Welcome to America.” - The Late Russell Means of the Oglala Sioux Nation Photo Taken by Brieanah Gouveia G o u v e i a | 2 Paradise Lost: the Controversy Behind US Federal Recognition of Native Hawaiians Brieanah Ka´ohinani Wylde Gouveia Henry Fowler Policy Paper Competition Since the overthrow of Hawai´i’s last reigning monarch, Queen Lili´uokalani, in 1893, there has been no formal government-to-government relationship between a unified Native Hawaiian political organization and the United States government. However, on September 23, 2016, the Department of the Interior’s Office of the Secretary passed a final ruling outlining the administrative process for Hawaiians to form their own government body, if they so choose.1 Part of the DOI’s motivation for condoning Native Hawaiian federal recognition and self-governance, after more than a century, is to improve the US’s ability to fulfil its trust responsibilities to this indigenous group, set forth in legislation such as the Hawaiian Homes Commission Act of 1921 and the Hawai´i Statehood Admissions Act of 1959.2 Should the Hawaiian community organize and establish such a government, it would make them eligible for similar political and legal status, immunity and benefits as are granted to the roughly 566 federally recognized Native American and Alaskan tribes today.3 This is particularly important to evade constitutional challenges based on racial discrimination that have been made against benefits and programs created solely for Native Hawaiians.

    Return of the Coho Ceremony Return of the Salmon ceremonies have been a part of Pacific Northwest Native culture for centuries, as the Salmon People welcome back the species that feeds them, and vow respect and protection eternally. The Jamestown S’Klallam Return of the Coho ceremony took place on Sept. 30th at the Dungeness River, at the Tribe’s Railroad Bridge Park. Tribal Council Chair Ron Allen welcomed the guests, who numbered about 40. The Jamestown Singers sang the Klallam Welcome Song. Tribal Elder and fisherman Marlin Holden, called up to offer the blessing, began by recognizing the fishermen who began fishing immediately following the Boldt Tribal Elder Marlin Holden blesses and hands the ceremonial Coho salmon to Decision, reasserting the Tribes’ rights Quinlin Adams, while Tribal Council Chair Ron Allen, Treasurer Theresa Lehman to fish– Carl Lawrence, Bill Allen, David and Secretary Lisa Barrell look on. Holden, Mark and Tom Becker, Robin and Casey Allen, and he asked for more young people to begin fishing to continue the tradition. Then, Holden thanked the river and the harvest it offers the S’Klallam people. Elaine Grinnell spoke of the importance of the salmon and her people. Tribal Council Secretary Lisa Barrell explained the importance of the ceremony as a way of showing respect for the river, the salmon and the ancestors. "Planter's Paradise" traces the transnational environmental history of cane planting in Hawaiʻi, from Polynesian settlement to the early twentieth century, to explore how an export-based mono-culture plantation system eclipsed diversified farming, how cultural encounters between indigenous and Euro-American groups influenced agriculture and natural resource use, and how the politics of planting contributed to the rise of American hegemony over the islands. With research grounded in plantation records, agricultural association publications, popular media, and personal correspondence, I address sugarcane planting as a point where ideas about nature, methods of converting nature into commodities for consumption in distant markets, and nature itself influenced each other within the context of U.S. imperial expansion. I argue that the ascendance of Hawaiʻi’s sugar industry was the result of cultural encounters, economic relations, and environmental conditions at the local level, but cane planting also connected the archipelago to particular transnational networks of economic, ecological, and cultural exchange.
