I. PROJECTS STATUS AND RATIONALE FOR RESTRUCTURING

A. Projects status 1. The PROPAD Project was approved on April 30, 2018 and has been effective since November 30, 2018. The project has four components: (i) Component A: Institutional Support for Sustainable Agriculture Development and Climate Resilience (US$12.6 million equivalent from IDA). This component is designed to strengthen institutional capacities for agricultural research and development (AR&D) and climate change adaptation at national level; (ii) Component B: Supporting Adoption of Demand-driven Technologies and Climate-smart Agriculture (US$27.2 million equivalent, of which US$23.6 million equivalent is from IDA). This component will support the adoption of high productivity and climate resilient technologies and practices; (iii) Component: Contingent Emergency Response (US$0 million). This component will create a mechanism for financing emergency eligible expenses in case of a disaster event by including a “zero-dollar” Contingent Emergency Response Component (CERC); and (iv) Component: Project Management, Coordination, Monitoring and Evaluation (M&E) and Knowledge Management (US$4.8 million equivalent from IDA). This component will support: (i) coordination and management, including human resources, financial management (FM) and procurement; (ii) monitoring and evaluation and technical studies; (iii) knowledge management and communication; (iv) safeguards and citizen engagement, including piloting an iterative beneficiary monitoring (IBM) system for obtaining feedback and informing on project implementation; (v) establishing a Grievance Redress Mechanism (GRM); (vi) financing of Incremental Operating Costs; (vii) rehabilitation of office space required for project management; and (viii) equipment required for project management and supervision. 2. Project implementation is progressing well. As of January 2020, the project has successfully completed key activities, namely the: (i) recruitment of the remaining Project Implementation Unit's staff; (ii) signing of the MoUs with implementation institutions (ITRAD, ANADER, ANAM, DEPS and CNCPRT); and (iii) approval by the Bank of the AWP&B. In addition, key studies have been completed, including the Master Plan for Agricultural Research for Chad and the Strategy for Agricultural Extension for PROPAD’s target areas. The implementation of the e-voucher and e-extension pilot activities is also progressing well. The setting up of the systems for both have been completed and currently the project is in the process of the recruitment of the private firm that will manage these systems. The activities of production of improved seeds and the academic training of the first batch of young scientist have started. The ratings for both the progress towards the Development Objective and Implementation Progress were rated Moderately satisfactory. B. Rational for restructuring of the PROPAD project 3. The proposed restructuring is in response to the official request from the government of Chad of November 26, 2019 (see Annex 1). This request results from the joint government of Chad’s and the World Bank’s efforts to consolidate the agriculture portfolio under the World Bank financing. request the government proposed to close the PURCAE project and incorporate the remaining activities to be implemented by IOM into the PROPAD project.. 4. The PURCAE was designed to support the Government of Chad in dealing with the refugee and returnees crisis resulting from the conflicts in the . The project development objective was to improve the availability of and access to food and livestock productive capacity for targeted beneficiaries affected by the conflict in the Central African Republic on the Recipient's territory. The initial project was approved on October 14, 2014, for a total amount of SDR 11.9 (US$18 million equivalent) with an expected closing date of April 30, 2017. However, with the crisis still ongoing, and in response to the Government’s request, an additional grant of SDR11.4 million (or US$16 million equivalent) was approved by the Board on September 27, 2017, with a new closing date for the project of September 30, 2019. The implementation of the project components’ level activities were carried out by the UN Agencies, namely FAO, UNICEF, and WFP which was later on replaced by IOM1. And except for the IOM activities, implementation of project activities by UNICEF and FAO had been completed as of February 2020 5. Under this restructuring, the PROPAD project will expand its activities to the crisis-affected communities (host communities, refugees and returnees) in order to contribute addressing this situation through cash- for-work transfer and support for the rehabilitation of productive assets in addition to promoting the adoption of improved technologies leading to increased productivity and to enhance the climate resilience of agricultural production systems. Implementation of these activities will be done in collaboration with the IOM. The latter has experience with World Bank’s Operations as it had implemented many World Bank Projects (including the PURCAE project). 6. Currently Chad hosts more than 468,000 refugees, 117,000 Internally Displaced Persons (IDPs), 117,000 returnees and thousands more returning IDPs and stranded migrants (HRP 2019). This is compounded by an ongoing economic crisis, a near exhaustion of host communities’ absorption capacities and a severe ongoing food security crisis.

II. DESCRIPTION OF PROPOSED CHANGES

7. The restructuring will be processed under the World Bank’s Operational Policies (OPs) as it entails a change in both implementing arrangements (addition of IOM) and location (extension of the Project area to the region) and not a material change in the activities to be financed by the project as stated in paragraph 10 first bullet Thus the proposed changes to the PROPAD project will consist of:  Adding a sub-component B4. Resilience building of targeted refugees, returnees and selected host communities (US$ 2.8 million equivalent). Within this sub-component the PROPAD project will expand its activities to the crisis-affected communities (host communities, refugees and returnees) in all four targeted areas, by supporting increased productivity and climate resilience of agricultural production systems. IOM will intervene specifically on resilience building through cash-for-work transfer based methodologies and productive asset rehabilitation aimed at: a) contributing to the purchasing power of the most vulnerable community members, b) increasing financial management capacities of communities, both for small businesses and households, and c) contributing to the increase in productivity or marketing of the produce. The assets to be selected will aim to enhance agricultural activities to improve productivity and ultimately reinforce resilience and will include, among others infrastructure rehabilitation in the form of

rehabilitation of feeder roads, flood prevention mechanisms, soil restoration, demarcation of transhumance corridors, lowland development for off-season crops or protection of crop areas (in line with PROPAD initial activities). The actual selection of the assets on which the project will work on will be made in consultation with the Communities, and the activities will be implemented through cash for work rotations composed of community members themselves. . To further the impact of the cash transfer and rehabilitated assets, capacity building activities will also be carried for the targeted communities, in project implementation, community mobilization, conflict management and resolution, prevention of fraud, the procedure of beneficiary selection, etc. Given the potential for social tensions between refugees, returnees and host communities and taking into account different needs of each population, IOM will work with the communities through Project Implementation Teams (PITs) , to ensure full participation of all community members. Members of these teams include representatives of refugees, returnees and host communities, administrational and traditional leadership (ensuring representation of different religious communities where appropriate), as well as representation of youth and women leaders. Selection of the members will be based on criteria shared by IOM with the communities and IOM will monitor the preparation of the beneficiary list and verification against the selection criteria in addition to reviewing the list of productive asset projects. The milestone will be the equal representation of refugees, returnees, and host community members, with 50% of women participating, in the work teams. For the purpose of collecting complaints and feedbacks, a 24-7 toll-free hotline (toll free) will be opened specifically for this project to ensure complaints and feedback are collected in a timely and regular fashion. The number of the complaint hotline will be shared during the first community meeting. IOM staff will follow up on complaints or feedback and keep close record of each incoming call with a reaction expected within 24h of receipt of a complaint. This will be in addition to the GRM established for the PROPAD project.  Revision of the results framework of the PROPAD project: the revision will be to add the following three intermediate level indicators under component B, namely: i. Total beneficiaries who participated in Cash for Work program (number) ii. Productive assets rehabilitated (number); and iii. People trained (number). By the end of the project: a total of 25 productive assets in Logone Orientale, Moyen Chari, Mandoul and regions are to be rehabilitated; the activities implemented through cash for work are expected to benefit a total of 13,600 people (refugees, returnees and host communities); and . the capacity building activities will target a total of 5,100 people.  Implementation arrangement: For the purpose of carrying out the new activities, the PCU of the PROPAD project will sign a contract with IOM. The PROPAD PCU will continue to be responsible for the overall coordination responsibility of IOM’s activities and the day-to-day Project management and coordination, including the preparation of consolidated Project reports, Environment Social safeguards (E&S) compliance, functioning of the Grievance Redress Mechanism (GRM) and other functions as shall be set forth in the Project Implementation Manual (PIM). The PIM of the PROPAD will be updated no later than 30 days after Effectiveness and reviewed and given the Non-Objection by the Bank.  Project area: For the purpose of these activities the Logone Oriental region will be added to the existing PROPAD intervention areas of Salamat, Mandoul, and Moyen Chari.  Environmental and social safeguards: There is no change in Environmental Assessment (EA) category, however, the Integrated Safeguards Datasheet (ISDS) document has been updated to reflect new project location as well as cash transfer activities. IOM has experience with the World Bank’s Operations as it implemented many World Bank Projects (including PURCAE 2)and will be responsible for necessary environmental and social work - such as Environment and Social (E&S) screening, E&S instruments( Environmental and Social Management Plan (ESMP/RP). The PROPAD PCU will continue to have overall responsibility for the satisfactory implementation of the safeguard instruments and will audit/assess IOM’s environmental and social performance as part of their supervision mission (at least quarterly). The Environmental and Social Management Framework (ESMF) will be updated to provide details regarding the new project location salient characteristics as well as necessary mitigation measures for the new proposed activities; selection criteria for the cash for work activities, communication plan and the functioning of the Grievance Redress Mechanism (GRM). .  Addition of a new disbursement category and reallocation of funds: with the restructuring a new disbursement category 6 “Goods, works, non-consulting services, consulting services, Incremental Operating Costs, Training and Cash -for-Works Transfers under Part B.4 of the Project “ will be added and reallocation of funds will be done as illustrated in table 1 below:

signe le 10 novembre 2017, avec le Projet PROPAD objet de l'accord de don No. IDA D302-TD entre la République du Tchad et l'IDA, signe le 19 Juin 2018.

De ce fait, et j'ai l'honneur de vous adresser par la présente, une requête consistant en :

La clôture du Projet PURCAE - {Don IDA D235-TD) .

Une restructuration du Projet PROPAD {Don IDA D302-TD) pour recevoir les activités restantes du PURC AE.

La restructuration du Projet PROPAD occasionnera éventuellement des révisions, notamment : de la structure des composantes, par un ajout d'une nouvelle composante et du cadre de résultats, par un ajout d'indicateurs intermédiaires. Les équipes des deux Projets (PURCAE et PROPAD) travailleront de près avec l'équipe de la Banque mondiale pour déterminer les révisions nécessaires du PROPAD (Don IDA D302-TD) pour refléter ce transfert d'activités.
