I. Call to Order – Mrs. Bernadette Heenan, President presided over the regular public monthly meeting of the Council Rock Board of School Directors. She convened the meeting at 7:30 p.m. at the Chancellor Center, 30 North Chancellor Street, Newtown, PA. The meeting was broadcast “live” in all five munici- palities. The following individuals were present:

Following the Pledge of Allegiance, Mrs. Walter called the roll call and reported that all members were present with the exception of Mr. Grupp who was away on business.

Superintendent‟s Report

Mr. Klein congratulated the class of 2010. 1,129 seniors graduated yesterday evening from Council Rock North and Council Rock South after successfully completing the courses and requirements for graduation in Council Rock. We celebrate the accomplishments of this outstanding group of young people and wish them well in their future endeavors.

Summary of the Class of 2010:

Community Service Hours: 47,956

Mr. Klein introduced Betsy Hartey, along with Joanne Talbot, Andrea Carber, Karen Graham, & Gail Sobeleski from the Neighborhood Outreach Foundation who explained that this organization is a non- profit organization that has been part of the Council Rock community since March, 1992. Their mission is to offer help and assistance to community members in need. Their commitment is to provide aid when other support systems have faltered or are unavailable.

In 1991, Joanne Hansen, a secretary at Sol Feinstone Elementary, was eagerly awaiting the birth of her child. However, in her ninth month of pregnancy she suffered a massive stroke which left her a quadriplegic. Through community efforts, a group formed to help Joanne and her family during this time of need. During this commitment, the group became aware of other members in the community facing similar needs during a crisis. It was then that the Neighborhood Outreach Foundation was formed to provide aid to community members. In addition to helping Joanne, the Neighborhood Outreach Foundation has made a commitment to help people in need, through confidential grants, within the CRSD community. During the holiday season, this organization distributes gift certificates for food and clothing to families and children in need. These referrals are mostly through the Council Rock School District‟s nurses, school psychologists and social workers, however, all residents with or without school age children (including senior citizens), may request financial aid through the Neighborhood Outreach Foundation.

From 1992 through 2009 we have given: Confidential Grants $284,345.00 Holiday Gift Certificates $207,512.00 CRSD Scholarships $ 21,000.00 Local Police Department Defibrillators $ 11,454.00 CRSD Defibrillator Project & Installation Boxes $ 5,799.00 Joanne Hansen‟s rehabilitation $232,588.00

The support is greatly appreciated and is making a difference within our community.

Mr. Klein introduced Ms. Terry Kluck who is scheduled to be approved in tonight‟s personnel actions as the new Assistant Principal of Holland Middle School effective July 1, 2010.

Public Comment

John Rasiej from Wrightstown Township shared his disappointment with this year‟s budget and the amount of fund balance. Also, the „Turf the Rocks‟ stated fundraiser is costing taxpayers more money. He sent congratulations from Newtown Arts Company to all graduating seniors of 2010.

Diana Nolan spoke about the R-rated movie „Apocolypse Now‟ and asked “Does this foster respect for women? “Can a critical viewing class be initiated that doesn‟t show R-rated movies?” Other movies could be shown that are not R-rated. Please investigate this issue during the summer months. The permission slip needs to be changed; PG should be shown also. These things can be taught without showing R-rated movies.

Mr. Cox advised Mrs. Nolan to allow administration to communicate with her instead of directing questions to him.

G). Sun Life Assurance Company of Canada Agreement HR MEM HR CON The administration recommends the approval of the Agreement with Sun Life Assurance Company of Canada to provide stop loss insurance – an insurance that is required for entities that are self funding health insurance. The insurance policy provides coverage for the district after its coverage for an individual or the entire group exceed thresholds of $200,000 for a specific stop- loss deductible and $1,000,000 for an aggregate stop-loss deductible. This agreement has been reviewed and advanced by our insurance consultant, RSI, and will save the district approximately $250,000 in premiums for the 2010-2011 school year.

Mr. Donnelly moved, seconded by Mrs. McKessy, passed by unanimous consent, for the approval of the Agreement with Sun Life Assurance Company of Canada with premiums, terms, and conditions as set forth in the above-noted attachment, subject to audit and solicitor review.

VI. Solicitor’s Report – Robert Cox, Esquire shared his report with the board members and was available for questions or comments. He announced that there was an executive session prior to tonight‟s meeting for discussion of a personnel issue (professional); CRESPA negotiations and a student discipline matter.

Academic Standards Committee – Mrs. McKessy reported that there is no meeting scheduled for the month of July.

MBIT - Mrs. Heenan reported on their solar farm and how the student‟s from the tech school enjoy working on this program.
