[email protected] and Ceridwen Spark School of Global, Urban and Social Studies RMIT University Australia [email protected] Abstract: The literature on gender and democratic politics in the Pacific Islands is dominated by a deficit model that seeks to explain the dearth of women candidates, of MPs and of women holding senior political positions. A small body of recent scholarship has focused on the experience of a select few women who have defied the odds to win high office. Specifically, this work has focused on the strategies that women leaders employ to win election in male dominated environments. This article extends these studies by focusing on how women govern and lead. Drawing on interviews with President Hilda Heine, the first and only woman elected head of state in a small Pacific Island country, her staff and network of supporters, we outline seven strategies for women politicians. Documenting these strategies serves three distinct purposes: 1) they add to our understanding of how Pacific women leaders undertake intentional action to shape male dominated environments; 2) they contain important primary source material that adds to the historical archive of this period in Marshallese politics; and 3) they inform efforts by reformers, including international donors, aiming to equip women leaders to serve in senior positions, both in Marshall Islands and the wider Pacific island region.

    MARSHALL ISLANDS The Republic of the Marshall Islands is a constitutional republic with a population of approximately 52,000. In 2007 voters elected the Nitijela (parliament) in generally free and fair multiparty elections. In October 2009 a vote of no confidence in the Nitijela removed Litokwa Tomeing from presidential power, and the Nitijela elected its speaker, Jurelang Zedkaia, as president. Security forces reported to civilian authorities. Human rights problems during the year included poor prison conditions, government corruption, violence against women, child abuse, and lack of worker protections. RESPECT FOR HUMAN RIGHTS Section 1 Respect for the Integrity of the Person, Including Freedom From: a. Arbitrary or Unlawful Deprivation of Life There were no reports that the government or its agents committed arbitrary or unlawful killings. b. Disappearance There were no reports of politically motivated disappearances. c. Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment The constitution prohibits such practices; however, in August, after a police officer was injured during a fight among prisoners at the Majuro prison, police chained four prisoners to the outdoor staircase of the firehouse next to the police station for five days. The prisoners were forced to wear clothing normally worn by firefighters. They were obliged to sleep on the stairs and were released only to use the bathroom facilities. Police released the prisoners from the staircase after the attorney general ordered them to do so. At year's end no disciplinary action had been taken against the officers involved.
