Time Extension for completing Eagle rank requirement due to COVID-19 The Boy Scouts of America has approved two big temporary changes to advancement rules, in response to difficulties arising from the COVID-19 Novel Coronavirus. First: effectively immediately through September 30, 2020, local councils have the authority to grant extensions for Scouts to complete requirements for the ranks of Eagle Scout or Quartermaster, or the Venturing Summit Award. However, these local council extensions may only be granted if COVID-19 disruptions are the reason the Scout needs extra time to complete these requirements. To be clear, this extension would grant time to complete specific requirements impacted by COVID-19 disruptions – like completing the Eagle service project. Scouts BSA members must already hold the Life Scout rank in order to qualify for this specific extension. Second: now through September 30, 2020, BSA will accept electronic or digital signatures for youth applicants and unit approvals on these award applications. This includes printing out the application document, signing it with a pen, scanning/taking a picture, and sending via email or other appropriate communication platform to the next person for signature. Issue No.1 – Volume 11 – SPRING 2010 - On Line – WWW.HSRAA.ORG HSRAA’S 2010 REUNION CELEBRATES – “MY MOST FAVORITE SCOUT LEADER AT SUMMER CAMP” A SCOUTING 100TH BIRTHDAY EVENT RE-CONNECTING WITH OUR PAST LEADERS ―Scoutmasters, I salute you, I ask that you do not return the salute.‖… How many times have we all heard that phrase, as the embers begin to burn low at the closing campfire? Leaders, proud of their Scouts‘ many accomplishments that have been recognized that night, are coaxed into a horseshoe formation for a word of thanks by the Camp Director. Thousands of Scout Leaders have given their time and effort over the last 83 summers so that Scouts could experience the brotherhood of Scouting and the Spirit of Horseshoe Scout Reservation. The Horseshoe Scout Reservation Alumni Association has dedicated our 11th reunion, in the Boy Scouts of America’s 100th Anniversary year, to honor Horseshoe’s Scoutmasters and Leaders – please have them return with you for this salute. We are asking that you reach out to the leaders that you know and remember, and bring them with you, be it in person or in spirit. The festivities will take place 1:00 pm – 8:00 pm on Saturday, July 10, at the Goodman Pavilion at Camp Horseshoe. Attendees will have the afternoon to once again collect the dust of Horseshoe in their moccasins by touring the Reservation, renewing old friendships, and sharing memories. Everyone is encouraged to bring HSR photos and memorabilia to display and also documents for inclusion in the HSRAA Virtual Museum. -

To read the first article, please see the Winter 2014 issue of The Commissioner. One of the unanimous decisions of the 16 volunteers and professionals who make up the focus group that developed the requirements for the Commissioner Tools is that the Commissioner Tools will not be launched on some predefined date if they are not ready—something agreed to by the nearly 70 volunteers who are testing the tools. Coronado Area Council Cub Scout Leader’s Guidebook for: Chuckwagon Skills Day 2019 Chuckwagon Skills Day Family Camp Saturday, May 11-12, 2019 Camp Brown, Abilene KS Cub Scout Chuckwagon Skills Day Date: May 11-12 Place: Camp Brown, Abilene KS Registration: 8:30-9:30 Start Time: 9:45 Opening Flags Fees: $25.00 per Cub Scout/Sibling $15.00 per Adult Attention: Early Registration Ends May 1 The Coronado Area Council is holding its 16th Chuckwagon Skills Day on Saturday May 11th & 12th. It is open to all Cub Scouts. The only program on Sunday will be the vespers following breakfast. The Chuckwagons used are scaled-down models of the Old West Chuckwagons. Using the dimensions on the other resource link as a reference, these wagons can be easily built in a weekend. The design, materials, and workmanship can be creative, but the dimensions and restrictions must be followed. Each Chuckwagon will have a maximum of 12 Scouts working as a team. We recommend that the packs mix the age groups of the Cub Scouts. Only Cub Scouts are eligible to compete. THE REGISTERED SCOUTS THAT START ON THE WAGON MUST STAY ON THAT WAGON FOR THE DAY. Substitutions must be cleared with the Chuckwagon staff Chairman. Wagons must have one adult volunteer guide to help the Chuckwagon Staff. These volunteers will assist at the stations as the Scouts pull into a fort. All information and some supplies will be furnished by the station captain for that fort. Each fort will have stations at which the Scouts will have a skill or physical task to do. -

Youth Protection Frequently Asked Questions What is the Boy Scouts of America’s (BSA) commitment to Youth Protection? Nothing is more important to the BSA than the safety of our youth members. We believe that even one instance of child abuse is unacceptable, and we are outraged there have been times when our best efforts to protect youth were not enough and Scouts were abused. We sincerely apologize to victims and their families. The BSA is committed to providing a safe and secure environment for our youth members. Youth protection requires sustained vigilance, and we work every day to protect children through mandatory policies and procedures at every level of our organization. We are also committed to continuous improvement in our approach to youth protection. What are the Boy Scouts of America’s Youth Protection policies? The BSA strives to prevent child abuse through comprehensive policies and procedures, which include the following safeguards to serve as barriers to abuse: Ongoing youth protection education for all volunteers, parents, and Scouts. A formal selection and screening process for adult leaders and staff that includes criminal background checks. A Volunteer Screening Database system to prevent the registration of individuals who do not meet the BSA’s standards due to known or suspected abuse or misconduct inside or outside the organization. Requiring two or more adult leaders be present with youth at all times Youth protection begins with you. All units, adult leaders, and youth members have a responsibility to enforce youth protection program policies. Our education and training programs are specifically designed to teach Scouts, parents, and adult volunteers to recognize, respond, and report abuse—in and out of Scouting.
