The Proposed Action involves demolition and removal of two antiquated storage buildings, construction of a new multi-purpose building, installation of a new parking lot, site landscaping including creation of an outdoor courtyard, and the installation of service utilities (see Section 2). The need for the Proposed Action was investigated following recommendations developed during the planning stage referred to as PHASE ONE – PLANNING of the Project Development, Approval, and Management (PDAM) process carried out by NOAA.     Attachment 1 2.88.060 ‐ Powers and duties. A. The commission shall advise and assist federal, state, and county government agencies in carrying out their historic preservation responsibilities. B. The commission shall provide public information, education, training, and technical assistance relating to the federal, state, and county historic preservation programs. C. The commission shall initiate, accept, review, and recommend to the state historic preservation officer, historic properties nominations for inclusion on the Hawaii and national registers of historic places. D. The commission shall maintain a system for the survey, inventory, and nomination of historic properties and archaeological sites within the County, as well as a system of site monitoring, that are compatible with that of the State historic preservation office. E. The commission shall administer the certified local government program of federal assistance for historic preservation within the County. F. History on Stones: A Newly-Discovered Petroglyph Site at Kahikinui, Maui Sidsel Millerstrom and Patrick V.Kirch Archaeological Research Facility, University of California Berkeley, CA 94720 Introduction Archaeologists have listed more than 135 petroglyph sites in the Hawaiian Islands (Cox and Stasack 1970; Kirch 1985:271), yet for the vast majority of these there is little or no settlement-pattern context, material culture assemblage, or temporal association. Thus Hawaiian petroglyphs have typically been studied as a thing apart, of interest primarily for their aesthetic qualities, rather than as integral components of larger cultural and social systems. To give meaning to rock art is a challenging matter (Millerstrom 1997), requiring close attention to context, associations, and temporality.
