These four places of pilgrimage, which were defined by Adi Shankaracharya, include Puri, Rameswaram, Dwarka and Badrinath. Hindus consider it a great fortune to visit the Char Dham during their lifetime. Till the mid- 20th century, other pilgrimage sites in the Indian State of Uttarakhand, namely, Yamunotri, Gangotri and Kedarnath, were known as Chota Char Dham. But not, these sites have also been referred to as the Char Dham. The Creation of the Char Dham The Four Shankaracharya Peeths at the Char Dham school of Hinduism gave rise to at least four Hindu Mathas or monastic establishments. The great saint/seer organized the monks under the four Mathas, headquartered at Jagannatha Puri (in the East), Sringeri Sharada Peetham (in the South), Dwarka (in the West) and Badrikashrama (in the North). Each one of these Peethams was headed by one of the shishyas, who oversaw the entire functioning of his respective Matha. Let us now look at each of these temples in detail: The Puri Jagannath Temple Puri Dham Temple Puri is located in the Eastern side of India, in the state of Odisha. Puri is one of the most ancient cities in the East and is situated along the coast of the Bay of Bengal. Puri is the site of the Govardhana Matha. The main temple is about 1000 years old and was constructed in the 12th century by Raja Anantavarman Chodaganga Deva.

IINNTTRROODDUUCCTTIIOONN 1.1 BACKGROUND Varanasi is the fifth most populous city in the state of Uttar Pradesh and it is often referred to as "the holy city of India" or “the religious capital of India". Varanasi is well connected by road, rail and air with other parts of the country. The city is surrounded by Jaunpur and Azamgarh in north, Bhadoi and Allahabad in west, Mirzapur and Robertsganj in south & Mughal Sarai and Ghazipur in east. Varanasi is a tourist centre with ghats, temples, educational and archaeological sites as main attractions. Varanasi is a UNESCO declared heritage city attracting sizable population of tourist from across the world each year. The city also has a strong cantonment base along with Diesel Locomotive Works (DLW) and Bharat Heavy Electrical Ltd. (BHEL) as major industrial units. As per the National Urban Transport Policy (NUTP), Comprehensive Mobility Plan (CMP) for Varanasi was prepared in 2009 which lays out a set of measured steps that are designed to improve transportation scenario in the city in a sustainable manner. The CMP proposes a total of 57.5 km length of rail based mass rapid transit system (MRTS) network in Varanasi. 25.9 km of the proposed network was to be completed in Phase II (2015 – 2019) and the remaining network to be completed in Phase III (2020 – 2029) of implementation programme. The State Government has now decided to introduce an efficient, safe and high capacity rail based transport system in Varanasi.

Jagannath Rath Yatra Ratha Jatra, also called as Chariot Festival, is a Hindu festival associated with Lord Jagannath held at Puri, Odisha. The festival is celebrated on the 2nd day of Shukla Paksha of Ashadh, the third month, according to the traditional Oriya calendar. It is a 9 day-long event and marks the return of Lord Krishna to Vrindavan with his brother Balabhadra and sister Subhadra to Gundicha Temple via Mausi Maa Temple (maternal aunt's home) near Saradha Bali, Puri. During the festival, the three holy chariots carrying idols of Lord Jagannath, his brother Balaram (Balabhadra) and sister Subhadra are pulled by thousands of devotees from India and abroad. Jagannath Temple The temple is believed to be constructed in the 12th century by King Anatavarman Chodaganga Deva of the Eastern Ganga Dynasty. Jagannath Puri temple is called ‘Yamanika Tirtha’ where, according to the Hindu beliefs, the power of ‘Yama’, the god of death has been nullified in Puri due to the presence of Lord Jagannath. Presently, O&M of these facilities is performed by the government agencies through their own staff and there is no outsourcing of the O&M. However, the guidelines of the current government schemes such as Mission for Clean Ganga and AMRUT require the initial five years of O&M to be included in the scope of the construction contractor, which will require a shift in the O&M policy. This section will provide information on the current O&M practice, requirement of the current government schemes, information on the current assets and proposed assets that will be required O&M and a list of issues to be addressed during this Preparatory Survey. 10.2 Current Practice and NGRBA/NMCG Guidelines for O&M 10.2.1 Current Practice The Jalkal operates under the Nagar Nigam and looks after O&M of all the water supply infrastructure (treatment plant to house connection) and underground sewer network (home connection to pump station or STP inlet).
