Oleg Kalugin.2 Introduction As the United States and Russia launch a Great Crusade against organized crime, questions emerge not only about the nature of joint cooperation, but about the nature of organized crime itself. In addition to narcotics trafficking, financial fraud and racketecring, Russian organized crime poses an even greater danger: the theft and t:rafficking of weapons of mass destruction. To date, most of the discussion of organized crime based in Russia and other former Soviet republics has emphasized the need to combat conven- tional-style gangsters and high-tech terrorists. These forms of criminals are a pressing danger in and of themselves, but the problem is far more profound. Organized crime-and the rarnpant corruption that helps it flourish-presents a threat not only to the security of reforms in Russia, but to the United States as well. The need for cooperation is real. The question is, Who is there in Russia that the United States can find as an effective partner? "Superpower of Crime" One of the greatest mistakes the West can make in working with former Soviet republics to fight organized crime is to fall into the trap of mirror- imaging. -

Country Information and Guidance Ukraine: Background information, including actors of protection and internal relocation Version 1.0 August 2016 Preface This document provides country of origin information (COI) and guidance to Home Office decision makers on handling particular types of protection and human rights claims. This includes whether claims are likely to justify the granting of asylum, humanitarian protection or discretionary leave and whether – in the event of a claim being refused – it is likely to be certifiable as ‘clearly unfounded’ under s94 of the Nationality, Immigration and Asylum Act 2002. Decision makers must consider claims on an individual basis, taking into account the case specific facts and all relevant evidence, including: the guidance contained with this document; the available COI; any applicable caselaw; and the Home Office casework guidance in relation to relevant policies. Country Information The COI within this document has been compiled from a wide range of external information sources (usually) published in English. Consideration has been given to the relevance, reliability, accuracy, objectivity, currency, transparency and traceability of the information and wherever possible attempts have been made to corroborate the information used across independent sources, to ensure accuracy. All sources cited have been referenced in footnotes. It has been researched and presented with reference to the Common EU [European Union] Guidelines for Processing Country of Origin Information (COI), dated April 2008, and the European Asylum Support Office’s research guidelines, Country of Origin Information report methodology, dated July 2012. The system of passports and residence control in the USSR remains basically as onerou s and complex as it was when established nearly six decades years ago . Extensive criticis m through glasnost', and discussion in a USSR Supreme Soviet committee have brought little substantive change. The system can still be used, as in the thirties, for purposes of political control and oppression. Despite its obvious economic and social disadvantages, intensificatio n of nation-wide problems make its removal or liberalization unlikely . 2. Internal passports and "propiska" (the system for registering and regulating residence) have existed in the USSR since December, 1932, while the current statute dates back t o August, 1974 . Three other important documentary systems may be distinguished, - th e work-book (trudovaya kniga), the military service card (voenny bilet), and the foreig n passport, but these lie outside the scope of our investigation, and are mentioned only when relevant . 3. As a consequence of the removal of censorship, long-suppressed feelings of disconten t were expressed, particularly with regard to propiska, though the passport was also criticized . -

The ministry is one of the cornerstones of power for Igor Sechin, the deputy prime minister and Surkov’s rival. Surkov’s plans for the ministry are meant to render Sechin’s allies in the ministry politically impotent — but the plans have yet to be approved by Russia’s primary decision-maker, Prime Minister Vladimir Putin. Editor’s Note: This piece is part of STRATFOR’s ongoing coverage of the latest developments in the power struggle within the Kremlin. As the Kremlin Wars — a struggle between Russia’s two powerful political clans — continue to unfold, one of the fiercest and most dangerous fights is the struggle for the control of the Interior Ministry, one of the most powerful ministries in Russia. STRATFOR sources in the Kremlin have said that Vladislav Surkov, deputy chief of staff to President Dmitri Medvedev and leader of one of the Kremlin’s two rival clans, is planning a major reorganization of the Interior Ministry. Margarita Zernova University of Hull, Kingston upon Hull, United Kingdom RUSSIAN POLICE AND CITIZEN: PUBLIC RESPONSES TO THE STATE OF CONTEMPORARY POLICING AND THEIR UNINTENDED CONSEQUENCES Abstract This paper will discuss public experiences of policing in contemporary Russia, coping techniques employed by citizens who believe that police can hardly be relied on for protection and the social impact of such adaptations. The author gives historic aanalyses of development of russian milicia from early 80-s till now. The artile is based on the empirical study of everyday survival in post-socialist countries the analysis of adaptation strategies that emerged to compensate for the failure of Russian militsiya to perform their functions. It also adds to the body of research which examines public attitudes towards militsiya. Surveys conducted in post-Soviet Russia (Moscow and Oryol) in 2007 and 2009 Key words: militsiya; corruption; abuses of power; panishment; dysfunctional policing; victimization Introduction This paper will discuss public experiences of policing in contemporary Russia, coping techniques employed by citizens who believe that police can hardly be relied on for protection and the social impact of such adaptations. This will be done on the basis of findings derived from an empirical study. The discussion will begin with describing the background of the Russian police and the broader social context within which the institution operates. Then the empirical study which forms the foundation of this paper will be introduced and its findings presented. The paper will proceed to analyze the implications of the findings for the social order that has emerged on the ruins of the communist empire. -
