The UFST concept was developed by the Virginia Department of Forestry and the North Carolina Forest Service in 2008 in order to have a professional agency response to storm events in more urban settings. These crews evaluate residual public trees for risk based on the latest ISA tree risk protocols and document any damage to trees based on FEMA standards. UFSTs provide communities with documentation for FEMA reimbursement for work on or removal of public trees after storm disasters. The crews also document risk in residual trees for the municipal forestry staff. UFSTs have responded to storm events in Oklahoma (ice storm in 2008), Louisiana (hurricane in 2008), Arkansas/Kentucky (ice storm in 2009), North Carolina and Virginia (Hurricane Irene in 2012). The September mock exercise had three objectives. First, it was a practice exercise to keep crews familiar with the protocols and equipment. Second, the exercise was done in cooperation with the Virginia Department of Emergency Management in order to integrate UFSTs into the Emergency Management Assistance Compact (EMAC) and to test mutual aid response (Fairfax County participated), and finally to familiarize local communities with the UFST capability. The exercise ran for three days and involved response to streets and parks in Virginia Beach, Norfolk and Portsmouth. MAC-ISA Canopy Coverage 16 Fall 2013 Big Tree News The tree was originally discovered during vegetation surveys by Lou Aronica and Mary Pat Rowan of the D.C. Chapter of the Maryland Native Plant Society over a decade ago. It was carefully measured many years later on December 13, 2012 by Rod Simmons, Greg Zell, David Garcia, Mary Pat Rowan, and Michael Davenport. It validly measured at 24’ 6” CBH (circumference at breast height; 54”) on the upper slope below the multiple trunks, but since it was multi-trunked and also on a slope we decided to measure it at the smallest circumference below the multiple trunks (3’), giving us a circumference of 23’ (276 inches). Its height is 105’ (with clinometer) and crown spread is 106’ x 102’, with an average crown spread of 104 feet. The good news is that this tree at 407 total points comes in at exactly the same total score (points) as the current National Champion in Arnold, Maryland (also 407 total points) – probably better to have two, equal National Champion trees of the same kind than one! The tree is completely healthy and has escaped any gratuitous, unnecessary power line trimming/pruning (fortunately Chain Bridge Rd., NW D.C. is a quiet, winding, country-like lane that preserves much of the natural topography, road edges, and vegetation). Vigilance is required though to ensure that the tree is protected from encroachment and unnecessary trimming/pruning, etc.
