With your continued guidance and support as proactive citizens, America will never suffer the same fate as the Roman Republic. The challenge then becomes maintaining that continued theme of doing what is right, all of the time, in all the places, and in the most responsibly fiscal manner. This will become increasingly difficult in an environment of record federal spending and deficits. As Americans we will continue to have to make choices that best serve the greatest needs of our country. A strong military is only one of many essential requirements our country has. Our goal here today then becomes forecasting our needs and prioritizing them so that we never let our country down. Force size and structure, operations tempo, and detailed planning for an ever increasing and changing complex set of scenarios will require our nations best and brightest, both inside and outside the military to be Semper Paratus, which is our service’s motto; Always ready. The safety, security and prosperity of future generations of Americans depend on what we do today, not tomorrow. Security, safety and steward- ship are interwoven and should never be separated. Building for the future will require choices that are made where competing priorities are always changing and debatable. Because of your active membership in FRA, I know that you are engaged citizens. I know that you understand fully the issues that America faces at home and aboard. You are intelligent, experienced and forward thinking. Your participation in building a more secure America will always be welcome and best served by the eternal vigilance the Fleet Reserve Association has been repeatedly recognized for since 1924. In my position, I am permitted to offer no advice. I can say this though. 44 Message from National President

This is the beginning of our Ladies Auxiliary’s New Year. We have had an ex- citing Convention and have formulated our plans to accomplish a great deal of work in the coming 11 months. It will take all of us, working together, to accom-

y DECEMBER 2007 plish our goals. I believe teamwork and communication are the keys to success. Our membership is a diverse group. We have hard working members in all stages of life, from early adulthood through the golden years. Because of this, there is a FRA Tod a vast amount of experience, styles, and opportunities for excellence. We can make this a really great year — a year to remember! Gail Doloway I would be remiss, if I did not say how deeply I am honored for the respon- National President sibility you have entrusted in me, by electing me as your National President, for 2007-2008. I will do my utmost to fulfill this trust and obligation. My congratulations to the newly elected National Board. I am looking for- ward to working with all of you. The rewrite of the Constitution and By-Laws has been accomplished and should be available before the New Year. I have chosen our Welfare and Rehabilitation program as the National President’s Project for 2007–2008. As a member of this Auxiliary for the past 43 years, I have seen the innumerable occasions where we have been able to assist our members in their moments’ of greatest need. The most recent example I can give you is the disaster caused by Hurricane Katrina. The Auxiliary was able to help more than 20 of our members through the generous response to the special “call for assistance.” Without this call, the funds would not have been there. Thus, I want to build this program, so there is never a time when we have to make a special plea. I would appreciate your support.
