6 motorway works.

The Director City Life requested that the Coordinator Policy & Strategy return to the Committee with an update on the project and to seek input from Councillors. Councillor Barlow asked that the most recent information issued regarding Cooks Cove be reissued to all Councillors for their information.

6.5 Allocation for Cricket Across Bayside

The Committee asked if we are able to meet the demand for requests for cricket pitches across the LGA, with particular emphasis on schools.

Item 4.1 9 Sport & Recreation Committee 28/06/2021

The Manager Sport and Recreation confirmed that there is regular and ongoing consultation with Cricket Associations regarding the requirements of the sport, as advised at the last Sport and Recreation Committee. The Committee was advised that Cricket NSW was highly supportive of the Council's asset renewal and improvement initiatives and were recently consulted on the cricket net renewal project.

Adequate amenity is currently being provided for local clubs, associations, schools and the local community, and the completion of upgrades to Cahill Park and Scarborough Park Central will result in further increases to that capacity. In fact there is capacity additional to the demand for cricket pitches in the LGA.

The Manager Sport and Recreation invited any local school or group to contact him to discuss the unlikely situation where they have been denied access to a cricket pitch to have that matter addressed.

The Manager Sport and Recreation advised the Committee that consultation regarding the needs of Cricket with the relevant sporting bodies would be ongoing. The Manager confirmed he is in regular contact with cricketing bodies.

6.6 Football St. George Correspondence on State Environmental Planning Policy (Infrastructure)

Scott Field, Manager Sport and Recreation, tabled correspondence received from Football St. George regarding the State Environmental Planning Policy (Infrastructure) as requested at the April Council Meeting.

The correspondence seeks information regarding the application and approval process for lighting at parks and sporting fields.

Councillor Tsounis asked how an alternative planning pathway other than a Development Application would manage the timing of lights.

The General Manager advised that regardless of the planning pathway used, an application and approval process would be required. The Committee advised that Council had mechanisms to control lighting, including the terms set out in the licence, and automation through CloudMaster.

Committee Recommendation

That the Manager Sport and Recreation submit the correspondence from Football St. George regarding the State Environmental Planning Policy (Infrastructure) to be attached to the minutes as a document for public consumption.

6.7 Arncliffe Youth Centre

The Coordinator Sport and Recreation provided the Committee with a general update regarding the Arncliffe Youth Centre.

The Committee was advised that the Soft Launch Program had been a success and that the Expression of Interest Process was being implemented with applicants now commencing programs and services from the centre and others being negotiated with for future start dates.

The Coordinator Sport and Recreation identified a partnership proposal had been received from Charity Bounce, a not-for-profit organisation operating in the community and sporting sector.

Committee Recommendation

That the Coordinator Sport and Recreation prepare and submit a report to the Arncliffe Youth Centre Councillor Working Party summarising the partnership proposal received by Charity Bounce for consideration.

Summary

The Chair of the Committee has invited a community member to present information relevant to the current synthetic turf study being undertaken by the Department of Planning, Industry and Environment.

Background

The NSW Government is prioritising participation in active and passive recreation to help support the health and wellbeing of individuals, social cohesion in communities, as well as boost the state’s productivity and the economy.

To help address the growing demand for multi-use recreation open spaces, there has been an increased adoption of alternative surface fields, such as synthetic and hybrid surfaces, in communities across .

The Department of Planning, Industry, and Environment has commissioned Ethos Urban to undertake a study into the use of synthetic alternatives to natural turf in public open spaces.

A community member with interest in this area has asked to present to the meeting and the Chair has agreed to a short presentation. It is noted that the presenter has agreed not to raise matters that are currently the subject of legal proceedings with the Friends of Gardiner Park.

Summary

This report is an update on the 2020-2021 City Projects Program being delivered by the City Projects Team.

Background

Arncliffe Park lighting The Development Application was lodged on 2 June 2021 for the proposed lighting.

Barton Park Precinct The Barton Park Masterplan was endorsed at the 24 June 2020 Council Meeting. The detailed design and documentation are well underway.

A presentation and update will be provided.

An Expression of Interest (EOI) was advertised on the 17 May 2021 and closed on Tuesday 8 June 2021. A presentation on the outcomes of the EOI will be given to Councillors at the 30 June GM Briefing and a report to the 14 July Council Meeting.

Botany Aquatic Centre Council resolved at the Council meeting on 15 October 2020 to proceed with the water slides and water play component of the project funded by SACL only. Development Approval is required for this component.

The Development Application was submitted on 1 April 2021. An Expression of Interest (EOI) was advertised on the 10 May 2021 and closed on Tuesday 1 June 2021. A presentation on the outcomes of the EOI will be given to Councillors at the 30 June GM Briefing and a report to the 14 July Council Meeting.

Cloud Master Ador Reserve and Cahill Park are underway, and it is anticipated they will be completed by end of June 2021.

Item 5.2 13 Sport & Recreation Committee 28/06/2021

Cricket Practice Net Renewal New cricket nets will be installed in Cahill Park, Gilchrist Reserve and Tonbridge Reserve. Detailed documentation is underway and a Tender for construction will be run and presented to the October Council Meeting.

L’Estrange Sporting Amenities Construction commenced on site early October 2020 and the new sports amenity building will be operational in August 2021 and demolition of the existing facility will be completed by the end of September 2021.

M6 Stage 1 Works – TfNSW Works are progressing well on all the M6 Projects. There are no unresolved issues impeding progress on site. Brighton Memorial synthetic field is now complete and official handover is imminent.

The amenities building at Brighton Memorial is finished and will be operational in September when power is commissioned after the external works including the turf mini field, memorial wall and carpark are complete. Total completion is expected early September.

McCarthy Reserve is slightly behind Brighton Memorial. The amenities building is complete, external finishes and landscape are progressing well. The drainage cell and shock pad have been laid and the synthetic surface is on site and installation has commenced The synthetic field and sports amenities are expected to be completed and operational late August to early September.

The pedestrian bridge over Muddy Creek linking McCarthy and Ador Reserve is complete. Work to the turf mini field is underway.

Scarborough Park irrigation projects Scarborough East: Is now complete and operational including the pump house and storage tank.

Tonbridge Reserve: Field irrigation is operating.

St George Netball Development The netball court project and the carpark re-sheeting works are complete.

Sport & Recreation Committee 28/06/2021 Item No 5.3 Subject Update - Barton Park Recreational Precinct Report by Louise Farrell, Coordinator Design File SF20/575

Summary

The Barton Park Precinct is bounded by the M5 Motorway to the North, Bestic Street to the South, Muddy Creek to the East and West Botany Street to the West. The Precinct is included within the Council and Crown Lands adopted Muddy Creek Plan of Management.

Background

Council endorsed the draft Barton Park Masterplan at its meeting of 11 March 2020, subsequently the draft Masterplan went out on public exhibition and the community outcomes were reported back to the Council at the 24 June 2020 Council Meeting where the final Masterplan was endorsed.

Open tenders were called for the Principal Design Consultant to undertake the detailed design and documentation of zone 1 and zone 2 of the Barton Park Precinct and the outcomes were presented to Council at the 8 July 2020 Council meeting, where Council endorsed to engage MODE Design for the Contract.

At the GM Briefing session on 4 November 2020 an update was provided on the detailed design and documentation in line with the endorsed Masterplan document and the options available to the Council to fund the implementation.

The implementation of zone 1 and 2 of the Barton Park Precinct includes:

• 4 x full size turf football fields with lighting;

• 1 x midi size turf football field with lighting;

• New grandstand;

• Sporting amenities with 4 change rooms, canteen, meeting room, storage rooms, referees room, first aid room and 9 public toilets;

• 4 x tennis courts including tennis store room;

• Additional toilet block to service southern fields with 4 toilets;

• Car parking (241 parking spaces) and road network;

• 2 x multipurpose courts;

• Fitness tracks and fitness equipment;

• Children’s playground;

• BBQ areas, picnic shelters and seating; and

• Cycleway/shared path and connecting pathways.

Approvals Required for the Project:

Liaison and approval through the Airport Authority is required due to the close proximity of the works, particularly in regards to the height of the field lighting.

A development application (DA) is required for:

- Construction of new tiered seating.

A Part 5 Approval under the EPA Act is required for the balance of the project:

- Demolition of existing toilet block;

- Demolition of existing grandstand and field lighting; and

- Construction of new sporting amenities;

- Construction of sports fields;

- Children’s playground;

- Car parking and road network; and

- Shared path/cycleway.

Proposed Program

- Lodgement of DA documentation and Part 5 – July 2021;

- Approximate approval processing time (DA) – 100 days (December 2021); and

- Construction tender and commencement are dependent on the approval timelines.

A presentation will be given providing an update on the design.

Summary

Council has been successful in securing Local Roads and Community Infrastructure (LRCI) grant funding to upgrade the Bexley Tennis Courts.

Background

Council has been successful in securing Local Roads and Community Infrastructure (LRCI) grant funding to upgrade the Bexley Tennis Courts located at 369E Bexley Road, Bexley.

The current facilities are past their serviceable life and in poor condition.

The LRCI grant project offers an opportunity to renew the current facility that is underutilised.

A presentation will be given on the proposed works.

Summary

Council recently conducted an Expression of Interest (EOI) campaign for the tennis and squash facilities located within Mutch and Scarborough Parks. Arising from the EOI, Council received a total of nine proposals.

This report addresses the assessment of the submissions received and notes that arising from the EOI parties have been invited to select tender.

Background

Council recently called for Expressions of Interest (EOI) in relation to tennis and/or squash facilities situated within Mutch Park and Scarborough Park. The EOI ran for a period of five weeks from 10 March 2021 – 14 April 2021.

The EOI provided the opportunity for interested parties to submit a proposal for Scarborough Park or Mutch Park or both. The EOI encouraged proposals to address key objectives for each site, which included:

• Identify and install an operator to oversee the management and coordination of the courts. • Increase the existing level of service provided at the facility, including the development and delivery of recreational and sporting programs, services, and auxiliary offerings. • Deliver a pro shop or similar service from the Site.

• Foster and nurture existing relationships with relevant sporting associations and peak bodies including: i. Suburbs Lawn Tennis Association Ltd; ii. Tennis NSW; and iii. Tennis . • Foster and nurture existing relationships with a range of individual players, social groups, coaches, and tennis professionals; • Provide passive oversight over the precinct and communicate back observations to Council for action; • Focus on and support the development and furthermost of tennis (and squash) across all levels; • Provide ongoing operational and capital investment into the facility to ensure its longevity.

EOI Respondents

Council received a total of nine proposals and Table 1 outlines the respondents and the corresponding directors. Confidential Attachment 1 outlines the sites each EOI respondee held interest in.

Arising from the proposals received during the EOI, the assessment panel noted merit in parties being nominated to participate in a Select Tender Process. Details on the proposals participating in the Select Tender Process are tabled as Confidential Attachment 3.

Lease Status Prior to 2019

Lease Status 2019 to 2021

The Sport and Recreation Committee had considered the concept of a golf course strategy and a consistent approach for golf clubs and ongoing occupancy arrangements.

Subsequently, in 2019 it was determined to place the golf clubs (Bexley & Bardwell Valley) on agreements for a term of 12 months for a nominal rent ($1 per annum) on the basis that the maintenance requirements (under that approach) remained with the Clubs.

Post the initial 12-month period, Council, on recommendation of the Sport and Recreation Committee on 27 July 2020, extended the arrangement for a further 12 months on a nominal sum.

Bexley Golf Club Arrears

The operation of the prior lease to Bexley Golf Club was based on a market rent of $11,231.27 per month. During the operation of that lease, the Bexley Golf Club had accrued arrears to the quantum of circa $242k. The Club’s position was to seek to have that debt written down.

Significant work has been undertaken on the part of Council, working with the Club to understand and accept the debt, and subsequently the Club has outlined a focus to draw down on that debt. As of 11 June 2021, the debt balance is circa $139k and the Club is further reviewing its capacity to discharge the substantive amount prior to October 2021.

Operating Background - Bardwell Valley Golf Club

The Bardwell Valley Golf Club advise that it continues to maintain the building and golf course in a good condition and has improved the asset by upgrading of the paths throughout the golf course.

The Club currently has 263 playing members plus 223 social members. The Club advises that it participates and engages with the community including supporting charities.

Community initiatives include:

• Encouraging community access to the open space (via seven course entry points) for exercise, dog walking and birdwatching. • Free junior golf clinics. • The provision of its clubhouse free of charge for some community interests. • Proposed installation of nesting boxes for native birds because of a recent grant approval from Bayside Council.

Operating Background – Bexley Golf Club

The Bexley Golf Club has advised that it has undertaken recent asset improvements, covering: • Replacing dining room ceiling. • Replacing dam pump. • Renovating outside ladies and men’s toilets. • Replacing awning of greenkeepers facility. • Reflooring of the administration offices. • Replacing and upgrading air-conditioning units. • Painting of exterior clubhouse.

The Club advises that its current membership is approximately 600 and the golf course attracts approximately 35,000 rounds of golf each year.

It also advises that the clubhouse is the venue for a number of social, community and business groups on a regular basis and host weekly golf events.

Operating Background – Botany Golf Club/Course

The current management and occupancy of the Botany Golf Course continues with Council operating, managing, and maintaining the golf course and the pro shop at the site.

Previously, the Botany Golf Club leased the Club House premises from Council (as trust manager for the subject Crown Land). Since the Club was placed in administration on 27 August 2019, the Club House has been under the control of Council.

The patronage of golf course in the current financial year is tracking well; having doubled in numbers from that of the previous year. This equates to approximately 20,000 rounds this year. Overall revenue has increased in line with the increased patronage.

Bexley Golf Club & Bardwell Valley Golf Club – Interest in Tenure Post October 2021

Both the Bexley and Bardwell Valley Golf Clubs have expressed an interest in exploring tenure post October 2021, being the completion of the $1PA Council endorsement. The requests are based on the adverse operational business impacts of short-term agreements i.e., 12 months. The impacts include: • Agreements for plant and equipment to maintain the course. • Retention and ability to attract caterers/bistro operators. • Membership sales • Short term decision making.

The Clubs would prefer a tenure of 3 to 5 years to respond to the current challenges. While there are different levels of detail between Bexley Golf Club and Bardwell Valley Golf Club that articulates their interest, there is significant work to be undertaken to develop accurate and reliable proposals and negotiating commercial terms to enable a considered decision to be made. Such information and decision would not be available until the next term of Council.

Should the Clubs wish to progress their respective business cases for a longer lease term and develop detailed proposals for post October 2021 operations, they would need to be consonant of the following key principles: • Lease term 3-5 years. • Payment of market rent determined by valuation. • All outgoings and maintenance vesting with the Clubs.

Background

1 Covid Update – To date there has been no changes to the Public Health Order since the last meeting. All clubs have Covid Plans and are complying with the order.

2 Correspondence - There has been correspondence (attachments 1,2 & 3) received from the Sydney Combined Forces Rugby Football Club regarding an unsolicited approach proposing a possible redevelopment at AS Redmond Park.

3 Season update – The winter season is progressing. Summer applications have been issued and will close at the end of the month.

4 Scarborough Park Parking – 2P has already been approved for the southern end of Scarborough Central and the Northern section to be considered at the June Traffic Committee Meeting. It was recommended a traffic study be completed. There is no timeline on this at the time of writing.

5 Cost of Hiring a Sporting Field. The following question was asked. Being that to use a Bayside Council sporting field, the home club would be charged $10 per hour to use the field however, a community member would be charged $100 per hour to use the same field. a. The fee of $100 is for a hirer from outside the LGA. These non LGA groups are only allocated the field if the Home, or LGA based Clubs do not require the space.

6 Ramsgate Foodie Market – After an usuccessful tender with Ramsgate Public School Ramsgate Foodies have approached Council for any other opportunities in the LGA. I explained any long term use of public land would need to be desired by, then agreed upon by Council and then offered as a public EOI or Tender.
