Shipping Operations updated 20 May 2020 If you have any updates to share, please email them to: [email protected] This weekly bulletin is compiled to give all stakeholders an overview of the current impact of COVID19 on Pacific Shipping activities. It draws on sources from the government, commercial and humanitarian sectors. The bulletin is circulated each Wednesday. Overview Throughout May there has been further stabilisation of shipping services in the Pacific Region. Shipping companies are reporting reduced cargo demand on reduced services. They have responded with a mix of blanked sailings, reduced frequency of services, alteration of scheduled routes and use of smaller vessels. Some delays have been experienced in Solomon Islands and Marshall Islands due to quarantine regulations. In most PICTs cargo vessels and tankers are being considered as essential services and permitted to maintain their schedules while observing strict quarantine conditions. Kiribati is enforcing a 5 day quarantine period once the cargo is landed onshore and Tuvalu is imposing a similar 9 day quarantine period. The cargo is held in quarantine within the port during this period. All other PICTs have no COVID-19 quarantine restrictions, once goods are landed they may be dispatched. No PICTs are currently reporting food security issues, or fuel shortages due to interrupted shipping supply, as far as we are aware. Some outer islands are reporting shortages of certain food items. Many PICTs are reporting high levels of fuel in storage as there is reduced fuel consumption. Fuel in storage was purchased in January at the current market price. Global fuel prices have plummeted since January. Temporary COVID19 surcharges have been introduced by some shipping companies operating in Solomon Islands and Nauru. Globally shipping companies are struggling to facilitate crew changes, with many crew having been on board for extended periods of time. Cook Islands Cook Island Govt is assisting in subsidising regular vessels. Prices for freight and goods are lower due to Govt subsidies Northern Group Penrhyn Island - Last ship 04 April. Next vessel not yet confirmed. Impacted by shipping service from Hawaii being cancelled due to COVID19. 19-May-20 Fiji Ports Decrease in number of vessel calling per week. Currently 2 to 3 ships/week down from 5 to 6 vessels/week previously. Container throughput is also down 15 to 20% Fiji 13-May-20 Pacific Energy Pacific Energy report high levels of fuel stocks both in Fiji and other PICTs. They currently have one vessel acting as floating storage. Fuel in storage was bought in January at the current market price based on expected demand. Since January global fuel prices have plummeted. 20-May-20 Radio NZ Pacific A fishing boat from Peru with people on board suspected to have contracted Covid-19 is expected to reach Nuku Hiva in French Polynesia to get medical help. Tahiti Nui TV reported that the vessel had three sick people on board, one of whom displayed severe signs of a coronavirus French Polynesia infection. The ship with its 30 crew won't be allowed to dock. A medical team was sent from Tahiti to the Marquesas. Those needing hospital care will be flown to Tahiti. 20-May-20 Mariana Express Line (MELL) Schedule The East Micronesia Service (EMS) will make calls to Kosrae based on inducement during May and June. FSM 19-May-20 Pohnpei Port Authority Cargo vessels and tankers are exempt from quarantine restrictions. Health checks are performed on arrival in port. All cargo to be discharged is disinfected. Limited crew change is permitted. 20-May-20 Guam Daily Post The USS Theodore Roosevelt will need to have a sufficient number of sailors who are well and ready before the aircraft carrier can head back out Guam to sea. More than 1,000 of the warship's sailors had tested positive for COVID-19 and most have recovered. 20-May-20 PDL NZ Capitaine Quiros V086 called in Tarawa 06-07 May. She then called to Majuro on 15 May to collect the short-landed cargo from the Kota Hakim V428. The Kota Hakim cargo has now been discharged in Tarawa. 19-May-20 Neptune Pacific Australia Capitaine Quiros V087N is scheduled to call at Kiritimati (Christmas) Island 14-18 July 19-May-20 Kiribati Port Authority Regional Manager in The last domestic vessel in Kiritimati (from Tarawa) was in January and the next to arrive is LC. Linnix, expected next week. LC.Linnix will be Kiribati Kiritimati (Christmas) serving Fanning and Teraina this call. The last tanker to call at Kiritimati was in March. There are no fuel shortages. Goods in short supply include chicken, sausages and onions. 08-May-20 Swire COVID19 Advisory Notice #7 Kiribati Government is imposing the following quarantine restrictions - 5 days from all countries. Containers are held in port quarantine for a further 5 days before dispatch. 19-May-20 Mariana Express Line (MELL) Schedule The Majuro South Pacific Service (MSP) service will alter rotation to call LTK - KSA - MAJ - PNI to shorten the quarantine period at MAJ. The East Marshall Islands Micronesia Service (EMS) will make calls to Majuro based on inducement during May and June. Quarantine period in Marshall Islands also cause delays on this route. Next vessel scheduled is Capitaine Quiros V 086 ETA 20-30 May. 10 day port call is normal schedule to allow for difficult discharge conditions and lack of port facilities. 22-Apr-20 Neptune Pacific Line(NPL) Trade Notice Nauru - Temporary Quarantine Surcharge (TQS) Neptune Pacific Line (NPL) continues to work with local authorises and customers to ensure, throughout this current COVID – 19 unprecedented trading period, we uphold our regional service levels to service the Pacific Islands. Purchase of additional PPE As a contribution to the significant cost associated with above, with immediate effect for cargo originating in Asia, USA, Australia, New Zealand and Fiji into Nauru, will implement a Temporary Quarantine Surcharge (TQS) of USD 349/tea for both dry and reefer and USD 25/RVT break bulk. 09-May-20 Vessel Finder and Radio NZ Pacific Le Laperouse cruise ship has departed New Caledonia enroute to Wallis and Futuna with more than 100 people who had been stranded in New Caledonia Noumea because of the Covid-19 pandemic. The ship is expected to travel for two weeks to provide quarantine for the passengers. The Le Laperouse is scheduled to make a second trip from Noumea to Wallis later this month to repatriate another 100 people. No cruise ship shall be allowed to enter unless the captain submits satisfactory proof that it has not called in any COVID19 affected area, and that none of its passengers originated from or transits Palau through any affected area within 14 days of boarding the vessel 19-May-20 Palau Ministry of Health Sitrep Since Jan. 23: 46 vessels screened, 1509 crew screened. May/June Pacific Forum Line (PFL) Blank sailing on the MV. Mount Cameron 2008N voyage, due to severe reduction in demand associated with the various lockdown restrictions in response to the COVID-19 pandemic. All affected cargo from MV. Mount Cameron 2008N will be transferred to the Shansi v 2009N. To minimize Papua New Guinea delays of essential cargo arrival into Papua New Guinea region, vessel operator will severely advance the dates for MV. Shansi 2009N to minimize delivery delays and gaps as much as possible.
