Minutes of the proceedings of the Ordinary Meeting of the Llanasa Community Council held at the Community Centre, Pen-y-Ffordd, on Tuesday 16th April 2019.

PRAYERS:

Members joined the Chairman in saying the Lord's Prayer.

Councillor Mrs Banks advised Members of the passing of former Llanasa Community Councillor Butler, and Members acknowledged the contribution made with a moments silence.

1.) APOLOGIES FOR ABSENCE Apologies were received from Councillors Ms Braun, Mrs Fisher, Mrs Roberts and Waraich.

2.) TO CONFIRM THE MINUTES OF THE ORDINARY MEETING OF THE 19TH MARCH 2019.

The minutes of the Ordinary Meeting on the 19th March had been circulated to Members with the Agenda. Councillor Luke proposed, seconded by Councillor Williams, that the minutes be accepted as a correct record, and were signed by the Chairman.

3.) TO REVIEW ANY APPLICATIONS FOR THE COUNCILLOR VACANCY IN GRONANT WARD:

No further expressions of interest had been received, and the vacancy would be re-advertised.

4.) CORRESPONDENCE.

Schedules of correspondence had been circulated with the meeting papers, and the Clerk high-lighted the following items which required Councillor consideration;

 an email from County Council with feedback from Independent Members of the Standards Committee following attendance at Town & Community Council meetings. Councillor G Banks commented that the report had identified details lacking at meetings, but had not given any examples of good practice.  information received from Arriva Buses regarding the parking situation in Gronant and Ffynnongroyw which was causing problems for public transport vehicles. This item was included on the meeting agenda.  the Clerk had received an email from a resident of Gronant who had raised a petition to reduce the speed limits on Abbey Drive. This item was included on the meeting agenda.  an email from the Institute of Welsh Affairs requesting information on towns and communities with in excess of 1000 in population. Councillors discussed this item and agreed that the community of Gronant / had a estimated population of approximately 1200, and information should be collated for inclusion.  a further email had been received from Mr Owen regarding the maintenance of benches and notice-boards throughout the Community. The Clerk has identified the benches and notice- boards that are the responsibility of the Community Council and has arranged for a review for maintenance purposes.  an email from Mr Breeze of Gwespyr regarding the development of Kelston Farm. It would appear that footings for 5 dwellings were put down some 30 years ago, and the properties are now being finalised.  email discussions regarding the street-lighting on Station Road, . Councillors discussed the ongoing situation which was now unacceptable. The lighting had now been not working for approximately two years and we appear to be no nearer getting the lighting working. Councillors agreed that we should ask FCC lighting department for an estimate to carry out repairs. Further discussions would be included on the agenda for the May meeting.

Other Correspondence:

 following discussions regarding the street-lighting stock throughout the Community, the Clerk had contacted the lighting department of Flintshire County Council for information on the Salix Funding Scheme to cover the costs of replacing older lighting stock. Details of the scheme were circulated to Councillors present, and the Clerk advised he would send the information to those Councillors not present for further consideration. The item would be included on the agenda for the May meeting.

5.) TO CONSIDER PLANNING APPLICATIONS SUBMITTED BY FLINTSHIRE COUNTY COUNCIL.

059672 Conversion of redundant barn into holiday let accommodation at Moelfryn, Llanasa.

Councillors discussed this application and no objections were raised.

059714 Erection of single storey pitched roof extensions to side and rear of dwelling (demolition of existing flat roofed structure and conservatory) at Ingledown, .

Councillors discussed this application and no objections were raised.

059700 Proposed erection of two detached dwellings including means of access and associated works at land adjacent to Epworth Villa, Ffynnongroyw, Tanlan.

Councillors discussed this application and determined to raise objections on the grounds of overdevelopment and out of keeping with surrounding properties. Applications Determined by Flintshire County Council:

Councillors were advised that the planning application (059124) for the demolition of existing dwelling and erection of 3 town houses and garages and construction of new vehicular access at Parkfield, Llanasa Road, Gronant had been refused at the Development Control Committee meeting, although no formal notice of this had been received.

Councillor M Williams advised Members of concerns that the development of the former Afan Goch Inn, Trelogan was ongoing, and there now appeared to be 5 new bedrooms at the back of the property. (The original planning application (059006) was for a second storey rear extension.)

6.) TO CONSIDER A PROPOSAL TO REDUCE VEHICLE SPEED LIMITS ON ABBEY DRIVE, GRONANT

Councillors discussed this proposal, and although there was agreement that the road in question was not suitable for higher speed limits, the decision on this matter was the responsibility of the County Council, and we should defer to the highways department.

7.) TO DISCUSS THE ARRIVA PROPOSAL TO CEASE BUS SERVICES THROUGH FFYNNONGROYW

Councillor G Banks had received an email from Ruth Cartright of Flintshire County Council advising Arriva Wales bus services through Ffynnongroyw were at risk due to the parking situation in the village. Councillor G Banks advised Members that this was not an idle threat, and the Transport Manager of the County Council, Mr Anthony Stanford, was sending a team to the village to assess the problem, and try to manage the situation. A scheme was to be discussed that would accommodate bus access and residential parking, and consultation events would take place. Residents of the village should be encouraged to attend the consultation events, and the County Council would be meeting next week to review possible dates. Councillor Luke advised Members that buses get stuck approximately once every three months. Councillor Mrs Banks advised that there had been a proposal some years ago for parking on the car-park of the Crown Hotel Councillors were advised that the bus service through Gronant was to cease in May due to similar problems.

8.) TO DETERMINE THE PRECEPT ON THE COUNTY COUNCIL FOR 2019/20

This item had been incorrectly included on the agenda, as it had been concluded in January 2019. 9.) ACCOUNTS

RESOLVED

That the accounts, as submitted, be approved for payment.

The Clerk provided Members with a copy of the latest budget monitoring report, together with a copy of the bank reconciliation as at 31st March 2019. The Clerk also reported that the Council's records for the year ended 31st March 2019 had been sent to JDH Business Services for internal audit.

Councillor J Williams advised the potholes on Llanasa Road, Gronant were now at a dangerous level and although re-surfacing was not being considered due to the new housing development, urgent repairs should be carried out to eliminate possible accidents.

The Clerk would advise Street-scene.

13). DECLARATIONS OF INTEREST BY MEMBERS IN ACCORDANCE WITH THE COUNCILS CODE OF CONDUCT:

Councillor G Banks submitted a Declaration of Interest regarding a planning application (059759) on the property Fron Deg, Well Lane, Ffynnongroyw.
