KONSTRUKSI TEROR TERHADAP PENYIDIK KPK (Framing Pemberitaan Teror Terhadap Novel Baswedan di Harian Tempo dan Harian Republika). Media massa merupakan sarana yang digunakan oleh seseorang, kelompok maupun organisasi untuk merealisasikan suatu kepentingan. Media membingkai sebuah pemberitaan guna mencapai tujuannya. Peran media massa dalam membingkai kasus teror terhadap Novel Baswedan pada April 2017 menjadi kuat. Novel Baswedan merupakan aparat negara yang bertugas sebagai penyidik Komisi Pemberantasa Korupsi (KPK). Novel diteror oleh dua orang yang tidak dikenalnya menggunakan air keras yang mengakibatkan matanya rusak pada 11 April 2017 lalu setelah ia melaksanakan salat subuh di dekat rumahnya, hingga saat ini pelaku pun belum terungkap. Novel sudah beberapa kali mendapat tindakan kriminal saat menjalankan tugasnya. Pembingkaian kasus teror terhadap Novel Baswedan dalam Harian Tempo dan Harian Republika terlihat berbeda pandangan. Harian Tempo terlihat membingkai kasus tersebut berkaitan dengan kasus Setya Novanto dan e-KTP. Sedangkan Harian Republika lebih menekankan kronologi kejadian teror terhadap Novel Baswedan di dalam headline -

INDONESIA 2017 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Indonesia is a multiparty democracy. In 2014 voters elected Joko Widodo (commonly known as Jokowi) as president. Domestic and international observers judged the 2014 legislative and presidential elections free and fair. Domestic and international observers judged local elections during 2017 for regional executives to be free and fair. Civilian authorities generally maintained control over security forces. The most significant human rights issues included: claims of arbitrary or unlawful killings by government security forces; torture and other cruel, inhuman, or degrading treatment or punishment by police; harsh and life threatening conditions in prisons and detention centers; arbitrary detention by the government; detention of political prisoners; limits on the freedom of expression due to laws addressing treason, blasphemy, defamation, and decency; limits on freedom of association; official corruption and attempts by government elements to undermine efforts to prosecute corrupt officials; criminalization of same-sex sexual activities at the local level and violence against lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons; and forced or compulsory labor. Impunity for serious human rights violations remained a concern. In certain cases, the courts meted out disparate and more severe punishment against civilians than government officials found guilty of the same crimes. Section 1.
