These include permanent and temporary loss of land, assets, and income. Affected persons entitled for compensation or at least rehabilitation provisions under the Project are: all persons losing land, or access to land, permanently or temporarily either covered by legal title/traditional land rights or without legal status; tenants and sharecroppers whether registered or not; owners of affected buildings, crops, plants, or other objects attached to the land; and affected persons losing business, income, and salaries; Asset Inventory A complete count and description of all property that will be acquired; Compensation Loss reimbursement for the Project affected persons; Cash payment or in- kind compensation in the due amount in return for the loss of assets (property), resources or income; Direct impact When privately owned land parcels are physically affected by the project; Economic Economic Rehabilitation implies the measures taken for income Rehabilitation- restoration or economic recovery so that the affected population can improve or at least restore its previous standard of living; Eligibility The criteria for qualification to receive benefits under a resettlement program Expropriation Process whereby a public authority, usually in return for compensation, requires a person, household, or community to relinquish rights to land that it occupies or otherwise use; Grievance The processes established under law, local regulations, or administrative Procedures- decision to enable property owners and other displaced persons to redress issues related to acquisition, compensation, or other aspects of resettlement; Initial Baseline The population census, asset inventory, and socio-economic survey Survey- together constitute the baseline survey of the affected population; Income Re-establishing income sources and livelihoods of people affected; restoration- Involuntary Means actions that may be taken without the displaced person's informed consent or power of choice; Involuntary Development project results in unavoidable resettlement losses that resettlement people affected have no option but to rebuild their lives, income and/or assets bases elsewhere; Land Includes anything growing on or permanently affixed to land, such as buildings and crops; Land The process of acquiring land under the legally mandated procedures of Acquisition eminent domain. From the viewpoint of the considered relationship, the studies results make possible to think about the probability of a risk factor on several aspects: The reservoir was built in 2007, and to this day the water area has been expanding without taking into account the necessary distance from the mud volcano. Excluding the north-eastern part the mud volcano, other sides of its crater buried beneath the Reservoir water. Due to the daily activity of the mud volcano, heavy toxic metals, gases, radioactive elements and etc. have been ejecting to the Earth’s surface in the compositions of various phase of volcanic products and directly contact with the Reservior water. Expansion the Reservoir area and water volume leads to increase in additional geostatistical pressure in volcanic area. In addition, the mud volcano is located near the Shamakhi-Ismayilli active seismic zone in Azerbaijan. Both factors increase the eruption risk the volcano that has been “asleep” for many years.

Five of these, Ptycholoma lecheana (LINNAEUS, 1758), Cacoecimorpha pronubana HÜBNER, 1799, Eudemis profundana ([DENIS & SCHIFFERMÜLLER], 1775), Hedya salicella (LINNAEUS, 1758), and Epinotia demarniana (FISCHER VON RÖSLERSTAMM, 1840), are new to the Azerbaijan fauna; two of them (Cacoecimorpha pronubana and Epinotia demarniana) are new to the Caucasian fauna, as well. Leafrollers were collected in the larval and pupal stage from March to September on their food plants according to the sampling methods. The early stages were kept in the laboratory until adult emergence, after which they were killed and pinned. Data on newly recorded leafrollers are given in the text including species name, collection area, coordinates of area, data of collection, food plants on which they were recorded, and sex of specimen(s). Key words: Tortricids, damage, host plants, Azerbaijan, fauna. Introduction Tortricidae, commonly known as leafrollers, are one of the most diverse families in the Microlepidoptera. The number of leafroller species in countries bordering Azerbaijan differs among the adjacent regions: 469 species are recorded from Turkey (KOÇAK & KEMAL 2012), 145 species from Iran (KOÇAK & KEMAL 2012), and 139 species from Georgia (ESARTIA 1988).

Institute of Geology and Geophysics of the National Academy of Sciences, Baku, e-mail: [email protected] There are 2508 mud volcanoes and mud volcanic manifestations in 42 geographical regions of the world. The territory of Eastern Azerbaijan and the adjacent water area of ​​the Southern Caspian Basin characterize by the widest spread of mud volcanoes on a global scale. The total number of mud volcanoes and mud volcanic manifestations in Azerbaijan is 353 (154 of them are marine). In comparison with other geographical regions, mud volcanoes of Azerbaijan also distinguish by the number of eruptions and daily gryphon, sopka and salse activity. In addition, Azerbaijan is a unique country, because all types of mud volcanoes were registered here. From this point of view, mud volcanoes of Azerbaijan provide favorable conditions for research of their activ- ity and environmental hazard. Related to the daily activity of mud volcanoes, the composition and quantity of the emitted gases into the atmosphere, as well as mineralization degree and chemical types of waters, and the organic and element composition of the breccias were studied. The zones with high anomalous-radioactive background on the crater area of the volcanoes were revealed and the reasons for their occurrence were ex- plained. It was stablished an associative relationship between the increasing of gamma level and the concentra- tion of uranium for the breccia samples selected from the area has high radioactive background.

    Studies prepared under the project “Promoting Green Economy in GUAM Countries: Promotion of Renewable Energy Sources” Azerbaijan, Georgia, Moldova, Ukraine February 2014 The project was implemented with the support of the Government of Japan through the Japan Special Fund (JSF), managed by the Regional Environmental Center for Central and Eastern Europe. Introduction The project “Promoting Green Economy in GUAM Countries: Promotion of Renewable Energy Sources” is supported by the Government of Japan through the Japan Special Fund (JSF) managed by the Regional Environmental Center for Central and Eastern Europe (REC). The JSF programme focuses on building capacities in the countries of Central and Eastern Europe (CEE) and beyond to develop climate policy and to support the implementation of the United Nations Framework Convention on Climate Change (UNFCCC). The project targets Georgia, Ukraine, Azerbaijan and Moldova, focusing on how to increase the share of renewable energy sources (RES) at national level. Information for this analysis of the RES situation in the GUAM countries was gathered at a seminar held in cooperation with the GUAM Secretariat in Kiev on October 17–18, 2013, by representatives of the GUAM countries. Further information was subsequently obtained via desk research. The country studies describe the general situation and role of RES, including the institutional context; relevant national policies and legislation; the current share of RES in energy production; the technical possibilities for its enhancement; fiscal initiatives; RES potential in terms of biomass, solar, wind and hydro; and RES-related projections and targets. At the end of each study, gaps are identified and recommendations made for further action.

The strategic priorities, policies and guidelines of the Adaptation Fund (the Fund), as well as its operational policies and guidelines include provisions for funding projects and programmes at the regional, i.e. transnational level. However, the Fund has thus far not funded such projects and programmes. 2. The Adaptation Fund Board (the Board), as well as its Project and Programme Review Committee (PPRC) and Ethics and Finance Committee (EFC) considered issues related to regional projects and programmes on a number of occasions between the Board’s fourteenth and twenty-first meetings but the Board did not make decisions for the purpose of inviting proposals for such projects. Indeed, in its fourteenth meeting, the Board decided to: (c) Request the secretariat to send a letter to any accredited regional implementing entities informing them that they could present a country project/programme but not a regional project/programme until a decision had been taken by the Board, and that they would be provided with further information pursuant to that decision (Decision B.14/25 (c)) 3. At its eighth meeting in March 2012, the PPRC came up with recommendations on certain definitions related to regional projects and programmes. However, as the subsequent seventeenth Board meeting took a different strategic approach to the overall question of regional projects and programmes, these PPRC recommendations were not included in a Board decision.

ADMISSION OF STUDENTS TO HIGHER EDUCATION INSTITUTIONS Admission of students to higher education institutions of the Republic of Azerbaijan for the academic year of 2010 – 2011 was held by the State Students Admission Commission (SSAC) in full conformity with the “Admission Rules to higher education institutions and to specialized secondary education institutions on the basis of complete secondary education of the Republic of Azerbaijan”. According to admission rules, admission to all civil higher schools, special purpose education institutions of Ministry of Defenсe, Ministry of Internal Affairs, Ministry of National Security, Ministry of Emergency Situations, and State Border Service has been held in a centralized way. At first sight, although there are annually repeated procedures and regulations, activities of SSAC are improved year by year, in general. Innovations, first of all, derive from the necessity of taking into consideration the development demand of education system and qualified provision of the youth’s interests to education. Therefore, proposals from the public to SSAC are analyzed, demands of graduates are studied, summarized, and changes are made in necessary cases. The innovations are intended to provide the integration of logistics, content and technology of admission examinations into the international standards. The following innovations were applied in the process of admission examinations to higher and specialized secondary education institutions for the academic year of 2010 – 2011: 1. After adoption of law of the Republic of Azerbaijan “On education”, this year for the first time winners of international competitions and contests have been admitted to corresponding specialities out of competition.
