Af því tilefni er vert að fara yfir þessar skýrslur og athuga hvaða breytingar hafa orðið á starfinu á þeim aldarfjórðungi sem liðinn er frá gildistöku fyrstu laganna, 1. janúar 1982. Fyrst vekur athygli sú mikla aukning sem hefur orðið á fjölda þeirra mála sem komið hafa til umfjöllunar. Má í dæmaskyni nefna að árið 1982 bárust tölvunefnd, forvera Persónuverndar, 59 erindi, árið 1987 bárust henni 119 erindi og árið 1997 voru þau orðin 439. Árið 2002 bárust Persónuvernd 606 erindi en á síðasta ári voru þau orðin 764. Við nánari athugun kemur einnig í ljós mikil breyting á efni málanna. Skráning og önnur meðferð heilsufarsupplýsinga, einkum vegna vísindarannsókna, var t.d. sá málaflokkur sem hvað fyrirferðarmestur var á borði tölvunefndar um langt skeið. Eftir að ný lög öðluðust gildi og Persónuvernd tók til starfa í ársbyrjun 2001 varð allnokkur breyting á þessu. Eins og ársskýrsla þessi ber með sér er fjölbreytileiki mála mikill og er svo komið að starfsemin snertir nær öll svið mannlífsins. Hæst ber aukning í fjölda mála sem tengjast Netinu og rafrænni vöktun. Þá er ljóst að í starfi Persónuverndar, sem og evrópskra systurstofnana hennar, ber nú mun meir en áður á umfjöllun og samvinnu um mál er tengjast starfsemi lögreglunnar. Setning laga um meðferð persónuupplýsinga, bæði hér á landi og annars staðar, átti eink- um rætur að rekja til þeirrar stórauknu getu sem fylgdi framþróun tölvutækninnar við vinnslu persónuupplýsinga og þeirra afleiðinga sem hún bauð upp á í starfsemi ríkisvaldsins. Í þings- ályktunartillögu sem samþykkt var árið 1976, um að skora á ríkisstjórnina að semja frumvarp til laga um verndun einstaklinga gagnvart vinnslu persónuupplýsinga, var t.d. komist svo að orði að vernda yrði friðhelgi manna og persónuréttindi gegn „undramætti tölvutækninnar.“ Var þá einkum litið til mikilvægis þess að verja rétt manna til að haga lífi sínu, skoðunum eða athöfn- um að vild, þ.e. án þess að eiga á hættu afskipti og íhlutun ríkisvaldsins. Enda þótt yfirferð yfir fyrri ársskýrslur sýni að lengst af hafi fremur reynt á þörf fyrir vernd- un einstaklingana í samskiptum þeirra innbyrðis heldur en gagnvart ríkisvaldinu hefur, eins og áður segir, orðið viss breyting hér á. Sér hennar einkum stað í alþjóðlegu samhengi. Má sem dæmi nefna að á vorfundi evrópskra persónuverndarstofnana, sem haldinn var á Kýpur fyrr í þessum mánuði, voru samþykktar tvær yfirlýsingar er tengjast meðferð persónuupplýsinga í dóms- og löggæslumálum. Önnur yfirlýsingin lýtur að stefnu um aukin upplýsingaskipti milli evrópskra löggæslustofn- ana. Sú stefna byggir á Haag-áætluninni sem samþykkt var í árslok 2004 og er ætlað að styrkja frelsi, öryggi og réttlæti í Evrópusambandinu, en hún var m.a. samþykkt með hliðsjón af þeim atburðum sem urðu í Bandaríkjunum árið 2001 og í Madrid árið 2004. Í Kýpur-yfirlýsingunni kemur fram að í löggjöf sem byggi á þessari áætlun verði að tryggja jafnvægi á milli almanna- öryggis og grundvallarréttarins til persónuverndar. Hin yfirlýsingin lýtur að tillögu ráðherraráðs Evrópusambandsins að rammaákvörðun um meðferð persónuupplýsinga í dóms- og löggæslu- málum er varða afbrot. Lýtur yfirlýsingin að ýmsum atriðum sem bæta verði úr til að tryggja samræmi við grundvallarreglur evrópskra réttarreglna á sviði persónuverndar. Löggæslustofnanir, eins og aðrir, hafa tekið tæknina í sína þjónustu og með því öðlast stór- aukna möguleika á vinnslu persónuupplýsinga. Slíkt er vissulega til þess fallið að styrkja starf- semi þeirra, en aldrei má þó undir höfuð leggjast að virða stjórnarskrárvarin mannréttindi og tryggja jafnvægi á milli þeirra og annarra hagsmuna. 5 Persónuvernd ber að standa vörð um vernd einstaklinga, bæði í samskiptum þeirra innbyrðis og gagnvart ríkisvaldinu. Vegna þeirra miklu breytinga sem orðið hafa á alþjóða- og upplýsinga- samfélaginu undanfarin ár er orðið mikilvægara en fyrr að í því skyni taki hún virkan þátt í sam- starfi á innlendum, evrópskum og alþjóðlegum vettvangi – og ekki aðeins við systurstofnanir sínar heldur einnig aðra aðila, þ.m.t. þá sem koma að dóms- og löggæslumálum. 23. maí 2007 Sigrún Jóhannesdóttir 6 Efnisyfirlit 1. I briefly describe the Old Norse pagan religion, as well as several extant sources on Old Norse pagan beliefs, before moving on to investigating the Germanic Neopagan movement which started in the late nineteenth to early twentieth century. In order to explain this, however, there needs to be a necessary understanding of the creation and development of the Germanic völkisch movement, which directly led to Germanic Neopaganism. Out of völkisch thinking came the modern-day forms of Germanic Neopaganism, manifesting chiefly in Asatru. Its relation to nationalist thinking and its focus on the Nordic gods have drawn comparisons between Asatruers and Nazis, but this line of thinking is unfair and diminishes the faith of all Asatruers.

Abstract This study explores how education and the medieval intellectual and pedagogical discipline of grammatica developed in Iceland during the medieval period, defined roughly from the official conversion to Christianity c.1000 to the Reformation c.1550. The first chapter deals with social, institutional, and financial aspects of teaching and learning in medieval Iceland, surveying key figures and places, but also arguing that more attention should be paid to the costs of learning and the effect of that on poor students. The second chapter addresses Latin education, discussing the importance of Latinity in medieval Iceland and the types of education that would involve Latin. It also addresses the idea of bilingual education and suggests ways in which extant vernacular writings can provide evidence for how Latin was taught and learned using the vernacular, using the model of Old English bilingual education.

Though this is a diffuse corpus produced over a long span of time and from a wide geographical area, it is possible to establish connections between texts and to highlight certain recurring narrative patterns that are deeply entrenched in this literary tradition. The specific focus of the present study is to analyse the narrative patterns that characterise the interactions between male and female figures. It has long been understood that female figures tend to occupy carefully defined social roles in this body of literature, and much work has been done in assessing these. This thesis takes the unique approach of investigating whether these roles can be viewed, not as a product of the mentality of the writers of this literary material, but rather as a product of male characters within the literary narratives themselves.
