A DISCHARGE PERMIT (S15): to discharge water from the Power Station and water containing contaminants (drainage water and stormwater) from the penstock slopes, roof of Lake Coleridge Power Station, roads and bores to the River via a tailrace at or about map reference K35:905-588

COMMENCEMENT DATE: 28 Oct 2016

EXPIRY DATE: 19 Dec 2031

LOCATION: Lake Coleridge Power Station, LAKE COLERIDGE

SUBJECT TO THE FOLLOWING CONDITIONS:

1 The maximum rate of discharge of water and contaminants from the Lake Coleridge Power station via a tailrace to the shall not exceed 40.1 cumecs.

2 a. Any discharge is to be substantially free from suspended solids, grease, and oil; b. After allowing for reasonable mixing of the discharge with the receiving water i. The natural water temperature shall not be changed by more than 3 degrees Celsius; ii. The acidity or alkalinity of the water as measured by the pH shall be within the ranges 6.5 to 8.3, except where due to natural causes; iii. The waters shall not be tainted so as to make them unpalatable, nor contain toxic substances to the extent that they are unsafe for consumption by humans or by farm animals, nor shall they emit objectionable odours; iv. There shall be no destruction of natural aquatic life by reason of a concentration to toxic substances; v. The natural colour and clarity of the water shall not be changed to a conspicuous extent.

3 Whenever power station outages cause Coleridge Power Station to cease discharging water to the Rakaia River for more than 24 hours and the Rakaia River flow is within 30 cumecs of the minimum gorge flow prescribed in the National Water Conservation (Rakaia River) Order 1988, the consent holder shall take immediate steps to shut off the Harper Diversion.

4 Whenever power station outages cause Coleridge Power Station to cease discharging water to the Rakaia River for more than 24 hours and the Rakaia River flow is within 30 cumecs of the minimum gorge flow prescribed in the National Water Conservation (Rakaia River) Order 1988, the consent holder shall take immediate steps to shut off the Wilberforce Diversion.

5 The Canterbury Regional Council may annually, on the last working day of June, serve

notice of its intention to review the conditions of this consent for the purposes of: a. dealing with any adverse effect on the environment which may arise from the exercise of the consent and which is appropriate to deal with at a later stage; or b. requiring the adoption of the best practicable option to remove or reduce any adverse effect on the environment; or c. complying with the requirements of a relevant rule in an operative regional plan.

6 Charges, set in accordance with section 36 of the Resource Management Act 1991, shall be paid to the Regional Council for the carrying out of its functions in relation to the administration, monitoring and supervision of resource consents and for the carrying out of its functions under section 35 of the Act.
