Indeed, almost every donor has established a ‘fragile states’ or post-conflict state-building unit. Yet attempts at ‘state-building’ have been even more unsuccessful than most good governance initiatives – to date most efforts by external agents to ‘build states’ have been, at best, mixed and in most cases unsuccessful (Fukuyama 2004; Paris 1997; Rondinelli and Montgomery 2005). -

TRANSITION IN AFGHANISTAN 2011-2014 Five Parliamentary Studies NATO Parliamentary Assembly Founded in 1955, the NATO Parliamentary Assembly (NATO PA) serves as the consultative inter-parliamentary organisation for the North Atlantic Alliance. Bringing together members of parliaments throughout the Atlantic Alliance, the NATO PA provides an essential link between NATO and the parliaments of its member nations, helping to build parliamentary and public consensus in support of Alliance policies. At the same time, it facilitates parliamentary awareness and understanding of key security issues and contributes to a greater transparency of NATO policies. Crucially, it helps maintain and strengthen the transatlantic relationship, which underpins the Atlantic Alliance. Since the end of the Cold War the Assembly has assumed a new role by integrating into its work parliamentarians from those countries in Central and Eastern Europe and beyond who seek a closer association with NATO. This integration has provided both political and practical assistance and has contributed to the strengthening of parliamentary democracy throughout the Euro-Atlantic region, thereby complementing and reinforcing NATO’s own programme of partnership and co-operation. Hekmatyar taken off UN sanctions list: Paving the way for his return – and Hezb-e Islami’s reunification? This was the next step in the implementation of the peace agreement signed by the Afghan government and Hezb in September 2016. It paves the way for the return of the former mujahedin leader, one of the most contentious figures in recent Afghan history – a hero of the jihad according to supporters, a war criminal according to detractors. AAN’s co-director Thomas Ruttig follows up on earlier AAN analysis of the peace agreement, looks at what happens next and possible implications for Hekmatyar’s party (with input from Kate Clark, Fazal Muzhary and Ehsan Qaane). Over four months after the peace deal between the Afghan government and Hezb-e Islami was signed by President Ashraf Ghani and Hezb leader (amir) Gulbuddin Hekmatyar (who was not personally present but brought in via video link), the United Nations Security Council (UNSC) has taken Hekmatyar off its sanctions list. A press release about this measure was published on 3 February 2017 (see the full text in the annex to this dispatch). Without it, the government would have been obliged to detain Hekmatyar if he came to Kabul openly. In the September 2016 agreement with Hezb-e Islami Afghanistan (HIA, Islamic Party of Afghanistan), the Afghan government had committed to take measures that would remove “all sanctions” against the leadership and members of Hezb as a prerequisite for its implementation. -

Habiba SARABI Governor of Bamiyan, Afghanistan Dr. Habiba Sarabi (born 1956) is a hematologist, politician, and reformer of the post-Taliban reconstruction of Afghanistan. In 2005, she was appointed as governor of Bamyan Province by President Hamid Karzai, becoming the first woman to ever be a governor of any province in the country. She previously served in Karzai's government as Minister of Women's Affairs as well as Minister of Culture and Education. Sarabi has been instrumental in promoting women's rights and representation and environment issues. She belongs to the ethnic Hazara people of Afghanistan. Her last name is sometimes spelled Sarobi. Sarabi was born in Mazari Sharif and spent her youth traveling around the country with her father. She later moved to Kabul to attend high school and study medicine at university. After graduating, she was awarded a fellowship by the World Health Organization and moved to India to complete her studies in hematology. During the Taliban rule in Afghanistan, Dr. Habiba and her children fled to Peshawar, Pakistan, but returned frequently in secret. Her husband stayed behind in Kabul to care for his family. She also worked underground as a teacher for girls, both secretly in Afghanistan and in refugee camps in Pakistan for Afghan refugees. In 1998, she joined the Afghan Institute of Learning and eventually became the General Manager of the entire organization. She was also the Vice President of Humanitarian Assistance for the Women and Children of Afghanistan. As governor, she has announced one of her focuses will be on tourism as a source of income. -
