Introduction The purpose of this essay is to critically examine Friedrich Hayek’s broadside against the conceptual intelligibility of the theory of social or distributive justice. This theme first appears in Hayek’s work in his famous political tract, The Road to Serfdom (1944), and later in The Constitution of Liberty (1960), but he developed the argument at greatest length in his major work in political philosophy, the trilogy entitled Law, Legis- lation, and Liberty (1973-79). Given that Hayek subtitled the second volume of this work The Mirage of Social Justice,2 it might seem counterintuitive or perhaps even ab- surd to suggest the existence of a genuinely Hayekian theory of social justice. Not- withstanding the rhetorical tenor of some of his remarks, however, Hayek’s actual con- clusions are characteristically even-tempered, which, I shall argue, leaves open the possibility of a revisionist account of the matter. Work on this paper was done while a visiting scholar at the Social Philosophy and Policy Center at Bowling Green State University and I thank the Center for its support. 1 The thirty or so years since F. A. Hayek was awarded the Nobel Prize in Economic Science has seen a steady growth in what might best be termed “Hayek Studies.” His ideas have been critically assessed and our understanding of them has been deepened and extended in numerous ways. At the center of Hayek’s work, especially since the 1950s, was the concept of “spontaneous order.” Spontaneous order (which would be more accurately rendered as “unplanned” or “undesigned” or “emergent” order) refers, at least in the social world, to those human practices, norms, and institutions that are, in the words of Adam Ferguson, “products of human action, but not human design.” For Hayek, this concept was central to his critique of “scientism,” or the belief that human beings could control and manipulate the social world with the (supposed) methods of the natural sciences. -

Mere Libertarianism: Blending Hayek and Rothbard Daniel B. Klein Santa Clara University The continued progress of a social movement may depend on the movement’s being recognized as a movement. Being able to provide a clear, versatile, and durable definition of the movement or philosophy, quite apart from its justifications, may help to get it space and sympathy in public discourse. 1 Some of the most basic furniture of modern libertarianism comes from the great figures Friedrich Hayek and Murray Rothbard. Like their mentor Ludwig von Mises, Hayek and Rothbard favored sweeping reductions in the size and intrusiveness of government; both favored legal rules based principally on private property, consent, and contract. In view of the huge range of opinions about desirable reform, Hayek and Rothbard must be regarded as ideological siblings. Yet Hayek and Rothbard each developed his own ideas about liberty and his own vision for a libertarian movement. In as much as there are incompatibilities between Hayek and Rothbard, those seeking resolution must choose between them, search for a viable blending, or look to other alternatives. A blending appears to be both viable and desirable. In fact, libertarian thought and policy analysis in the United States appears to be inclined toward a blending of Hayek and Rothbard. At the center of any libertarianism are ideas about liberty. Differences between libertarianisms usually come down to differences between definitions of liberty or between claims made for liberty. Here, in exploring these matters, I work closely with the writings of Hayek and Rothbard. I realize that many excellent libertarian philosophers have weighed in on these matters and already said many of the things I say here. -

CRATICS RAHIM TAGHIZADEGAN AND MARC-FELIX Otto ABSTRACT: Ludwig von Mises’s most important legacy is the foundation and analysis of catallactics, i.e. the economics of interpersonal exchange, as a sub-discipline of praxeology, the science of human action. In this paper, based both on Mises’s methodical framework and on insights by Tadeusz Kotarbinski and Max Weber, a “praxeology of coercion,” or, more precisely, an analysis of interpersonal actions involving threats, is developed. Our investigation yields both a reviewed taxonomy of human action and a first analysis of the elements of this theory, which we term cratics. This shall establish the basis for adjacent studies, furthering Mises’s project regarding the science of human action. Left-libertarianism is not a new star on the sky of political philosophy, but it was through the recent publication of Peter Vallentyne and Hillel Steiner’s anthologies that it became clearly visible as a contemporary movement with distinct historical roots. “Left- libertarian theories of justice,” says Vallentyne, “hold that agents are full self-owners and that natural resources are owned in some egalitarian manner. Unlike most versions of egalitarianism, left-libertarianism endorses full self-ownership, and thus places specific limits on what others may do to one’s person without one’s permission. Unlike right- libertarianism, it holds that natural resources may be privately appropriated only with the permission of, or with a significant payment to, the members of society. Like right- libertarianism, left-libertarianism holds that the basic rights of individuals are ownership rights. Left-libertarianism is promising because it coherently underwrites both some demands of material equality and some limits on the permissible means of promoting this equality” (Vallentyne and Steiner (2000a), p 1; emphasis added). -

A Review of Neoliberalism and Educational
Running head: POLICIES AND PEOPLE Policies and People: A Review of Neoliberalism and Educational Technologies in P-12 Education Research Bradley Robinson1 University of Georgia Abstract Neoliberal discourses have come to exert a powerful influence on contemporary education policies and practices across the globe, often in the form of such market- based reform measures as standardized assessment regimes, charter schools, and voucher programs. There is concern among some scholars that such neoliberal reforms rely heavily on information and communications technologies for their propagation and maintenance under the guise of educational technologies, or ed- tech. The purpose of this literature review is to examine educational research on the role that information and communications technologies have played in the neoliberalization of education across the globe. In particular, I describe how researchers have made the concept of neoliberalism intelligible by deploying it as a phenomenon for inquiry in relation to educational technologies. I argue that future inquiry must substantiate the broad claims about the effects of neoliberalized educational technologies by engaging more directly with those most affected: teachers and students. E-mail: [email protected] POLICIES AND PEOPLE Accountability regimes, value-added measures, school choice, vouchers—it is difficult to ignore the evidence of market-based rationalities in global discourses around education. Scholars have argued that the appearance of such rationalities within education policy, curricula, and assessment underscores the expansion of neoliberal ideologies and discourses across almost all spheres of life, including the family (e.g., Shannon, 2016), religion (e.g., Atia, 2012), and leisure (e.g., Rose & Spencer, 2016).
