PREFACE

The highest education is that which does not merely give us information but makes our life in harmony with all existence –Tagore.

Panihati Mahavidyalaya is a co-educational academic institution situated on Barasat Road, 700110. The college is located in the vicinity of Municipality and Barrackpore Trunk Road. It is well connected to Kolkata and the 24 Parganas by bus and rail routes. The humble beginnings of the college go back to the year 1974, when Panihati Municipality generously made a donation of one acre of land for establishing a degree college. The foundation stones were laid by the then chief minister, Siddhartha Sankar Roy, on 3rd February, 1974, with a view to open a gateway of higher education for local boys and girls. Sri. Tapan Chattopadhyay was the first Founder-Secretary of the institution. The origins of the institution were truly modest. Initially, classes were held inside makeshift classrooms of a building that was still being constructed. Benches and desks were often borrowed from nearby schools during the time of examinations.

Panihati Mahavidyalaya became affiliated to the Council of Higher Secondary Education in July, 1976. Teachers from local schools and university postgraduates offered their benevolent service to teach in the Higher Secondary Section. In 1978, the institution was granted affiliation by the University of Calcutta for offering degree courses in B.A. (General) and B.Com. (General) alongside the existing Higher Secondary section, in the following subjects: English, Bengali, Political Science, History, Economics, Philosophy and Mathematics. It was conferred the status of a degree college by the West Bengal Higher Education Department on 1st July, 1990 (w.e.f. 1st July, 1989), thereby becoming a Government-aided college recognized under section 2 (f) and 12 (b) of the UGC Act 1956. Consequently, all existing full-time and part-time teaching and non-teaching staff of the institution were brought under the pay-packet scheme of the Government of West Bengal.

The institution, which is now affiliated to the West Bengal State University, offers several Honours and General courses in the Arts, Science and Commerce streams. Two new General subjects, namely Psychology and Sociology, will be introduced in the session 2018-19. The new session will also see the introduction of Honours in two subjects which have been offered as General subjects so far, namely, Food & Nutrition and Philosophy. There are 15 Honours subjects and 20 General subjects.

Several developments have come about in recent times. With financial aids from MLA LAD and MP LAD funds, Panihati Mahavidyalaya has built, in the past few years, a seminar hall with digital facilities and a high-end virtual smart classroom. A WiFi facility with high-speed internet is also available. The Central Library of the college has been upgraded and is now managed through the open source Integrated Library System, Koha. Library space has been increased with the addition of an adjacent room. CCTV cameras have been installed inside the campus for surveillance and as a security measure. Solar inverter is available for harnessing solar power and for providing electric backup. Lift has been installed in the Science Building. Water purifiers are installed at several places of the college for use by students and staff.

The major sources of institutional fundings are grant from the Government of West Bengal, UGC grant, and student fees. The college also receives occasional grants from MP and MLA funds. The college has been effectively dispensing various scholarships provided from the Chief Minister Relief Fund to financially poor students and SC/ST/OBC minorities. One Concession on tuition fees is provided to needy students. The college ensures that female students benefit from the ‘Kanyashree Prakalpa’ which seeks to improve the status and well being of girls, specifically those from socio-economically disadvantages families.

A combination of traditional and contemporary pedagogical approaches towards education is the hallmark of this institution. The traditional classroom-lecture pattern is supplemented with the use of the latest technologies. This includes the regular use of PowerPoint presentations, screening of relevant films and documentaries, and the occasional arrangement of video-lectures and video-conferences in the virtual classroom. The teaching-learning process is made interactive through coordination of debates, extempore speeches, academic presentations, quiz, etc. This facilitates greater understanding and provides a participatory space for students.

In a world dominated by virtuality and visual simulation, in order to make teaching more apposite and contemporaneous, digital technology is unavoidable. Keeping itself updated about the latest available technologies, Panihati Mahavidyalaya also ensures that the process of learning is grounded firmly in the reality of everyday life, and that it produces knowledge that is useful and practical. To this end, educational tours and excursions are arranged from time to time. The whole idea behind these endeavours is to promote originality of thinking in the students and provide them with necessary guidance.

Students of different economic and social backgrounds take admission in this institution. They are all united by the common causes of education and learning. the tireless pursuit of learning on the part of the students and the ever-active zeal to educate on the part of the teachers, have made it possible to create an atmosphere of equality and shared values in which true merit is recognised, nurtured and upheld. It is our belief that the goal of education is not to impart bookish knowledge but to enable the students to think independently, and help them understand, as citizen, their responsibility towards society.

The professional as well as the ethical considerations are held important by out institution. Students are prepared in such a way that they are able to face and overcome challenges when they enter professional and academic fields, after completing graduation: they are equipped with practical knowledge of the subjects they have studied. Many students from our institution enrol at the Masters level at universities after they graduate. Many of our students go on to prosper in their respective fields, securing jobs at the levels of both government service and private sector. Although our institution is primarily dedicated to promote the cause of education, it values and nurtures talents in the students, through regular organisation of different cultural programmes and sports-related activities. With the upcoming Choice Based Credit System (CBCS), there will be major structural changes in the curricula and their implementation. The faculty members and the staff are ready to ensure a smooth and effective implementation of the new system.

The college has a Governing Body, Teachers’ Council, Academic Committee, IQAC Team and other subcommittees. All these bodies are supportive about smooth functioning of the college. The college has a research committee for monitoring and encouraging teachers for pursuing research. Besides the minor project from the UGC, there are major research projects with different sources of funding, such the ones undertaken by the Department of Zoology.

Various programmes are organized by NSS unit from time to time, such as organising blood donation camps, health check-ups, Womens’ Day celebration, preventive awareness programmes, tree-plantation programmes, community outreach activities, etc. Cultural programmes involving the participation of students and staff are occasionally held. The college has made a MOU with the National Skill Development Corporation regarding skill development training in Modern Office Management, IT Help Desk Assistant, Domestic Data Entry Operator, Field technician, Certificate in A.C Servicing, Beautification and Makeup Artist Professional Courses.

I would like to acknowledge the contribution and dedicated efforts of individuals from all walks of life and faculty members, all office staff and students who deserve full credit for these numerous achievements and developments. I extend my heartiest gratitude to all who have been extending their support constantly to the institution. Moral education means development of right emotion, character and actual values, and formation of good habits covering all aspects of one’s personality – moral, physical, social and mental.

CBCS Courses and Distribution in Different Semesters for Undergraduate (Honours Courses)

The CBCS course will comprise of the following:

1. Core Course: A course, which should compulsorily be studied by a candidate as a core requirement of the chosen discipline(s) is termed as a Core course.

2. Elective Course: Generally a course which can be chosen from a pool of courses and which may be very specific or specialized or advanced or supportive to the discipline/ subject of study or which provides an extended scope or which enables an exposure to some other discipline/subject/domain or nurtures the candidate’s proficiency/skill is called an Elective Course.

2.1 Discipline Specific Elective (DSE) Course: Elective courses may be offered by the main discipline/subject of study is referred to as Discipline Specific Elective. The University may also offer discipline related Elective courses of interdisciplinary nature (to be offered by main discipline/subject of study).

2.2 Dissertation/Project: An elective course designed to acquire special/advanced knowledge, such as supplement study/support study to a project work, and a candidate studies such a course on his own with an advisory support by a teacher/faculty member is called dissertation/project.

2.3 Generic Elective (GE) Course: An elective course chosen generally from an unrelated discipline/subject, with an intention to seek exposure is called a Generic Elective. P.S.: A core course offered in a discipline/subject may be treated as an elective by other discipline/subject and vice versa and such electives may also be referred to as Generic Elective.

3. Ability Enhancement Courses (AEC): The Ability Enhancement (AE) Courses will be of two kinds: Ability Enhancement Compulsory Courses (AECC) and Skill Enhancement Courses (SEC). “AECC” courses are the courses based upon the content that leads to Knowledge enhancement. These are mandatory for all disciplines. SEC courses are value-based and/or skill- based and are aimed at providing hands-on-training, competencies, skills, etc.

3.1 Ability Enhancement Compulsory Courses (AECC): i) Environmental Science, ii) English Communication/MIL Communication (MIL stand for Modern Indian Language).

3.2 Skill Enhancement Courses (SEC): These courses may be chosen from a pool of courses designed to provide value-based and/or skill-based knowledge. The University also has plans for Introducing Research Component in Under-Graduate Courses at a later stage of the implementation process. (Project work/Dissertation is considered as a special course involving application of knowledge in solving / analyzing /exploring a real life situation / difficult problem. A Project/Dissertation work would be of 6 credits. A Project/Dissertation work may be given in lieu of a discipline specific elective course.)

Admission Norms

As per rules of the Government, the University and UGC, 22% seats are reserved for S.C. candidates, 6% seats for S.T., and O.B.C.-A, 10%, O.B.C.-B 7% and 3 % seats for P.H. students for all the courses.

Again, as per relevant Government Order issued by the Government of West Bengal, the S.C./S.T. candidates qualifying for admission against unreserved seats in non-Government colleges by virtue of merit/marks shall be admitted against unreserved seats and they shall not be counted against reserved seats.

If sufficient number of S.C., S.T., O.B.C. and P.H. candidates are not available, their seats will be made open to the General students.

Candidates from other boards:

 Students, who have passed the Higher Secondary (10+2) examination or its equivalent from the All India Boards/Councils or State Boards/Councils including Open Schools and vocational studies, are eligible for study at the UG level.  Students who have passed the Higher Secondary (10+2) examination or its equivalent from the All India Boards/Councils (i.e. CBSE, ISC and National Institute of Open Schooling) are not required to submit the Migration Certificate for getting Registration under this University.  Any dispute regarding eligibility criteria would be resolved by the Equivalence Committee set up by the University or by the Executive Council in its absence.

RELEVANT INFORMATION.

1. A candidate who appeared but could not obtain pass marks in a subject at the previous qualifying examination shall not be allowed to take up that subject in the Degree (Honours) course. 2. The case of students desiring to take up Hindi or Music or any other subject not taught in this College shall not therefore be entertained or considered for admission under any circumstances. 3. For admission to B.A., B.Sc., B.Com. (Honours & General), a student is required to have passed 10+2 course of W.B. Council of H.S. Education or Other Boards/ Universities in 5 (five) recognised subjects (full marks not being less than 100 each) of which at least one shall be a language.

4. Foreign students including those from Bangla Desh must submit in advance students’ visa and such other documents as are essentially required under the rules of the Govt. of India / West Bengal State University, Barasat, 24 Pgs (N).

General Instructions

A. Students are advised to select their course of study and subjects with sufficient care.

B. Students are required to carry with them their Identity Card bearing their photographs. Identity Cards without photograph, seal and signature of the Principal will not be valid.

C. Students should be polite and courteous in behaviour. By no means they should show disrespect to any member of the college staff and be rude to their fellow students.

D. A student who is found guilty of damage in the classroom, furniture, equipments, electrical fitting & fixtures etc. will be severely punished / fined.

E. Students must not assemble in front of class-room and staff-room before classes are over, nor should they loiter in the corridor when the classes are being held.

F. Students must not enter office without valid reasons and disturb work in the office.

G. Resorting to ‘ragging’ in any form or manner is a punishable offence under I.P.C.

H. Educational Excursion study tour in Education, Geography and Zoology for General and Honours courses are mandatory and the students shall bear the cost of the excursion.

Identity Card:

A student is required to obtain an identity card duly signed by the Principal of the College. Identity cards will be issued before commencement of the class of the 1st year. Bearing Identity Card is a mandatory in the college premises.

Payment of Fees:

Payment of monthly tuition & other fees are due for payment on the first working day of each month payable within 15th of the each current month. Otherwise a late fine of Rs. 1/- per day will be charged and collected along with subsequent dues in the next calendar month.

TRANSFER / WITHDRAWAL CERTIFICATE :

A student may apply to the principal for transfer/withdrawal certificate in his/her favour at least a week before the date of issue. Application for the certificate must be signed both by the student and his/her father or legal guardian. Students seeking transfer/withdrawal certificate during mid-session must pay all charges up to the current month including transfer fee of Rs. 1000. They must also obtain a clearance certificate from the Librarian and from the departments.

ATTENDANCE: a. A candidate shall be considered as “Collegiate” if he/she attends 75% classes in any subject. b. A candidate attending less than 75% but 60% and above of the classes held will be “Non-Collegiate”. In that case he/she will have to pay the required fine for condonation of “short percentage” to appear in the aforesaid Examination. c. A candidate failing to attend at least 60% of the classes held will be declared as “Dis-Collegiate”. In other words, he/she will be debarred from appearing in any Final Examination.

COLLEGE EXAMINATION & RESULTS. a. As per newly introduced guidelines of the affiliating University (W.B.S.U.) it has become mandatory for all students of B.A., B.Sc & B.Com (both Advance and General) that they be academically assessed in each Theoretical Paper through internal examinations arranged by the college. b. All concerned students of General practical classes shall be assessed for eighty marks through their academic performances in internal practical classes.

GUARDIAN CALLS.

Legal Guardian of those students who are found irregular in their attendance at the classes or whose performance in the classes/examinations are not up to the mark are called by the Principal. The Principal/Departmental teachers appraise the guardian about their wards’ irregularity /poor performance and the relevant consequences the candidates may face if they do not rectify themselves.

COLLEGE LIBRARY

The college has a well equipped computerised library under the charge of an experienced librarian. The College library and the Reading Room will remain open from 10 A.M. to 5 P.M. on all working days to both teaching staff and students.

A lending card will be issued to each student towards taking books from the library. The lending card will be retained by the librarian at the time of issue of books and the students concerned will be held responsible till the books are returned in proper forms and to the college library.

A Reading Room Card will be issued to each student. It will be retained by the Librarian at the time of issue of books in the Reading Room. The card will be returned to the student before the close of the Library on the same day.

The timing for issue of books to students of different classes will be decided by the Librarian. No noise or loud talking shall be allowed inside the Library. No student will be allowed to take out more than 2 books at a time. Any book lost, damaged or defaced must be replaced by the reader. Before a student is allowed to collect his/her admit card for the Final Examination or to withdraw his/her name from the college he/she will be required to produce a Library Clearance Certificate to be issued by the Librarian. The college office will see that this rule is strictly observed.

STUDENTS’ UNION All the students of the college are members of the students’ union whose General Secretary and Office bearers are elected from among elected class representatives. The General Secretary of the students union is a member of the College Governing Body. The duty of the Union is to voice the demands of the students, to create and maintain a healthy academic atmosphere and to maintain a good relationship among the teachers, non-teaching staff and students. The Union arranges annual social function; annual sports meet, debates, seminars and various cultural programmes, and also publishes the college magazine. The goal of the union is to provide a common platform for the students of different communities where they may associate freely with one another in an atmosphere of goodwill and harmony.

1) College offers 13 honours and 18 general courses. 2) College has enriched Central Library. Departmental Seminar Libraries of various departments also exist. 3) Well equipped UGC Resource Center with computers, LAN and internet facilities, printers, photocopiers, digital duplicators for various academic and official uses. 4) Central airconditional classroom/seminar Room with audio-visual facilities are available. 5) Digital classroom/power point presentation facilities etc. are available in the Department of Chemistry, Geography, Physics and Zoology. 6) Departmental seminars are organized by various Departments regularly. 7) College conducts campussing in various Departments like computer science. 8) Well equipped laboratories for honours and general practical courses for the Department of Chemistry, Geography, Physics, Computer Science and Zoology suitable for conducting University Examination for Honours courses. 9) Two 30 KVA DG set environment friendly generators to a solar power facility compensate power failure. 10) Virtual class room facilities is available

STUDENTS’ AMENITIES a) Concessions: The College gives financial assistance to the poor and meritorious students from our Welfare Fund. Only poor students who attend the classes regularly are eligible for financial assistance. The Criteria for receiving concession from monthly tuition fees: i) Candidates must have at least 75% attendance in all classes. ii) Candidates must appear in all class tests during the current academic session. iii) Candidates receiving any form of financial assistance from the state or central government are not eligible to receive concession.

iv) Candidates must apply for concession in plane paper with the income certificate of the respective head of the family and they must appear before the concession committee on the scheduled date and time as notified by the college. b) College Common Room: There are separate Common Rooms for the purpose of study and recreation for male and female students, each managed by Students’ Union under the guidance of a Lecturer-in-charge. The Common Room is provided with magazine, newspaper, Table Tennis Boards and Carrom Boards. Students can play indoor games during off-periods. c) College Canteen: A spacious canteen which has been recently renovated is run in the college campus for supplying hygienic food at subsidised rates to the students and the staff under the supervision of a Lecturer-in-charge. Meals are also provided against prior order. d) Digital Smart Class Room: The College takes pride in introducing a fully modernized and high-tech Digital Smart Classroom with Audio-Visual teaching aids to enhance teaching learning experience at par with 21st Century mode of learning. This is done under the financial aid of M.P and M.L.A funds. e) Auditorium: The College Auditorium with 300 seating capacity is used extensively to conduct periodic cultural and academic functions, with all modern amenities and advanced technology. f) Students’ Health Home: The Institution is affiliated to the Students’ Health Home established by the Calcutta University with its main centre at Moulali. However, it must be remembered by all concerned that all kinds of vehicles and other properties may be kept in the college campus obviously at the total risk and responsibility of their owners. h) Multi Gym: Our institution offers the services/facilities of an Ultra modern multi-gym Complex which can be availed by all students towards ensuring their healthy growth both physically and mentally. i) Alumni Association: An Alumni Association, comprising all ex-students of our institution has been formed to enable them to interact on various issues/matters relating to college development /growth etc. The Alumni meetings are held with great enthusiasm & students support. It provides an opportunity to rebuild friendly ties & healthy relationship between the ex-students and that of the present. j) College Magazine: The College Magazine is published once a year by the Students’ Union under the guidance of a Lecturer-in-charge. Every bonafide student is entitled to have a copy of it. k) Games & Sports: Panihati Mahavidyalaya encourages all its students to participate in Games & Sports in an organised manner. To this effect, provision for Carom Board, Table Tennis, Volley Ball games are there. Besides, Annual Games and Sports are organised every year with colour. l) Social & Cultural Programmes : The Institution holds annual social functions/ feasts regularly under the collective & generous participation of our students community irrespective of their caste, creed and religion along with the participa- tion and suggestions of the entire faculty and non-teaching wings of our institution. m) Virtual Class Room : The College fill pride to introduce a fully modernized virtual class room as inovative teachings and to educated teaching learning experience at per with 21st century mode of leasing. n) NSS: National Service Scheme (NSS) is a platform where students can directly interact and work with society. Our college is having a NSS cell with one unit (100 capacities) for enrolment in NSS. Students want to work for the enhancement of the society may join as volunteers in NSS.NSS unit of our college organize various activities throughout the year for welfare of the youth, society and nation.
