The proposal further specifies that the report should describe the board’s oversight of process safety management, staffing levels, inspection and maintenance of facilities and other equipment. We are unable to concur in your view that MPC may exclude the proposal under rule 14a-8(i)(10). Based on the information you have presented, it does not appear that MPC’s public disclosures compare favorably with the guidelines of the proposal. Accordingly, we do not believe that MPC may omit the proposal from its proxy materials in reliance on rule 14a-8(i)(10). -

The Commission has before it the Notice of Proposed Rule Making in this proceeding adopted October 19, 1983, 48 FR 50571; November 2, 1983, and the comments and reply comments filed in response to the Notice. In order to place the Notice proposal to increase the nighttime power of Class IV AN stations in context, some background information is necessary. By Report and Order, FCC 58-573, Power Limitations of Class IV Stations, 17 RR 1541 (1958), released June 2, 1958, the Commission increased the maximum permissible daytime power for Class IV AM broadcast stations from 250 watts to 1 kilowatt. This action was taken in response to a petition for rule making filed April 3, 1956 by Community Broadcasters Association, Inc. ("CBA"), an organization representing Class IV AN stations. The across-the-board approach to the power increase was chosen to improve reception of these stations while maintaining their existing coverage areas. CBA also had petitioned for a power increase at night as well, but this could not then be pursued because of international treaty constraints. Recent international developments have suggested that these international restrictions against increasing nighttime power will likely be removed at an early date. -
Catlettsburg Refinery
Catlettsburg Refinery Overview Marathon Petroleum Corp.’s (MPC) Catlettsburg refinery is in northeastern Kentucky on the western bank of the Big Sandy River, near the confluence with the Ohio River and has a total crude oil refining capacity of 277,000 barrels per calendar day (bpcd). The Catlettsburg refinery processes sweet and sour crude oils into gasoline, distillates, asphalt, aromatics, heavy fuel oil and propane. MPC completed construction of a condensate splitter in 2015, increasing the refinery’s capacity to process condensate from the Utica shale region. Pipelines, barges, transport trucks and rail are used to distribute products. U.S. Energy Information Administration | Midwest and Rocky Mountain Transportation Fuels Markets i March 2017 Introduction A new study commissioned by the U.S. Energy Information Administration (EIA), find that changes in North American energy markets over the past decade have strengthened the supply of transportation fuels including motor gasoline, distillates, and jet fuel in the Midwest and Rocky Mountain regions. The development of Canadian oil sands crude and the emergence of light, tight crude oil in the United States have provided refiners in the Midwest and Rocky Mountain regions with access to abundant, cost-advantaged crude supply, providing opportunities to optimize crude slates and expand refinery capacity and utilization. Increased refinery production, combined with moderating demands for transportation fuels, has enabled suppliers in the Midwest and Rocky Mountain regions to reduce their dependence on inbound transportation fuels supply from the Gulf Coast, and has enhanced the redundancy and resiliency of their transportation fuels supply chains. Refinery capacity and production of transportation fuels in the Midwest and Rocky Mountain regions grew significantly between 2005 and 2015, and fuels markets and supply chains in these regions have become increasingly self-sufficient. -

GLT428/25 DRAFT COMMUNITY RELATIONS PLAN -CHEMICAL AND IRONTON COKE SITE LAWRENCE COUNTY, OHIO INTRODUCTION An important aspect of U.S. EPA's response to hazardous waste sites is an active community involvement program to inform local citizens and officials of study activities and recommen- dations. To promote this exchange of information, U.S. EPA requires that a Community Relations Plan be prepared in connec- tion with each Remedial Action Site. This plan for the Allied- Chemical and Ironton Coke site serves as a guide for conducting specific community relations activities in the community during the period of the Remedial Investigation/Feasibility Study (RI/FS), Community relations activities were identi- fied through meetings and conversations with regulatory agency personnel and local citizens.
