I place no restriction on the loan or reading of this thesis and no restriction, subject to the law of copyright, on its reproduction in any form. 11 Abstract The late fifteenth and early sixteenth centuries have often been seen as a turning point in the development of the English state. At the beginning of the period the authority of the Crown was offset by powerful aristocratic interests in many regional areas. By the mid sixteenth century feudal relationships were giving way to a centrally controlled administration and government was reaching into regional political communities through direct connections between the Crown and local gentlemen. This thesis will trace these developments in Cumberland and Westmorland. It will argue that archaic aspects of government and society lingered longer here than in regions closer London. Feudal relationships were significant influences on regional political society well beyond the mid sixteenth century. This was a consequence of the area's distance from the centre of government and its proximity to a hostile enemy.

Evidence suggests there could be more extremes in the weather with a changing climate leading to more frequent and more severe flooding. During December 2015, Storms Desmond, Eva and Frank brought record breaking rainfall levels and significant flooding to some parts of the UK. Over 19,000 homes and businesses were flooded, with thousands more affected by loss of power supply and travel disruption. Existing flood defences played an essential part in protecting thousands of homes during December with 12,500 benefitting during Storm Desmond and 10,900 during Storm Eva. Support is in place for affected communities, business and the agricultural sector, along with a programme of inspections and repairs to damaged defences.

    Education before 1944 Guidance notes April 2013 1 Education before 1944: Private, voluntary and state Introduction The expansion, financing and control of school provision Questions and approaches Sources Select Bibliography Introduction There is a wealth of source material, most of it, not surprisingly, created by would-be or actual providers and the government rather than the recipients of the schooling. The purpose, financing, control and content of schooling, then as now, were regularly debated and contested and the sources provide rich pickings for historians. The social background, training and career paths of the newly emerging teaching profession have also attracted attention. Measuring schooling’s impact in relation to other factors which affected children’s lives, however, has always proved more intractable. In the absence of any substantive qualitative evidence a variety of quantitative measures have been used including the ability of marriage partners to sign their names in marriage registers but also the number of children achieving certain ‘standards’ in basic subjects. The expansion, financing and control of school provision Although the state had sought to stipulate the content of religious education in grammar schools since the 1560s in its role as guardian of the newly established Church of England, until the 1830s all schooling was provided without state aid or any secular inspection. There was no ‘system’ as such; provision varied across the country. It potentially reached only a minority of the population, was highly gendered and tailored towards one’s social class and position in society. It was rarely free but depending on the availability of other income, fees could be subsidized or met for some pupils.
