SAM BROWNBACK, U.S. SENATOR FROM KANSAS Senator BROWNBACK. I want to thank you all for joining us here this afternoon. This is the second hearing today on NASA and space station issues. I appreciate having the opportunity to hear from our witnesses regarding the safety and the future of the Inter- national Space Station. It has been a big day on the Hill for the space industry. This morning, Senator McCain held a hearing on the future of NASA, and the House held a hearing on the management issues at NASA. This afternoon, we’ll be talking about the future of NASA, but our focus is specifically on the International Space Station, ISS. In just the past week, there has been a lot of public discussion about the International Space Station. The Washington Post last week reported on the safety factors aboard the International Space Station. The Post reported that prior to the Expedition 8 crew being launched to the space station, two NASA health and environ- ment officials objected to the launch citing concerns of potential degradation of the environmental monitoring and health mainte- nance systems. There have been follow-up articles on this issue in the Post, including an editorial by NASA Administrator Sean O’Keefe. All these articles will be made a part of the record. This hearing was planned before the press began to report the initial concerns at NASA, but this hearing is turning out to be quite timely. I’m pleased that Mr. Readdy is here today, along with the rest of our panel. I’m looking forward to a candid discussion be- tween all witnesses on this subject. I’d like to thank all the witnesses for being here today. It’s my hope that this hearing will help to clarify and alleviate the imme- diate concerns we share here in Congress with regard to the astro- nauts’ safety aboard the station. Last week, I met with Mr. Readdy. He was kind enough to come to my office, and I asked him to provide me with a list of experi- ments being conducted aboard the ISS. I have gotten some feed- back, and I will be questioning Mr. Readdy in our discussion about this today, and I do want to get a full list of all the experiments being done or conducted on the ISS so that we can have a full vet- ting about the quality of the science aboard it. I also want to talk today about the Orbital Space Plane, the OSP, and how that program relates to the space station. Some of our col- leagues in the House recently sent a letter to Administrator O’Keefe urging him to defer the current program until the White House and Congress are able to complete a review of the Nation’s space program. OSP was originally expected to cost about $4 bil- lion, but NASA has stated they are prepared to spend up to $14 billion to complete the project by 2008. However, it’s difficult to de- cipher exactly what America will be getting from the OSP, and it’s even more difficult to try to justify such a vehicle when the Inter- national Space Station is not yet complete. I’m afraid that letter is right, from my colleagues on the House side, we must ensure the money we are putting toward new space vehicles is going to result in furthering the Nation’s space program. I’ve noted this morning’s hearing—I don’t have the chart here with me today, but we’ve previously, over the past decade, started five replacement programs of one type or another for the space shuttle, discontinued all five of them at a cost of $5 billion, and not much to show for it. I don’t want to start another one and get in the middle and stop and waste another billion, two billion, or more dollars. Obviously, we have a lot to talk about. I’d like to welcome our witnesses. Before I introduce the witnesses, I’ll go to my colleague from Florida for his opening statement. STATEMENT OF HON. BILL NELSON, U.S. SENATOR FROM FLORIDA Senator NELSON. Thank you, Mr. Chairman. Welcome. I would like, in the course of this hearing, to have some assurances that what happened over the course of the past decade, where the Space Station budget and the Space Shuttle budget were blended together under the human spaceflight budget, so that it became less transparent, so that money was moved around out of the Space Shuttle into the Space Station on some of the cost overruns—some assurance that that doesn’t occur again. We need the separation so that Congress can fulfill its responsible role of oversight of the Executive

The Holocaust Museum along with the Anne Frank Haus spoke to me; the stories behind the lives of these beautiful people subjected to nothing but hate for who they loved and who they were. The educational component to the Holocaust Museum in D.C. spoke volumes to me. To follow the journey of a Holocaust victim... For Pulse, I see a blend of all of this. To learn the stories of why so many sought refuge and enjoyment there. Why did so many leave their "families"? Because they could not be who they were. I find it is important that we teach this lesson-it's okay to be who you are-we have your back-we love you-we will dance with you-in any form of structure.

    On A Frigid January Day in Central Florida: Reagan, Challenger, and the Nation By Kristen Soltis Anderson Space Shuttle launches are exhilarating to behold. They are grand spectacles, loud and unapologetic. For those up close, observing from the grounds of Kennedy Space Center in Florida, the rumble of the rocket engines is deafening. Hundreds of miles away, the growing trail of white exhaust topped by a small gleaming dot can be seen brightly, climbing silently into the sky. Whether watching with one’s own eyes or through a television broadcast, any launch of humans into space is a majestic and terrifying thing to behold. There is nothing routine, nothing ordinary about space. Yet on a frigid January day in Central Florida in 1986, the launch of the Space Shuttle Challenger was expected to be just that: routine. So “routine”, according to NBC news coverage, that “the Soviet Union reportedly didn't have its usual spy trawler anchored off the coast”.1 Two dozen previous Space Shuttle missions had taken off from American soil and returned home safely; there was little reason for Americans to think this mission would be any different. Though most Americans were not watching the launch live, one very special group of Americans was: schoolchildren. Despite the otherwise ordinary nature of the launch planned for that day, what did make the Challenger’s tenth mission special was the presence of Christa McAuliffe, a social studies teacher from New Hampshire. President Ronald Reagan had hoped that including a teacher in a shuttle mission would be an uplifting and inspirational reminder to the nation about the importance of education - and of our space program.

Grissom, Lieutenant Colonel, USAF. A native of Mitchell, Indiana and 1950 graduate of Purdue University’s Mechanical Engineering program, Grissom was one of NASA’s original class of astronauts, the famed “Mercury 7 Astronauts.” Preferring to be called “Gus,” Grissom piloted the second suborbital Mercury flight on July 21, 1961, spending 15 minutes, 30 seconds in space. When his capsule, “Liberty Bell 7,” impacted the Atlantic Ocean on splashdown, its hatch mysteriously blew off. Grissom later argued that the capsule’s emergency explosive bolts had malfunctioned. Water rushed into the capsule and Grissom narrowly escaped drowning. Liberty Bell was not as fortunate — it sank, sitting at the bottom of the Atlantic Ocean until it was recovered in 1999. Grissom’s second flight was the first of the Gemini program. He and John Young orbited the earth three times in their capsule, nicknamed “The Unsinkable Molly Brown” by Grissom. As the Command Pilot aboard Apollo 1, Grissom was seated in the left-most seat (facing the cockpit dash) and had access to the emergency cabin pressure relief valve, to be opened in the event of a cabin fire. Many NASA officials believe that had Grissom not died aboard Apollo 1, he would have been the first man to walk on the Moon. Chief of the Astronaut Office and fellow Mercury 7 Astronaut, Deke Slayton, was in charge of setting the astronaut rotation for flights.

    CRITERIA FOR PLACEMENT ON THE AMF ASTRONAUTS MEMORIAL Following the Apollo spacecraft fire which claimed the lives of three astronauts, hundreds and perhaps thousands of people wrote NASA, their congressmen, and the White House urging that a suitable memorial be erected in memory of the Apollo crew. Though scholarships, streets, and buildings were names for members of that crew, there was no major memorial built. In the years that followed the accident, visitors to the Kennedy Space Center, numbering in the millions each year, expected to see a suitable astronaut memorial. A small monument dedicated to all those who lost their lives in pursuit of the space frontier was located at a strategic place in the KSC visitor center, but the public, in comment cards available at the center and in letters, indicated they wanted more. Following the Challenger tragedy, the The Astronauts Memorial Foundation was formed to raise funds for a suitable memorial to the astronauts who had been killed in these two tragedies. The memorial was to be built at Kennedy Space Center. In early discussions between representatives of the Foundation and the NASA ad hoc committee formed to work with the Foundation, it was decided to include among those memorialized the astronauts killed in T-38 accidents, since these were classified as training flights. The intent was to memorialize astronauts who were killed in the hazardous operations peculiar to their jobs, such as space flight itself or hazardous training. Further, this criteria is are intended to memorialize astronauts who have lost their lives in furtherance of the U.S.

The space race During the Cold War the United States and the Soviet Union were in competition with each other to see who had the best technology in space. This included such events as who could put the first manned spacecraft into orbit and who would be the first to walk on the Moon. The Space Race was considered important because it showed the world which country had the best science, technology and economic system. The Race Begins After World War II, both the United States and the Soviet Union realized how important rocket research would be to the military. They each recruited the top rocket scientists from Germany to help with their research. Soon both sides were making progress in rocket technology. The Space Race began in 1955 when both countries announced that they would soon be launching satellites into orbit. The Soviets took the US announcement as a challenge and even established a commission whose goal was to beat the US in putting a satellite into space. On October 4, 1957 the Russians placed the first successful satellite into orbit. It was called Sputnik I. The Russians had taken the lead in the Space Race. The Americans successfully launched their first satellite four months later called the Explorer I. The First Man in Orbit The Soviets again won the race for putting the first man into space. On April 12, 1961 Yuri Gagarin (in the left picture) was the first man to orbit the Earth in the spacecraft Vostok I.
