: Flood and Landslides HRRP and Shelter Cluster Bagmati Province Situation Report No. 1 (as of June 16, 2021)

This Situation report is produced by Shelter Cluster Nepal, Bagmati Province in collaboration with Housing Recovery and Reconstruction Platform (HRRP) primarily funded by CRS-Nepal and UKaid. It covers the situation of affected by flood and landslides due to incessant rainfall of June 15 onwards.

Highlights 1. 350 houses have been submerged by the flood in Municipality and Helambu Rural Municipality.

2. 280 households are displaced.

3. 200 Houses fully damaged and 110 partially damaged.

4. 60 temporary shelters in the Bus park area of Melamchi Municipality were completely damaged. As a result, these households have lost their livelihood opportunities.

5. A total of 700 people have been relocated to safe locations in an Indreswar Secondary School, army barrack and their relative houses in Melamchi Municipality.

6. Help desk has been created for information collection and rescue operational information

7. 10 houses need to be relocated from market.

8. 4 bridges totally collapsed and 2 bridges are at risk (Connectivity between Panch Pokhari & Thangpal village will be lost if the bridges at risk are washed away).

Situation Overview On 15 June 2021, there was a massive flood induced Highly affected wards of Helambu and Melamchi by incessant rain in Helambu Rural Municipality and Melamchi Municipality area that reportedly swept away houses, bridges and roads.

According to the preliminary source of information from the District Administration Office (DAO), approximately 350 houses were submerged by the flood, 60 temporary shelters were collapsed, and 700 people relocated to a safe location at Indreshwori Secondary School in Melamchi Municipality. Major public infrastructures have been affected damaging bridges and road networks while major market areas have been inundated. The penetration of flood in market areas have caused panic. There is a risk of major humanitarian damage in the area. A rescue team of Nepal Army (NA), Armed Police Force (APF) and Nepal Police (NP) have reached the flood-hit Melamchi and Helambu area of Sindhupalchowk district this morning, Wednesday, 16 June 2021 for rescue and situation assessment. While the Initial Rapid Assessment (IRA) of the loss and damage is ongoing by the local governments with the support of Nepal Security forces, there is an urgent need of tents, non-food items (NFI), food rations, blankets, clothes, medical supplies including personal health and hygiene kits. The monsoon has begun and it is estimated that this year monsoon is going to be much higher than expected according to the Department of Hydrology and Meteorology (DHM), Weather Forecasting Division. The pre-started monsoon has already been heavy and continues to rain consistently throughout Nepal. The impact has been greater in Sindhupalchowk because of the fragile landmass weakened by the 2015 Nepal earthquake and the recent Lamjung earthquake in May 2021 that has seriously impacted Sindhupalchowk due to which 4 bridges totally collapsed 2 bridge are at risk of being collapsed if flood situation deteriorates further losing the connectivity between Panchpokhari and Thangpal villages. People in the Melamchi area at risk of probable flood impact have been evacuated to safe locations.

Loss and Damage Rescue and Response Based on the information collected by Shelter Cluster On the morning of 16 June 2021, a rescue team of Nepal in Bagmati Province through local ward representatives Army (NA), Armed Police Force (APF) and Nepal Police District administration office, the detail of damage and (NP) reached the flood-hit Melamchi and Helambu areas loss is reflected in the following table: of Sindhupalchowk district for preliminary assessment of the situation including search and rescue operation. The NA reportedly rescued 60 persons who were trapped inside their houses by the flood. The local governments Districts including (NRCS) are doing initial rapid assessment and the findings are yet to arrive. Appeal from Last year in August 2020, there was a massive landslide in Lidi and Jugal Rural Municipalities, where at least 11 people were reportedly killed. Accordingly, the demographic assessment was done of the landslide affected population using Kobo App and the findings have been submitted to concerned government agencies to enroll them into the housing reconstruction grant list. As the procedural guideline is taking longer in the government system, the landslide affected households need to improve their transitional shelter. There is an urgent need of supporting these affected households for which Jugal Municipality has appealed to all partner organizations to extend support in the transitional shelter construction of a total 45 vulnerable households affected by last year’s landslide. The Rural Municipality intends to complete the transitional shelter reconstruction within 15 days with the technical assistance of district based NA, APF and local people subject to availability of these requested construction materials mentioned hereunder.

Tentative construction material requested for the purpose of constructing 45 transitional shelter of the landslide affected households are as follows:
