De gemeenteraad zal op de zitting van 28 juni 2021 een beslissing nemen over deze alternatieve locatie. Juridische grond Artikel 165/1 (oud) Burgerlijk Wetboek biedt de mogelijkheid om huwelijken te voltrekken op andere openbare plaatsen van het grondgebied van de gemeente, die een neutraal karakter hebben en waarover de gemeente het uitsluitend gebruiksrecht heeft.

    CENTRE for LiveableCities SINGAPORE LECTURE SERIES Report: The Future of Ports and Their Relationship with Cities Sands Expo and Conventional Centre, Marina Bay Sands, Singapore 12 July 2016 The Future of Ports and Their Relationship with Cities By Leong Wen Shan Many cities grew up with ports that brought commerce and created thriving centres. Today, these ports are increasingly moving out of sight. At a forum attended by 150 maritime professionals and students, examples from Singapore, Antwerp and Yokohama fleshed out innovative efforts aimed at redeveloping port cities. Mr Andrew Tan, Chief Executive of the Maritime and Port Authority of Singapore, described how Singapore developed into one of the world’s largest transhipment hubs. Aside from the physical port, Singapore has emerged as a leading International Maritime Centre with a core group of shipowners and operators and a maritime eco-system comprising a wide range of maritime services. Today, Maritime Singapore is home to over 5,000 maritime-based companies with more than 130 international shipping groups and contributes about 7% to Singapore’s GDP. To support further growth, a new mega port is being developed in Tuas in the western part of Singapore. This will consolidate Singapore’s container facilities in a single location and free up prime land in the city area for other uses. Tuas Port will provide the opportunity to leverage on digital and automation technologies and new land-use ideas to increase efficiencies, productivity, safety and security in a more sustainable and community-oriented environment. Also presenting at the forum were the Mayor of Antwerp and Deputy Mayor of Yokohama.

As Peter Van Aelst writes, a key concern is that the country could experience political deadlock of the kind which occurred after the 2010 elections, where it took 541 days of negotiations before a government could be formed. He notes that while there appears to be more urgency than there was in 2010, the linguistic cleavage between French and Dutch-speaking parties will still be exceptionally difficult to overcome. Belgium has built a reputation when it comes to chocolate, beer and cycling. More recently, we are also making a name for ourselves when it comes to government formation – or, more precisely, the inability to make a government within a reasonable amount of time. After the 2007 election it took 194 days to form a government, while the 2010 election led to a world record breaking process of 541 days. So it comes as no surprise that today, one month after the federal elections on 25 May, not a single Belgian expected to have a new government. Why is the government formation process in Belgium so complicated? Forming a government in Belgium has never been easy. Belgium is a federal country mainly based on a linguistic cleavage between Francophones and Dutch-speaking inhabitants.

    Bruno De Wever THE FLEMISH MOVEMENT AND FLEMISH NATIONALISM INSTRUMENTS, HISTORIOGRAPHY AND DEBATES The historiography of the Flemish movement and the Belgian nationality conflict is very extensive and diverse. The seven-part Bibliografie van de Vlaamse beweging (Bibliography of the Flemish movement) on the years 1945 to 2001 contains almost 20,000 titles.1 Although by far not all titles are scientific and historiographical, it says something about the extent of the production. It is obviously impossible to strive for completeness in the few words of this article. I will limit myself to the main working instruments with which I also address the scientific infrastructure. Furthermore I provide an overview of the basic works and the most significant literature in English, French and German. Finally I give a concise overview of the smouldering historiographical debates. Instruments Jo Tollebeek, one of the most important connoisseurs of the Belgian historiographical production, concludes that from the 1970s on quantitative as well as qualitative research increased greatly as the result of a process of professionalisation and the development of an infrastructure specifically focused on the study of the history of the Flemish movement.2 Bruno De Wever, ‘The Flemish movement and Flemish nationalism. Stadsontwikkeling en ruimtelijke ordening • Stadsontwikkeling is ook buurtontwikkeling. De stad doet aan buurtversterking door het ontwikkelen van de identiteiten voor buurten en wijken, die zo veel mogelijk een duidelijke kern hebben met voldoende buurtvoorzieningen. Hiervoor gebruiken wij de metafoor van het strategisch Ruimtelijk Structuurplan Antwerpen: Dorpen & Metropool tegelijk. We gaan voor aangenaam wonen door het aanleggen van parkjes en het vernieuwen van pleinen en straten. • Antwerpen wordt een stad van vele pleintjes. De Antwerpenaar heeft recht op een kwalitatief openbaar domein. De pleinen met een bovenlokale functie worden aangepakt. Maar ook verschillende lokale pleinen in de hele stad zullen worden vernieuwd en er komen nieuwe buurtpleinen bij. In de districten zorgen deze vernieuwde pleinen voor kernversterking. Districten die geen echte kern hebben, krijgen daarom prioriteit. Dit bestuur zet expliciet in op alle districten, de potentiële woongebieden voor de bevolkingsaangroei. In de dichtbebouwde binnenstad, waar woningen weinig buitenruimte hebben, is de stoep bij mooi weer een beetje ieders woonkamer. De inspanningen om groene en gezellige pleintjes te creëren worden daarom doorgezet. Deze ontmoetingsplaatsen brengen leven in de stad en doen de lokale economie bloeien. Dit doen we ook door buurtwinkels, lokale economie en horeca in samenwerking met het district en lokale economische actoren, aan te moedigen om zich rond deze ontmoetingsplaatsen te vestigen, om zo een actief buurtleven te stimuleren. In RUP’s voorzien we voor dergelijke functies plaats rond pleinen. • Voor de kwaliteit en het onderhoud van het openbaar domein, is de overheid steeds aanspreekbaar via een efficiënt meldingssysteem.

    Area: Europe ARI 16/2011 Date: 27/1/2011 Review of the Belgian Rotating Presidency: From Political to Administrative Leadership (ARI) Mike Beke* Theme: Despite its domestic political problems and the major challenges facing the EU, in the second half of 2010 Belgium managed the Council’s rotating Presidency effectively and pragmatically. Summary: Belgium has used her federal political structure and experienced public administration to counter speculative fears of a weak Presidency at a time when the EU had to address difficult challenges. By functioning as a ‘caretaker’ Presidency, EU policy- making output has been substantial. It furthermore managed to give full attention to the implementation of the Lisbon Treaty and the establishment of the new EU institutional set- up. Analysis: When Belgium’s federal government collapsed in April 2010 and elections were held the following 13 June, the country’s political parties knew that they would be unable to forge a coalition agreement before the Belgian Presidency began. Initially, the victors in the elections aimed to reach an agreement before the end of the summer recess in order to be able to exercise effective leadership in September 2010. Until that time, the chairmanship of the Council’s rotating Presidency would be held by the caretaker government. Despite their good intentions, there was the risk of coalition building overshadowing the Belgian rotating Presidency and jeopardising its success. Eventually the impasse in forming a new government persisted and carried on throughout the entire second half of 2010, leaving the country for over 200 days without a government, with Yves Leterme’s caretaker administration presiding over Belgium’s 12th rotating Council Presidency.
