Council Highlights Wednesday, September 2, 2015

Wyoming, ON – At its regular meeting Wednesday, September 2, 2015, Lambton County Council:  Referred a report regarding a review of the speed limit on County Road 7 (Lakeshore Road) to Sarnia City Council and staff for input from the commercial area and the public.  Requested a report regarding the 50 km/h speed limit on County Road 26 (Mandaumin Road) at Confederation Line be brought back to Committee A.M.  Requested the Public Health Services Division to take a leadership role with respect to the "Patch 4 Patch" fentanyl program and report to Council for the October 7, 2015 meeting, with a further progress report by the last meeting of 2015.  Extended its congratulations to Derek Drouin of St. Clair Township for his gold medal performance at the recent world track and field championships in Beijing, to fiddler Greg Henry of St. Clair Township for winning the recent Canadian Grand Masters Competition, and to Rachel VanKlaveren of Plympton-Wyoming for winning first place at the recent Canadian natural body building championship.  Recognized the success of various cultural projects around Lambton County, many of which were supported by Lambton's Creative County Fund.  Noted that County Council is next scheduled to meet in Open Session at 9:30 a.m., Wednesday, October 7, 2015.

SUBJECT: Kinsmen Centre Infrastructure Update

In May 2015, staff received an inquiry from user groups in the Kinsmen Centre regarding the emergence of visible mould on the walls in the Oakwood Room. Staff immediately conducted a visual inspection which confirmed the presence of mould. At that point, staff began to relocate user groups from that room so that a contractor could begin a formal inspection and assessment process. As that inspection progressed, it was discovered that mould was present in many other areas of the building due to the presence of water migration as a result of roofing issues. In June 2015, staff contacted the roofing contractor who had completed roof repairs previously, to conduct a visual inspection of the roof. Subsequent correspondence from the contractor to staff indicated that roof repairs had been made over a number of years, resulting in several membrane systems and thermal value thicknesses on the roof plus older exhaust fan curbs that will require further evaluation to determine a scope of work to remediate the matter.

While undertaking a visual inspection of the building on September 1, 2015 it was noticed by staff that there was a hole in the footing of the building adjacent to the east entrance approximately 30 centimeters in length. On September 2, 2015, staff from the Property Department also conducted a visual inspection and offered a preliminary explanation that the clay tile drainage system, in place around the entire foundation, has likely failed causing the foundation to become saturated with water. Consequently, an assessment of the clay tile drainage system will also be necessary.

As a result of these issues and related safety concerns, staff proceeded to relocate some building user groups or tenants. Consultants have been contracted to conduct a variety of building conditions assessments for mould, roofing, ceiling and flooring, electrical and any other areas which

Page 9 of 39 may have been damaged, in order to understand the scope of any related repairs that will be required due to these issues. As part of this process, staff will also conduct an AODA review, an Asbestos Product Survey and obtain a cost for repairs to the parking lot.

Staff have also reviewed the infrastructure background of the Kinsmen Centre. Meetings were held in August 2011 between Parks and Recreation and Finance to develop the 10 Year Capital Plan. The original draft of that plan listed the Kinsmen Centre roof replacement on the Capital Schedule for 2015. The final Capital Budget submission to Council, approved as part of the 2012 budget process, listed the Kinsmen Centre roof replacement as an item scheduled for 2017. That item has been identified accordingly in each subsequent Capital Budget submission 2012-2015.

City of Sarnia purchasing records indicate repairs were made to the roof in 2011, 2012 and 2015. All repairs to the Kinsmen Centre roof were paid from the General Parks Maintenance Operating Budget and were not specifically recorded in the purchasing system to a Kinsmen Centre building account. All repairs to the Kinsmen Centre were made from the General Parks Maintenance Operating Budget and were not Capital Budget requests; hence, Sarnia City Council would not have been apprised of any ongoing maintenance matters. This is the usual practice for operational repairs across Departments with facilities.

Correspondence received from the roofing contractor currently engaged in the assessment process states that their company worked on the roof when it was on the property list of the Lambton School Board. While computer records do not exist for correspondence between staff and the roofing contractor, staff from both organizations whom have been involved with the building agree that the roof has required ongoing repairs.

Staff will complete conditions assessments on the Kinsmen Centre by the end of September. Staff will bring a report to Council on October 5, 2015 with the results of these assessments and a financial evaluation that will consider the value of the building and the property relative to the necessary repairs of the facility.
