United States General Accounting Office GAO Report to Congressional Committees June 1995 WEAPONS ACQUISITION Precision Guided Munitions in Inventory, Production, and Development GAO/NSIAD-95-95 United States General Accounting Office GAO Washington, D.C. 20548 National Security and International Affairs Division B-260458 June 23, 1995 Congressional Committees The military services are spending billions of dollars to acquire new and improved munitions whose technical sophistication allows guidance corrections during their flight to the target. These weapons are referred to as precision guided munitions (PGM). We reviewed Air Force, Navy, and Army munitions programs in inventory, production, and development that could be defined as using precision guidance to attack surface targets.1 Our objectives were to determine (1) the costs and quantities planned for the PGMs, (2) the services rationale for initiating PGM development programs, (3) options available to the services to attack surface targets with PGMs, and (4) the extent to which the services are jointly developing and procuring PGMs. We conducted this work under our basic legislative responsibilities and plan to use this baseline report in planning future work on Defense-wide issues affecting the acquisition and effectiveness of PGMs. We are addressing the report to you because we believe it will be of interest to your committees. PGMs employ various guidance methods to enhance the probability of Background hitting the target. These include target location information from a human designator, global positioning system (GPS) satellites, an inertial navigation system, a terminal seeker on the munition, or a combination of these sources. Since PGMs can correct errors in flight, the services expect to need fewer rounds to achieve the same or higher probabilities of kill as unguided weapons. -

MISTRAL ALBI is a lightweight, 360° turret, optimised for the protection of armoured or mechanised units as well as convoys and which, mistral albi additionally, provides crews with an excellent level of protection vehicle mounted twin mistral missile Mounted on armoured vehicles, MISTRAL ALBI has been designed to carry out all the usual air defence missions such as point defence, local air defence system area defence and, more particularly, defence of mobile units. The system is based on a lightweight foldable turret with 360° azimuth coverage, manually operated by the gunner. Two missiles are mounted on the turret, even when driving off-road. MISTRAL ALBI can be easily integrated on nearly all types of Armoured Personal Carriers or Light Armoured Vehicles. The central element of the project is one of reclamation - a restored and refitted Casspir vehicle, its surfaces fully covered in elaborate, brightly-colored panels of glass beadwork, arrayed in traditional patterns and completed by artisans from Zimbabwe and the Mpumalanga province of South Africa, including women of the Ndebele tribe, known for their craftsmanship. The Casspir Project, is a multifaceted and unprecedented undertaking, ultimately comprising installation, photography, oral history, and documentary, from the South African contemporary artist, Ralph Ziman. 06 05 PERSONAL NARRATIVE People ask me, why bead a Casspir? To me it always seemed obvious: to take this weapon of war, this ultimate symbol of oppression and to reclaim it. To own it, make it African, make it beautiful. Make it shine, yes. And to make it seen and make it felt. It’s hard to explain what I mean. But there’s a line from a Rolling Stones song that goes: “I see a rainbow and I want to paint it black...” I understand that compulsion, but for me it’s different. -

MISSILESMISSILESDr Carlo Kopp in the Asia-Pacific oday, offensive missiles are the primary armament of fighter aircraft, with missile types spanning a wide range of specialised niches in range, speed, guidance technique and intended target. With the Pacific Rim and Indian Ocean regions today the fastest growing area globally in buys of evolved third generation combat aircraft, it is inevitable that this will be reflected in the largest and most diverse inventory of weapons in service. At present the established inventories of weapons are in transition, with a wide variety of Tlegacy types in service, largely acquired during the latter Cold War era, and new technology 4th generation missiles are being widely acquired to supplement or replace existing weapons. The two largest players remain the United States and Russia, although indigenous Israeli, French, German, British and Chinese weapons are well established in specific niches. Air to air missiles, while demanding technologically, are nevertheless affordable to develop and fund from a single national defence budget, and they result in greater diversity than seen previously in larger weapons, or combat aircraft designs. Air-to-air missile types are recognised in three distinct categories: highly agile Within Visual Range (WVR) missiles; less agile but longer ranging Beyond Visual Range (BVR) missiles; and very long range BVR missiles. While the divisions between the latter two categories are less distinct compared against WVR missiles, the longer ranging weapons are often quite unique and usually much larger, to accommodate the required propellant mass. In technological terms, several important developments have been observed over the last decade. -

The development and testing process was long, incloved, and troubled, and deliveries did not begin until 2005. The Bushmaster is based on a design originally conceived by the Irish company of Timoney; considerable portions of the Bushmaster are therefore manufactured under a licensing agreement with Timoney, though production is undertaken wholly in Australia. ADI began the part of the design process done in Australia, but production later passed to Thales Australia, who also developed several variants. (Virtually all of these variants differ primarily in internal arrangements and equipment; externally, almost all of the different versions differ little from each other.) The primary users of the Bushmaster are the Australian Army and Air Force, but it is also used by the Dutch Army and British Army. -
