Degree awarded June 2015 ii © 2015 Jeffrey Robert Gunn iii DISSERTATION ABSTRACT Jeffrey Robert Gunn Doctor of Philosophy Department of Sociology June 2015 Title: Pipelines of Influence: The Fossil Fuels Industry, Climate Change, and the Policy Planning Network This dissertation analyzes the case of organized climate change denial in the United States as a manifestation of the power of the policy planning and opinion shaping networks in the US. It uses a variety of power structure research techniques to put together a topographical study of a fossil fuels network sitting at the core of a wider conservative network which sits at the core of the policy planning and opinion shaping processes. The connections between the core fossil fuels network and wider conservative policy network are examined at length. Using climate change denial as the case allows for the study of how a distinct industry— fossil fuels—can organize a faction which can help set the ideological agenda of the wider corporate and conservative networks. A power elite theoretical approach outlined by Domhoff is used, and the conclusions that may be drawn from this case study support the usefulness of that approach. I also find that the case at hand illustrates how Domhoff’s model may be extended and augmented in light of the strategic and tactical innovations employed by those in the climate change denial iv faction. Although elites have often tried—with varying levels of success—to employ at least a veneer of populist support in formulating policy, climate change denial employs a new level of sophistication in then fossil fuels’ faction’s long-term strategic planning and investment. This faction’s ability to wrest ideological control of much of the tea party movement and bring that party’s policy aims into line with its own allowed for the addition of a powerful populist element to the climate change denial tactical repertoire.     I Used to be Antifa Gabriel Nadales There was a time in my life when I was angry, bitter, and deeply unhappy. I wanted to lash out at the whole “fascist” system—the greedy, heartless power structure that didn’t care about me or the rest of society’s innocent victims, a system that had robbed, beaten and stolen from my ancestors. The whole corrupt edifice deserved to be brought down, reduced to rubble. I was a perfect recruit for Antifa, the left-wing group which claims to fight against fascism. And so, I became a member. Now I was one of those who had the guts to fight against “the fascists” who were exploiting disadvantaged people. I wasn’t a ‘card-carrying’ antifascist—there is no such thing as an official Antifa membership. But I was ready at a moment’s notice to slip on the black mask and march in what Antifa calls “the black bloc”—a cadre of other black-clad Antifa members— to taunt police and destroy property. Antifa stands for “antifascist,” but that’s purposefully deceptive. For one thing, the very name is calibrated so that anyone who dares to criticize the group or its tactics can be labeled “fascist.” This allows Antifa to justify violence against all who dare stand up or speak out against them. A few groups boldly declare themselves Antifa, like “Rose City Antifa” in Portland. But most don’t, preferring to avoid the negative publicity. That’s part of Antifa’s appeal—and strength: It’s hard to pin down.

I recognize there is a big debate about that. But whatever it is, the cure is to do things in the marketplace, and to let individuals and companies innovate, to come up with alternatives that will deal with whatever the problem may be in an economical way so we don’t squander resources on uneconomic approaches.” 2 The defense outlined by Charles mirrors the strategy of the network he oversees.

At the state and national level, the Kochs use their unlimited resources to influence policy to suit their political and personal needs while hurting middle class and working families. The policies they favor include cutting taxes for corporations and the wealthy; reducing and eliminating regulations to protect workers, consumers, and the environment; privatizing and cutting both Social Security and Medicare; and cutting other programs, including Pell Grants for college. For decades, the Kochs and their network of dark money political front groups have been pushing the Koch agenda in New Hampshire — perhaps more than any other state in the country — which has benefitted billionaires like the Kochs at the expense of Granite Staters. In 2016, New Hampshire will continue to be on center stage in American politics with the First In The Nation primary, a top- tier Senate race, marquee Congressional contests, an open governor’s mansion, and a number of hot button issues in the limelight. At the same time, the Koch network has promised to spend nearly $900 million to buy elections for candidates who will do their bidding for them. The Kochs themselves admit they “expect something in return” for the millions they spend propping up their candidates, but for candidates, backing from the Kochs comes with a high price tag.

This report is prepared in accordance with Alaska Statute 37.05.210. It includes salaries and other compensation such as leave cash-in amounts and salary adjustments, as well as travel and relocation expenses paid to the following: the governor, lieutenant governor, and their chiefs of staff; the president and vice-presidents of the University of Alaska and the chancellors of the individual campuses of the university; the commissioners or other executive heads of the principal departments in the executive branch, and the deputy commissioners and division directors in those departments; and the executive heads of public corporations created by law. This year’s report also includes compensation and travel data for department assistant commissioners at the request of Governor Sarah Palin. This report is no longer published in a hardcopy format, it is available in an electronic (PDF) format at the Division of Finance's website http://fin.admin.state.ak.us/dof/financial_reports/ ctep_toc.jsp. This change in format was implemented based on a recommendation made by the department's Senate Finance Budget Subcommittee in 2003.
