2 The Future of the VUD & WTFDA

This is a question to the entire WTFDA membership. What would happen to the WTFDA as a club if suddenly the VUD stopped being published? Would it matter? Would you want to keep the WTFDA going without it, even if that meant a WTFDA in a different form?

Here’s why I ask. In two short months I will turn 65. I have already retired from my technician job back in August of 2010. I have been publishing the VUD for you all for the past ten years. At some point I will stop. I can’t conceive of me publishing a paper VUD at age 70, or even 67. If I were ten years younger I would still be looking forward to doing the paper VUD, but not now.

Find another publisher, you might say. Some might remember that I took this job because no one else wanted it back then and my gut feeling is that even more so, nobody is going to want to publish both a paper VUD and an eZine.

I’ve already emailed the board about my future plans and they are supportive.

Almost everyone who joins WTFDA now takes the eVUD. It's been around since Sept. 2001 and has about 90 happy readers. Preparing the eVUD takes considerably less time each month than preparing the paper edition. I can continue publishing the eVUD as long as I stay healthy (you never know). But if I’m unable to do it for some reason, the information will be available on the WTFDA Forum site.

So effective immediately, I will no longer take NEW subscriptions for the paper VUD. The paper VUD is no longer an option for new members or re-joiners. Membership forms now reflect that change. I will return any $24 checks I receive for new memberships and/or contact them about taking the eVUD instead.

WTFDA members who now receive the paper VUD will continue to receive the paper VUD until a time to be determined (12-18 months?). For members who, for one reason or another, have no access to a computer and internet, we will continue to mail you a printed edition. I would ask WTFDA members who are online (and that’s all but about 40 of you) to please voluntarily change over to the eVUD at renewal time to help make this transition easier. Many of you already read both versions so switching should not be a problem.

The WTFDA Forums (wtfda.info) have just been upgraded to vBulletin 4.13 and ought to be more than just discussion forums. The Forums should be WTFDA HQ. The Members Area of the Forums is perfect for that purpose. The Members Area is ideal for WTFDA members interacting with each other, receiving news from the BoD and column editors, preparing your reports and reading your eVUD. You can now enter IRC Chat from the Forums.

The future of the WTFDA is up to you, not me. I’ve done my share the past ten years to help keep it going but it’s you folks who will ultimately determine its fate. Perhaps somebody will emerge to keep publishing the paper VUD. But right now we cannot count on that happening.

Take our survey. Mail it back to PO Box 501 OR email your answers to the BOD or better yet, register at the WTFDA Forums and post your thoughts in the Members Area (I will also try to have this survey available there). We will print all comments in the VUD/eVUD. Please email any (or all) of the BoD. Tell us what you think. Please do it because apathy will also tell us volumes about the condition of the club. Don’t rely on somebody else to do it. We need to hear from you. Thanks for reading.

The Editor’s Note

It seems an early start to the E-Skip season may once again be upon us. An opening with MUF above 108 MHz. encompassed much of the eastern half of the U.S. during the day on April 27. DTV Es from the Midwest and plains into New York and Massachusetts was reported. Some light activity fired up in the Southwestern U.S. a few days prior. While in many seasons it takes till about mid-May for activity to fire up, I think the 2011 skip season can be declared open for business. Let’s hope for some more widespread openings!

By popular demand, we are now including reports posted on the WTFDA.info message forums in the monthly TVDX column. 38 DXing the NOAA Weather Radio Bands By Eric Bueneman (NØUIH)

Let’s say you have bought a new scanner. After setting it up to monitor local first responders, railroad trains, airplanes, or even the local Amateur Radio repeaters, you check out the NOAA Weather Radio bands. You may find one or two local stations, maybe one or two semi-locals. Then, you find a distant station. This could spark a new band to DX: the NOAA Weather Radio bands.

Background

The NOAA Weather Radio band consists of seven channels between 162.400 and 162.550 MHz. When NOAA Weather Radio first came on line in the mid-1970s, only three channels were available: 162.400, 162.475 and 162.550 MHz. Later on, the number of channels would be increased to seven with the addition of 162.425, 162.450, 162.500 and 162.525 MHz. Maximum power for NOAA Weather Radio stations is 1,000 watts ERP. Some stations get out as far as the 100 kW Class C FM stations.

At my QTH in Hazelwood, MO, I regularly receive three NOAA Weather Radio stations. In addition to my local, KDO89 St. Louis, MO on 162.550 MHz with 1,000 watts from the tower of KDNL 31, I can hear two 300-watt stations: KXI70 Jerseyville, IL on 162.450 MHz and KXI79 Hillsboro, IL on 162.425 MHz. On occasion, I can also hear KXI49 Salem, IL on 162.475 MHz, WWF75 Bourbon, MO on 162.525 MHz, and even KXI46 Shelbyville, IL on 162.500 MHz. If you were wondering if the NOAA Weather Radio bands are DXable, the answer is a definite “yes”!

Equipment

You often ask yourself: “What equipment would I need to start DXing the NOAA Weather Radio bands?” Let’s start with the scanner. Even a handheld scanner would be ideal for someone who is starting out with DXing the band between 162.400 and 162.550 MHz. A tabletop scanner is the type that is highly recommended for DXing the NOAA Weather Radio bands. I started in 2001 with a Radio Shack PRO-79 handheld scanner. I moved up to a Radio Shack PRO- 2052 tabletop scanner in June 2004. More often than not, I’ll use the PRO-2052 for my main DXing; I’ll use the PRO-79 to monitor conditions on the band. I also have a Radio Shack PRO-2014 as a bedside scanner; I also use that to monitor band conditions. Even a VHF Amateur Radio transceiver can be used to receive NOAA Weather Radio DX; I’ve used this to null out KDO89 to hear DX on 162.550 MHz. When I hear a station with programming coming from a National Weather Service office other than the one in Weldon Spring, MO (which serves the St. Louis region), then I know that DX will be coming in on the band.

As for the antenna, the antenna provided with the scanner may be ideal if you just want to monitor the band for conditions. As far as DXing is concerned, you might be able to use a standard television antenna to pull in DX. For the first four years of my DXing NOAA Weather Radio, I used the Radio Shack VU- 210XR I normally use for TV DXing. While it is a non-directional antenna, a discone antenna, preferably one that can be used on frequencies between 25 MHz and 1.3 GHz, may also be used. A Radio Shack discone is my main antenna for receiving NOAA Weather Radio stations nowadays. Another good antenna to use for DXing NOAA Weather Radio stations is a yagi antenna built for the 2 Meter (144-148 MHz) Amateur Radio band. On occasion, I’ll use the Diamond A-144S5 five-element beam hooked to my Yaesu FT-2800M 2 Meter transceiver. While NOAA Weather Radio stations can be received with horizontal or vertical polarized antennas, a vertical polarized antenna (especially a yagi

39 designed for the 2 Meter Band) is ideal for this purpose, in addition to the non- directional discone antenna.

Propagation

Like with the higher VHF and the UHF bands, tropospheric enhancement is the most common form of propagation on the NOAA Weather Radio bands. All but one of the 89 DX stations on the NOAA Weather Radio bands I’ve logged have been via this mode of propagation. Some have required nulling out a local or semi-local. An example of this is my reception of KIG76 Evansville, IN on 162.550 MHz at 1010 CDT on August 25, 2009. I used the beam and my Amateur Radio transceiver to null out local KDO89. On the channels where you have no locals, the DX possibilities are endless. The farthest station I’ve logged via this mode of propagation so far has been WNG525 Dighton, KS on 162.525 MHz at 2100 CDT on July 31, 2008; a distance of 545 miles (877 km).

E-skip is less common on the NOAA Weather Radio bands than on the low-band VHF Public Service radio band, the 6 Meter Amateur Radio band, television channels 2 through 6, or on the FM broadcast band (88-108 MHz). But, it has been received at my QTH. The only time I have received a station on the NOAA Weather Radio band via E-skip at my QTH took place at 1804 CDT on July 6, 2004. I pulled in KHB38 Atlantic City, NJ on 162.400 MHz, giving the marine forecast for Delaware Bay. The distance for this reception was 855 miles (1,376 km). Just listen for programming from an area different than the ones you are accustomed to.

Programming

Programming for NOAA Weather Radio comes from the regional National Weather Service offices. Practically all the programming is automated, using three different digitally-synthesized voices. Two of these voices are male; one of which, “Paul”, is heavily accented. The female voice is called “Donna”. The National Weather Service office in Weldon Spring, MO, for example, programs eleven different throughout eastern and southwestern Illinois. An example of information provided by the Weldon Spring office includes the local or regional weather forecast, a sample of local and regional weather conditions, the hazardous weather outlook, and during certain morning and afternoon dayparts, the river levels and forecasts for the local area. The St. Louis station usually has the river levels for towns on the Mississippi, Missouri, Illinois, Meramec, Cuivre and Bourbeuse Rivers. Programming generally repeats every few minutes, so if you miss a station ID, you can stick around on the frequency and try it again, especially with several stations in on one frequency. Programming and voices vary from office to office; so the arrangement of the programs from the Weldon Spring, MO office may be different than those coming out of the NWS offices in Paducah, KY, Lincoln, IL or Springfield, MO.

40 RCA's Mobile DTV Receiver Put to the Test

Last week I mentioned that I'd ordered one of the new RCA Mobile DTV receivers from RCAPortableTV.com. When I arrived in Los Angeles from the NAB Show, my DMT335R was waiting for me. I had a chance to work with it over the weekend and see how it compared with other ATSC and ATSC MH receivers.

ATSC reception was as good as, or better, than that of any ATSC portable receiver I've tested, even though the antenna was shorter. As with all receivers using a monopole antenna, it worked much better with a ground plane--either in my hand or a sitting on a metal object.

I did a scan of Los Angeles channels, with most of the full power stations being received, but none of the low-power operations. Even KLCS, one of the lowest powered full-service stations on Mount Wilson, came in fine. I was very happy to see that the receiver—with its small whip antenna--found that one, and also could receive CAPTRCA DMT355R Hybrid Portable TVION all four Los Angeles full-power DTV stations operating on VHF frequencies--channels 7, 9, 11 and 13.

The RCA receiver has a signal meter that works in both ATSC and ATSC Mobile DTV modes. It's handy for optimizing antenna position and length. I found that reception was possible if the indicator was anywhere in the yellow or green areas. As expected, orientation and positioning were more critical with conventional ATSC reception than with Mobile DTV, but I don't see non-technical viewers having a problem if they use the signal indicator display. It's available by pressing the "OK" button in the center of a set of four navigation buttons. The other controls are for volume and channel selection.

Unlike the handheld ATSC receivers without Mobile DTV capability that I've tested, this one includes a full EPG, as well as closed captioning. Aspect ratio can be set automatically or manually. Unfortunately the DMT335R has a 4:3 ratio display, so it goes to letterbox mode when viewing content in the ATSC A/153 16:9 standard format, unless it's set to 4:3 for a center cut. Zoom options in the menu make it possible to fill the screen regardless of content.

ATSC Mobile DTV channels have to be scanned and tuned separately. The modes are selected using the "Menu" button. I didn't find any VHF Mobile DTV channels on the air in Los Angeles, but had no problem locating the four UHF channels carrying Mobile DTV programs. After switching between Mobile DTV channels, I was surprised to see a "weak signal" message displayed when tuning to channels found in the scan. These were the ones that came in perfectly using the conventional ATSC tuner. There appears to be a bug in the receiver—I can't say if it affects all units— causing the receiver to fail to recognize Mobile DTV signals under many conditions. If any readers have these receivers, I'd be interested in hearing your comments.

I found a simple solution. If the mobile signal doesn't appear, then turn the receiver off, and then back on again. This will cause the Mobile DTV signal to lock up soon after power on. It doesn't take long. This does not appear to be signal level-related—stations showed "green" on the signal level menu after the power cycle. Nor does it appear to be related to the type of Mobile DTV transmission equipment the station is using. (The problem appeared on stations using Harris exciters/multiplexers, as well as those using the Rohde and Schwarz system).

Once the UHF DTV mobile signal was recovered by power cycling, it was rock stable. In the middle of a building in Burbank, far from any outside windows, the KNBC mobile signal never dropped out, even if the antenna was partially retracted and the receiver moved through different orientations.

41 Tuning issues aside, the RCA Mobile DTV sensitivity appears to be on par with, or perhaps a bit better, than the prototype Samsung Moment handset I've been using. As RCA includes conventional ATSC reception as well as Mobile DTV, the receiver will probably replace the Moment handset in my travel kit, even though it's a bit wider and about twice as thick (and if I can find room for yet another charger. The Moment was convenient as it uses the same charger as my Samsung wireless LTE hotspot and my Motorola Bluetooth earset.) With the RCA's strong performance on VHF ATSC, I suspect it will do better than the Moment on VHF Mobile DTV.

On an unrelated receiver topic, I discovered that the Samsung LTE (700 MHz) hotspot appeared to interference to indoor conventional ATSC reception on Channel 48 when using my favorite USB DTV tuner, the Pinnacle (now the PCTV Model 801e "Pro stick"). The good news is that the prototype Hauppauge Aero-M tuner (which also provides Mobile DTV reception) had no interference problems.

Another of my other favorites, the Artec T19AD also performed well. The Hauppauge HVR950Q appeared to handle the 700 MHz interference better than the PCTV, but I did observe some hits. The Hauppauge Aero-M looks like a good tuner for conventional ATSC as well as Mobile DTV. I'll have more information this after testing it in more locations. Unfortunately, neither the Artec T19AD nor the Hauppauge Aero-M is supported in the current Linux kernel (2.6.38) libraries. (H/T to Al Tobia for posting the link on the WTFDA Forums)

42 April 11, 2011 New York Times An Appalachian Radio Voice Threatened From Afar

WHITESBURG, Ky. — Rich Kirby, a part-time producer for WMMT (88.7), the station here, was interviewing two local aid officials the other day about the effect of Washington’s proposed budget cuts on this region, in the heart of Appalachia.

“We’re in one of the poorest if not the poorest districts in the country,” Ricky Baker, of the private Community Action Council, which receives 95 percent of its financing from the federal government, said into the microphone. Without that money, he added, “we’ll have people either freeze to death, starve to death or die of a medical condition because they can’t get appropriate health care.”

Mr. Kirby refrained from chiming in that his own employer, WMMT, is also imperiled by the same budget ax. As lawmakers seek to cut billions of dollars in federal spending, the Republican- controlled House voted in February to end financing for the for in 2013. While President Obama wants to continue financing the corporation, the current budget turmoil has left its long-term fate uncertain.

Juxtaposed against other hardships in Appalachia, the beaming of a radio signal might seem a luxury. But WMMT, which reaches across the mountains, coal fields and hollows of eastern Kentucky, southwestern Virginia and southern , creates a connective tissue for its far- flung, geographically isolated listeners. It also offers respite from grind. Like the redbud trees that are starting to burst forth in violet patches along the scrubby hillsides here, the sounds from the radio can be, if not essential, at least life-affirming.

“Whew, that young ’un has got a set of pipes on her,” Andy Shepherd, a former federal marshal who is now a D.J. at the station, told listeners last week as he wrapped up his show with a tune by Ardetta Meade.

Mr. Shepherd and his wife, Cathy (“the Biscuit Burner”), share a three-hour program that features bluegrass, classic country and their own playful patter. Mrs. Shepherd talks off-air to several listeners, many of whom are homebound, just to buck them up.

Mayor James Wiley Craft, a Democrat, noted in an interview that the station also served vital communications functions. It alerted residents recently to an oil spill affecting their drinking water much more quickly than town officials could have.

“If that station were to be shut down for lack of funding, it would really, really hurt this town,” Mr. Craft said.

Even a competitor has kind words for WMMT.

“They fill a void that commercial stations cannot fill,” said G. C. Kincer, who once owned several such stations in the area but has downsized to one and who is also mayor of nearby Jenkins. Commercial operators are ruled by their advertisers, he said, while WMMT, not being able to afford listener surveys, goes on its hunches of what people want.

“I listen to them all the time,” Mr. Kincer said.

The Corporation for Public Broadcasting distributed $420 million last year to 1,300 public television and radio stations across the country. It gave WMMT, which is not affiliated with National Public Radio or a university, $86,000, or one third of the station’s $256,000 budget.

Rural radio stations are far more dependent on federal money than their urban counterparts and more likely to go under if it is cut. Nearly two dozen rural stations, many of them on Indian reservations, rely on corporation financing for at least 50 percent of their revenue. (By contrast, grants from the corporation and other federal agencies supply about 2 percent of NPR’s overall revenues.)

43 Rural stations face additional challenges. They need multiple transmitters to reach widely scattered areas. And their listeners are often on fixed incomes, with little or no discretionary money to donate, especially in a down economy.

“This is the worst threat we’ve ever had because the economic climate is so bad for everything else,” said Jim Webb, 65, who hosts “Appalachian Attitude,” featuring local and regional musicians.

WMMT is one of the few stations that still provide live, home-grown programs, both music and news, around the clock, except for the wee hours, when it repeats its hosts’ musical playlists. The station has four full-time and three part-time workers and more than 50 volunteers, many of whom host shows and carry in their own recordings.

The local congressman, Representative Harold Rogers, a Republican first elected in 1980, is chairman of the House Appropriations Committee and in February proposed cutting billions from the budget plus eliminating money for the Corporation for Public Broadcasting. In a statement at the time, he said all of the cuts he proposed were “necessary to show that we are serious about returning our nation to a sustainable financial path.”

Mr. Rogers has been steeped in budget negotiations and was not available for an interview, his spokeswoman said. But in an interview last year with WKMS, an NPR affiliate at Murray State University in western Kentucky, Mr. Rogers said he was proud of the federal money he had long brought to his district, which has relied on federal dollars for decades. It was the destitution of this region that inspired President Lyndon B. Johnson’s War on Poverty in the 1960s, when the government expanded its role in social welfare programs.

“The second-poorest district in America,” Mr. Rogers told WKMS. “And a district that is terribly needy and has, by and large over the years, been neglected by the state government. So there’s no place else for our people to turn.”

But with the rise of the Tea Party and with anti-earmark, budget-cutting fervor gripping the nation’s capital, little of that sentiment is being expressed today, especially by Republicans. Advocates of ending financing for the Corporation for Public Broadcasting argue that government spending must be reined in and directed only toward essential services like national security.

Although WMMT broadcasts no NPR programming, which some critics say has a liberal bias, Mayor Craft said the station still had to battle a perception that it was “anti-coal,” which is the local equivalent of liberal. He said that perception was wrong.

“Some of the people who are there are associated with other groups” that oppose mountaintop mining, he said, “but those people at the station are intelligent enough to know which side of their bread is buttered. This area depends on coal 100 percent.”

In a fund-raising letter for the annual spring drive, Marcie Crim, the station’s general manager, did not mention the threat of federal cuts. Rather, she focused on the station’s ability to produce its own programming, “instead of airing shows produced in .”

Ms. Crim said that without the federal financing, the station could go dark, though she worries that such assessments could become self-fulfilling and “scare people into thinking we might not make it.” David Fields, the station’s director of development, said that the mention of federal money in fund drives “makes people frown” and prompts some to harass the station for asking for donations when those people already pay taxes.

Random interviews with people in town found a positive response to WMMT. “You grow up hearing it and you think just old people are listening to it,” said Neil Perkins, 30, a radiology technician who was having his hair cut the other day. “But then you find yourself stopping on the same station.”

Rebecca Winterhoff, 28, who recently moved from Florida because her husband found a job here, said WMMT was a big selling point.

“It’s so local,” she said. “You get the sense that real people are involved, and it’s a community.”

Ms. Winterhoff said she had never donated to public radio because she lived paycheck to paycheck, but she said she intended to start doing so now. Her new station may need it more than ever.

44 Espace Musique Extends RBDS Network

MONTREAL — Espace Musique, the music channel of Canadian francophone public-service broadcaster Radio-Canada, is outfitting its network of stations with RBDS data services.

Espace Musique has installed C02 RBDS encoders from manufacturer 2wcom at 39 stations in Canada, significantly expanding the network’s use of RBDS “without making a major investment,” according to Charles Rousseau, an engineer in the Radio-Canada Spectrum Engineering department.

The Radio Broadcast Data System, or RBDS, is the North American implementation of the FM Radio Data System, or RDS. Both systems use the 57 kHz subcarrier of an FM signal to carry a variety of data services.

Although the majority of Espace Musique outlets operate in Quebec, New Brunswick and Ontario, it has outlets in all 10 Canadian provinces. “The C02 with its multiport solution offers an extremely flexible concept,” said 2wcom CEO Werner Drews. “Five different services can be managed by a single encoder via five independent IP ports, either TCP or UDP.”

Monitoring

For monitoring purposes, 2wcom A20 measuring and monitoring decoders have been installed within each of Radio-Canada station’s signal footprints. The A20 is self-sufficient, said Drews. “If any irregularity occurs within the network, the A20 alerts and reports the problem immediately and automatically via SNMP before the audience even notices it.”

The decoders connect back to Radio-Canada’s engineering department via TCP/IP connections, and, said Drews, “Optional MP3 live streaming allows users to monitor the audio received by an A20 from anywhere for signal-quality checks.”

Not surprisingly, Radio-Canada is using its new RBDS service to deliver artist and song names to its listeners’ RBDS-enabled receivers. But the system also supports a Traffic Message Channel to provide listeners with on-screen traffic information, an emergency warning system for real-time weather and other alerts, as well as other forms of datacasting as they become available.

The system also supports PI codes, and each station on the network has its own. The code allows the RBDS receiver to “know” where it is getting its signal from. Besides providing this data, PI codes make it possible for RBDS-capable car radios to switch automatically from a fading Espace Musique signal to a stronger signal that is coming into range.

“As far as the listener is concerned, there is no switchover; it is seamless coverage,” says Rousseau. “In reality, the receiver has made the switch in the background. For instance, if you are driving from Quebec City to Montreal, your car radio will tune to whichever of these two signals is more powerful.”

By adding the 2wcom RBDS system to its Espace Musique network — “it only consumes a bit of bandwidth, but delivers a lot of value,” Rousseau said — Radio-Canada hopes to give its listeners more reasons to tune in.

The inclusion of local real-time traffic news and emergency warnings should help Espace Musique network stations compete against local stations. No longer will listeners have to scan elsewhere to find out what’s on the road ahead. Meanwhile, the A20 monitoring system allows Radio- Canada to keep an eye on its RBDS operations without spending more money on human engineers.

“The English equivalent of Espace Musique, CBC Radio 2, is considering adding this system to their transmitters,” Rousseau said.

45 FREAK TV RECEPTION PROVIDES INTERESTING VIDEO FARE

One of the interesting phenomena encountered by televiewers is that of "freak reception." Theoretically, television reception should be limited to locations within "line of sight" of the transmitter, but this has not proven to be the case.

We have received an interesting report of television DXing from Burns J. Tobias of Millersburg, Pa., which seems to indicate that distance is no handicap to the video enthusiast.

The TV station nearest to Mr. Tobias' home town is WGAL in Lancaster, some 45 miles away. The terrain around Millersburg is hilly. He uses a Dumont 19" "Fairfield" mode1 RA110 receiver, two Regency boosters, and a Taco antenna. The antenna is a three- section unit with the top Yagi array cut for Channel 4, the middle section (of 4 sets of rods) cut for the high band, while the bottom array is a Yagi cut for Channel 6. The entire unit is rotatable and is mounted 75 feet above the ground.

Mr. Tobias has compiled the accompanying table covering his DXing experiences. Needless to say, some of the distant stations provide good reception while others are mediocre but the fact that some of the stations are received at all is somewhat unusual. He reports that most of the extremely distant stations are only received at night although daytime reception of Miami (4), San Antonio (4), and Oklahoma City (4) are commonplace. Oklahoma City pops up on the screen most often and the reception is usually good.
