The first section describes and critiques the Missile Technology Control Regime (MTCR); the second analyzes the U.S. application of MTCR guidelines toward Brazil; the third assesses Brazil's ballistic missile capabilities; and the fourth considers Brazil's response. The report concludes that the U.S. policy of restricting space and missile technology to Brazil under the MTCR has succeeded in stalling Brazil's missile program, but has also (1) further strained Brazilian security relations with the United States; (2) weakened U.S. influence over Brazil's rocket and missile programs; (3) strengthened Brazilian ties with European suppliers (especially France) of space and missile technology; (4) driven Brazil into closer technological cooperation with the People's Republic of China and the Soviet Union; and (5) intensified Brazilian negotiations with Iraq and Libya. As Brazil moves away from the United States (its traditional supplier of space and missile technology), it is becoming relatively more autonomous and less vulnerable to U.S. restrictions on space and missile technology. The successful implementation of an internationalist development strategy by Brazil's new president, Fernando Collor de Mello, could provide the United States with an exceptional opportunity to improve relations with Brazil. It analyzes Brazil's development of ballistic missiles in light of U.S. pressures to stifle that development. 1 Brazil, a leading Third World exporter of arms, has launched a series of sounding rockets and is now developing a ballistic missile that eventually could be topped with nuclear warheads. It has succeeded in enriching uranium, and may have the capacity to build nuclear weapons by 1 A ballistic missile is defined as a "self-propelled weapon- delivery system that is guided during a portion of its ascent, then follows a ballistic (unpowered and unguided) trajectory over the remainder of its flight path."

This article examines most significant causes of the development of a weapons industry in Argentina and Brazil. International market and political conditions, domestic economic and political determinants, and regional contextual factors explain the evolution and makeup of the military industrial complex in these countries. The article examines all three sources and provides a summary profile of the arms sector in each country. Developments in the 1980s and early 1990s - domestic, regional, and international - have resulted in the near-collapse of arms production in Argentina and Brazil. In the last section, the implications of this dramatic contraction are explored. Introduction How and why do states without a tangible external threat to their security develop a weapons industry? Beginning sixty years ago, Brazil and Argentina initiated policies that would lead, by the 1960s and 1970s to substantial military industries. Why did these two key South American states feel compelled to inaugurate such costly endeavors? And, how did the arms market contrac-tion after the cold war affect the Argentine and Brazilian defense industries? The political economy of the rise and fall of state-supported arms produc-tion is, then, the focus of this essay, within the larger context of global, regional and domestic political and economic transformations.

Although Iraq had little or no defense industrial capability, it was able to obtain a vast arsenal of modern weapons from the Soviet Union, Western Europe, China, Eastern Europe, and a variety of arms producers in the developing world. Today, the international arms market is a buyers’ market in which modern tanks, fighter aircraft, submarines, missiles, and other weapons are available to any nation that can afford them. Increasingly, sales of major weapons also include the transfer of the underlying technologies necessary for local production, resulting in widespread proliferation of modern weapons and the means to produce--and even develop--them. The end of the Cold War has brought profoundly decreased demand for weapons by the United States, the Soviet Union, and most European governments. In the United States, and elsewhere, some defense companies are seeking to increase their international sales as part of a strategy to adjust to the new realities of lower procurement budgets and less domestic demand for their products.
