Racism has no place in the Ireland of today. We must actively welcome and manage our continuing development as a multi-cultural society. That is why combating racism and creating a more inclusive society are key priorities for this Government. The extent and pace of change in Ireland is clearly demonstrated by our transformation from a country of emigration to one of net inward migration. The emerging diversity of Irish society has the capacity to enrich all our communities and to make Ireland an example of best practice in promoting inclusion. It also presents us with challenges and issues that we must deal with in a mature and sensible fashion. As well as the imperatives for social and economic progress, it is clearly important for Ireland’s well-being and international reputation that we adapt our thinking, policies and laws to this changing situation. Clear strategies and structures must be put in place to allow this to happen. The publication of the National Action Plan against Racism in this context is most timely and represents the fulfilment of a commitment given by the Government at the UN World Conference Against Racism in Durban 2001. This commitment was further affirmed in Sustaining Progress, the Social Partnership Agreement 2003 - 2005, under which the Plan is a key element of the Special Initiative on Migration and Interculturalism. I wish to thank all those organisations: Government, Social Partners and NGOs who contributed to the development of this Plan in the course of the wide-ranging Diverse Voices consultation process. Bertie Ahern, TD Le racisme n’a pas sa place dans l’Irlande d’aujourd’hui. Nous devons activement accueillir et gérer notre développement continu en tant que société multiculturelle. C’est pourquoi, combattre le racisme et créer une société plus diversifiée sont des priorités essentielles pour ce gouvernement. L’ampleur et le rythme du changement en Irlande sont clairement établis par notre transformation d’un pays d’émigration en un pays de nette migration entrante. La diversité naissante de la société irlandaise a la capacité d’enrichir nos communautés et de faire de l’Irlande un exemple de bonnes pratiques dans la promotion de l’intégration. Elle nous confronte également à des défis et des problèmes que nous devons traiter avec maturité et raison. De même que les impératifs liés à la progression sociale et économique, il est manifestement important pour la bonne santé et la réputation internationale de l’Irlande que nous adaptions notre pensée, notre politique et notre législation à cette nouvelle situation. Des stratégies et des structures claires doivent être mises en place pour nous permettre d’y parvenir. La publication du Plan national contre le racisme dans un tel contexte est des plus opportune et représente l’aboutissement d’un engagement fait à Durban en 2001 par le gouvernement à la Conférence mondiale des Nations Unies contre le racisme. Cet engagement a par ailleurs été réaffirmé avec l’accord de partenariat social 2003 - 2005 Sustaining Progress (Soutenir le progrès), aux termes duquel le Plan constitue un élément essentiel de l’initiative spéciale sur la migration et l’interculturalisme. Je souhaite remercier le gouvernement, les partenaires sociaux et les ONG qui ont contribué au développement de ce Plan au cours du processus de consultation élargie Diverse Voices (Voix diverses). Debemos dar la bienvenida y gestionar de manera activa nuestro desarrollo constante como sociedad multicultural. Por ello, para nuestro Gobierno es prioritario combatir el racismo y crear una sociedad más inclusiva. Este compromiso fue reafirmado en “Por un progreso duradero (Contrato Social) 2003-2005” en virtud del cual el Plan es un elemento clave de la Iniciativa Especial sobre Migración e Interculturalidad. Me gustaría dar las gracias a todas esas organizaciones, al Gobierno, a los interlocutores sociales y a las ONG que contribuyeron al desarrollo de este Plan durante el amplio proceso de consulta “Voces Diversas”. A amplitude e o ritmo das mudanças na Irlanda são claramente demonstrados pela transformação que sofremos, passando de um país de emigração para um país de migração. A diversidade emergente da sociedade irlandesa tem o potencial de enriquecer todas as nossas comunidades, tornando a Irlanda exemplar ao promover a inclusão. In today’s society cases of intolerance towards other people on the basis of their beliefs, racial or ethnic origin still occur. In the history of Lithuania one could find great examples of tolerance, but deeply rooted prejudices and newly formed ethnical stereotypes, fear of immigration and a sense of an insecure future stimulate unfounded opinions and behaviour, which often violate a person’s dignity. In order to ensure equal opportunities for all irrespective of their ethnic origin, such inap- propriate behaviour must be recognized and changed. The definition ‘“racism’“ involves not only discrimination on the basis of the colour of one’s skin, but has a much broader meaning, encompass- ing ethnicity, nationality or religion. Racism may appear in different forms, starting from personal attitude and verbal abuse to discrimina- tive acts and even violence or well-organised extreme right outbursts. Additionally, there is institutional racism, when practices in public or private sectors have an effect on disadvantaged persons belonging to certain national or ethnic groups (e.g. in the employment, education or housing sectors). Roma people, refugees or foreigners sometimes become direct vic- tims of unfavourable provisions, discrimination or violence. Dispar- aging and unfounded generalisations occasionally appear in public speeches. Food for racism and anti-Semitism is given by the media, which is often guided by stereotypes. Additionally, fascist elements seeking attention may encourage racism. An intolerant and fearful so- ciety can be easily manipulated.

    CRI(2011)38 ECRI REPORT ON LITHUANIA (fourth monitoring cycle) Adopted on 22 June 2011 Published on 13 September 2011 FOREWORD The European Commission against Racism and Intolerance (ECRI) was established by the Council of Europe. It is an independent human rights monitoring body specialised in questions relating to racism and intolerance. It is composed of independent and impartial members, who are appointed on the basis of their moral authority and recognised expertise in dealing with racism, xenophobia, antisemitism and intolerance. In the framework of its statutory activities, ECRI conducts country-by-country monitoring work, which analyses the situation in each of the member States regarding racism and intolerance and draws up suggestions and proposals for dealing with the problems identified. ECRI’s country-by-country monitoring deals with all member States of the Council of Europe on an equal footing. The work is taking place in 5 year cycles, covering 9-10 countries per year. The reports of the first round were completed at the end of 1998, those of the second round at the end of 2002, and those of the third round at the end of the year 2007. Work on the fourth round reports started in January 2008. The working methods for the preparation of the reports involve documentary analyses, a contact visit in the country concerned, and then a confidential dialogue with the national authorities. ECRI’s reports are not the result of inquiries or testimonial evidences. They are analyses based on a great deal of information gathered from a wide variety of sources. Documentary studies are based on an important number of national and international written sources.

At present very little is known about the nature of Lithuanian racism, and there are significant gaps in the knowledge regarding the issue. Existing literature is very limited, and available sources are mostly concerned with nationalism and nation formation, paying very little attention to contemporary problems of racism (ECRI, 2011). Further difficulty lies in the fact that state officials appear to be largely ignorant of the problem and do not seem to be paying enough attention in acknowledging and tackling the issue. The extent of racism in Lithuania is often “unrecognised, unknown and undocumented” (ENAR, 2013, p.6), and indeed Lithuania has been named as one of the countries that has very limited data collection mechanisms (Sabatauskaite, 2011). One might say that the problem is completely neglected. As a result of this, valid and reliable assessment of the ongoing situation is rather challenging. Consequently, establishing viable solutions might prove to be difficult. The aim of this essay, therefore, is to contribute to the already existing knowledge and hopefully to provide a clearer understanding of how race, racism and racialisation function in modern Lithuania.

Uma das principais características dos estudos sobre sexualidades tem sido a sua perspetiva crítica e reflexiva, nomeadamente através da discussão das hegemonias e formas diferenciadas de “relações de poder sexualizadas”. Embora estas investigações tenham trazido alterações significativas à produção do conhecimento, muitas das diversas formas de conhecimento contemporâneo ainda refletem desigualdades e hegemonias que precisam de ser questionadas. A II Conferência Europeia das Geografias das Sexualidades pretende criar um espaço de debate, discussão e questionamento para explorar como nos podemos mover para além de domínios e práticas normativas. Sexualities have become a legitimate and significant area of geographical research, across diverse areas ranging from cultural, social and feminist geographies, to political and economic domains. One of the main characteristics of studies on sexualities has been its critical and reflexive perspective, namely questioning hegemonies and modes of sexualised power relations. Although this work has brought some significant changes and developments, still, many of the contemporary modes of knowledge production reflect inequalities and hegemonies that need to be challenged. The II European Geographies of Sexualities Conference wants to create a space of debate, discussion and questioning to explore how we might attempt to move beyond such normative domains and practices.

    slamophobia or anti-Muslim racism poses a growing threat to the democratic founda- tions of European constitutions and social peace as well as the coexistence of different cultures throughout Europe. Both civil society actors and states should acknowledge Ithe seriousness of this issue and develop concrete policies to counter Islamophobia. As the leading think tank in Turkey, SETA felt an urgent need to address this prob- lem. In fact, there are still people denying the very existence of racism against Muslims. Many state and civil society institutions, from the Fundamental Rights Agency (FRA) to EUROPEAN the countless civil society organisations throughout Europe, have done priceless work to prove and establish the opposite. Yet, institutions like the FRA publish only irregular reports on a restricted number of countries while most civil society organisations tackle racism in general and only few focus on Islamophobia in particular -this is the urgent gap ISLAMOPHOBIA our report wishes to fill. The European Islamophobia Report (EIR) is an annual report, which is presented for the first time this year. It currently comprises 25 national reports regarding each state and the tendencies of Islamophobia in each respective country. The current report features REPORT the work of 37 extraordinary scholars. In the years to come we will attempt to cover even EUROPEAN ISLAMOPHOBIA REPORT 2015 more countries. This report aims to enable policymakers as well as the public to discuss 2015 the issue of Islamophobia with the help of qualitative data. At the same time, several of its unique characteristic features make a difference to the current state of the debate on Islamophobia.
