Drawing from and aspiring to contribute to the literatures on Europeanization, Euroscepticism and Public Policy, the project explores the perceptions of supranational, national and sub-national elites about EU Cohesion Policy and the extent at which different strategies and organizational/operational modalities at national and sub- national levels influence the efficient implementation thereof. The methodological framework consists in exploratory qualitative case-study research of selected EU regions in Greece, the United Kingdom and Poland, whereas data and findings collated during elite interviews are interpreted through the lens of discourse analysis. The paper submitted to the Symposium represents a section of the literature review and some preliminary theoretical considerations relating to Euroscepticism.

    Department of Political Science Factors affecting solidarity An argumentative analysis of the European Parliament debate on migration in the Mediterranean Sea STVK02 HT 2017 Felicia Butamanya Jörgensen Tutor: Erik Ringmar 2 Abstract The 12th of April 2016, the European Parliament held a debate concerning the migration on the Mediterranean Sea. The issue has turned into a political crisis that has divided the member states of the European Union. This study intends to examine whether geographical distance may condition solidarity. Through an argumentative analysis, arguments by Swedish, Finnish, Greek and Italian members of the European Parliament will be analyzed to establish whether political orientation, or geographical location is more likely to explain the difference in statements. It is found that the hypothesis of North European arguments more often being characterized by logic and South European by emotion is correct. Thereby the conclusion of the study is that the geographical distance, in this case, is more likely to explain the different arguments, than political orientation.     Greece: A story of government punishment and party-system stabilisation eftichia teperoglou In Greece the 2019 European Parliament elections took place on May 26th, together with municipal and regional elections. The governmental party of the radical left SY- RIZA suffered severe losses, whilst the centre-right party of New Democracy (ND) increased its electoral strength and gained a plurality for the first time since the 2012- 2015 period. The outcome of the election had immediate consequences for the na- tional electoral arena. On the night of the election, the Greek PM Alexis Tsipras cal- led for snap elections (four months ahead) to be held on 7 July 2019. the context The 2019 European election in Greece was the first contest after the national elec- tions in September 2015. It arrived after a very busy political timeline, as from 2012 to 2015 there were four consecutive national elections, the 2014 EP election and the referendum of 2015 on acceptance or rejection of an EU/IMF lending proposal (the third bailout agreement since 2010). The majority of citizens still share high levels of Eurosceptical attitudes towards the EU (e.g. only 25% have a positive image to- wards the EU according to the standard Eurobarometer 90 in autumn 2018, while the European average is 43%) – a reflection on the economic crisis. From the 2014 to the 2019 European elections, the country experienced a ten- se period both in economic and socio-political terms. Under the first coalition go- vernment between SYRIZA and the nationalist right-wing party of Independent Gre- eks/ANEL (formed in the aftermath of the January 2015 national elections), the coun- try entered a phase of sharp economic instability.

The focus is on key plenary debates relating to developments in Hungary, Poland, Malta, Romania and Spain. By using discourse analysis, the researcher first, assesses the contested interpretations of liberal democracy among MEPs and second, reveals the underlying patterns of position taking by taking into account regional and EP party group affinities. It shows that some values and norms that the EU basically has been founded upon are being eroded by the new profiles of normative contestation that however strongly pertain to ideological considerations. The results yield that a transformative change depends on the outcome of the European Parliament elections this May.     ‘Euro-realism’ in the 2014 European Parliament elections: the European Conservatives and Reformists (ECR) and the democratic deficit The European Conservatives and Reformists (ECR) emerged as the third largest ‘Euro-party’ after the 2014 European elections, and are now well-positioned to perform a central role alongside the European People’s Party (EPP) and the Progressive Alliance of Socialists and Democrats (S&D) in the eighth session of the European Parliament (EP). Despite this, relatively little is known about the views that ECR politicians represent, especially their core party ideology of ‘Euro-realism’. In this article, it is argued that the development of ECR since 2009 is ultimately rooted in a central desire by its member party politicians to reform the European Union (EU) by addressing its ‘democratic deficit’ without destroying the wider integration project altogether. More widely, ECR is the most visible vehicle for ‘soft’ Euro- scepticism in the EP, promoting ‘governance before policy’. ECR was established after the previous elections in 2009 by politicians from the United Kingdom (UK), Poland and the Czech Republic who were uncomfortable with the federalist policy of ‘ever closer union’ (European Union 2009) promoted by the main centre-right group, the European People's Party (EPP).
