Re: TransCanada Request for Support

Further to our September 2nd letter to Mayor Lyn Hall, and after subsequent discussions with City staff, TransCanada would like to formally request Council’s endorsement of the Coastal GasLink Pipeline Project and Prince Rupert Gas Transmission Project. If feasible, we would like to request this for consideration at the Council meeting scheduled for October 20th, 2015. TransCanada’s Coastal GasLink and Prince Rupert Gas Transmission pipeline projects have both received Environmental Assessment Certificates from the BC Environmental Assessment Office. Both projects are continuing to work with the BC Oil and Gas Commission to secure the necessary permits for construction and are in the process of selecting prime contractors in anticipation of final investment decisions on behalf of our customers. Coastal GasLink would deliver natural gas from northeastern B.C. to the proposed LNG Canada export facility at . Prince Rupert Gas Transmission would deliver B.C. natural gas to the proposed Pacific NorthWest LNG facility within the District of Port Edward. has abundant supplies of natural gas, but prices and demand levels in the North American market are low because of very high volumes of natural gas production in the United States. The B.C. government has identified LNG export as a major economic opportunity for this province. Through the environmental assessment period, Coastal GasLink and Prince Rupert Gas Transmission have logged hundreds of thousands of field investigation hours across northern B.C., making use of local contractors and local labour and generating ongoing revenues for retail and commercial services. We have located our regional headquarters in Prince George, where we employ a growing number of full-time staff, and hope to base our long term B.C. operations. TransCanada has been pleased to become an active corporate citizen in Prince George. We were an Official Sponsor of the Canada Winter Games, taking part in community events leading up the Games and during the Games themselves as the Closing Ceremonies title sponsor. We have joined the family of donors at the University of Northern British Columbia with a $400,000 contribution to their award-winning bioenergy system and the Sustainable Communities Demonstration Project; We’ve invested half a million dollars in significant training partnerships that support the College of New Caledonia and the Prince George Nechako Aboriginal Employment & Training Association to help build Northern BC’s labour force. We’ve invested in local

community organizations like the Prince George Legion, the Hudson’s Bay Wetland Society, and the Breakfast Club Program at Ron Brent Elementary; we have been an active member of the Prince George Chamber of Commerce; and finally, we’ve been engaging with local residents and businesses at our office, project information sessions, and regional business forums to provide project information and solicit input on our project plans. Given the status of Prince George as a business and transportation centre, we anticipate that construction of these two projects would provide substantial economic benefits to your city. These would include employment and related skills development, local contracting and related growth in business capacity, and local spending by contractors and individual project employees. Once in operation, TransCanada’s infrastructure would provide property tax payments within the Regional District of Fraser-Fort George which would support education and services such as fire protection, police services, schools and hospital districts. Both LNG Canada and Pacific NorthWest LNG are now considering whether to proceed with positive investment decisions. TransCanada is looking to demonstrate that there is strong local support for LNG export development and pipeline development in particular. As B.C.’s Northern Capital, the City of Prince George is an important community to us, and a leading city in B.C. Other communities across Northern B.C. have written letters of support, including Dawson Creek, Chetwynd, Mackenzie, Vanderhoof, Fraser Lake, Burns Lake, Houston, Terrace, and Kitimat. We are asking, therefore, for a statement of support for TransCanada’s Coastal GasLink and Prince Rupert Gas Transmission projects. Re: Support to Applications in Oil & Gas Pipeline Construction for Mackenzie & Area.

The Mackenzie Chamber of Commerce is writing to express our strong support for pipeline construction in the oil & gas industry for Mackenzie and area. These projects, such as TransCanada's Prince Rupert Gas Transmission Line and Spectra Energy's Westcoast Connector Gas Transmission Line are in the best interest of our community.

The proposed lines will provide significant economic benefits for our region. At a time when local and provincial governments are struggling to balance their budgets, these employment and revenue benefits are critical to our region.

These projects will be an important contributor to the future prosperity of our area, province and country. To date, the open houses these companies have held in our community indicate they are taking great care that the proposed projects will cause minimal short term effects on people and the environment. We will continue to foster relationships with all involved, with the ultimate outcome being positive economic growth for Mackenzie and our residents.

For fifty years and more, forestry, agriculture, and mining have been key ingredients to economic success in t he North.

More recently, we've st arted to diversify successfully into other areas and the emergence of the LNG industry on t he horizon expands the opportunity for residents of Northern BC.

When the representatives from TransCanada1s Costal Gaslink Pipeline Project first visited our communities, they presented a new opportunity. It was cl ear that the project would bring employment into northern B.C. with as many as 2500 construction jobs created from the Northeast to th e Coast. But how much of that benefit would go to the local economy?

We made it a priority t o communicate that we expect this major project to support our communities in a lasting way. For example the District of Vanderhoof and TransCanada are in preliminary discussions regarding the siting of 1000 man work camp. We see this potential partnership opportunity as a primary example of how industry and local government can work toget her.

That was three years ago. Since then, Northern BC Communities have developed a much greater knowledge of what goes into pipeline development. This is largely due to the ongoing presence of project teams from TransCanada and competing companies. Through dialogue, communities like Vanderhoof, Fraser Lake, Burns Lake Houst on and Smithers have helped to focus the Coastal Gaslink t eam on issues such as local hiring and local contracting, as well as environmental prot ection. The result is a set of project commitments that are written into the provincial government's regulatory documents. Coast al Gaslink is already making significant contributions to our region. Local businesses are involved in their fieldwork, and the company is contributing to community organizations. This includes support for things like skills training, emergency response, and environmenta l prot ection and community events (sponsorship of public skating}. These benefits will continue and the North will be stronger if we can move major projects like Coastal Gaslink to construction. Our businesses will be able t o take advantage

I am writing to express our support for the Coastal Gaslink Pipeline Project.

The Village of Fraser Lake is an industrial community. The Fraser Lake Sawmill, is one of British Columbia's most productive and efficient facilities. Our residents have extensive experience with both forest sector industries, mining exploration and production. We are located in northern B.c.'s main rail and highway corridor, so we are aware of our links to national and international trading systems.

As a community we have experienced the ups and downs of the resource economy. Fraser Lake and other communities in our region have seen layoffs, shutdowns and false starts. We are pleased that Coastal Gaslink Pipeline Project takes an interest in the economic big picture and in taking the time to learn about our community priorities. We understand that part of this is in response to regulatory requirements, but Coastal Gaslink has gone above and beyond in terms of the numbers of meetings that have been organized with the general public, small groups and Fraser Lake Council. We have appreciated these efforts as they have always provided us with more information and allowed up to provide Coastal Gaslink representatives with our feedback into your plans.

We appreciate your transparency and look forward to working with you on seeking further benefits that this new emerging industry will bring to our area. I am writing to express our support for the Coastal Gaslink Pipeline Project.

The Village of Fraser Lake is an industrial community. The Fraser Lake Sawmill, is one of British Columbia's most productive and efficient facilities. Our residents have extensive experience with both forest sector industries, mining exploration and production. We are located in northern B.c.'s main rail and highway corridor, so we are aware of our links to national and international trading systems.

As a community we have experienced the ups and downs of the resource economy. Fraser Lake and other communities in our region have seen layoffs, shutdowns and false starts. We are pleased that Coastal Gaslink Pipeline Project takes an interest in the economic big picture and in taking the time to learn about our community priorities. We understand that part of this is in response to regulatory requirements, but Coastal Gaslink has gone above and beyond in terms of the numbers of meetings that have been organized with the general public, small groups and Fraser Lake Council. We have appreciated these efforts as they have always provided us with more information and allowed up to provide Coastal Gaslink representatives with our feedback into your plans.

We appreciate your transparency and look forward to working with you on seeking further benefits that this new emerging industry will bring to our area. We understand that the project will provide high quality jobs and contracting opportunities, local spending, community investment initiatives and property tax revenues that support community services.

The Burns Lake townsi~e is located about 10 kilometres north of your proposed route and we are well positioned to take advantage of a variety of opportunities related to pipeline construction. It is our hope that this project will provide a lasting legacy for our community in terms of skills development and business capacity. We understand that it is your intention to provide opportunities for jobs and local contracting to B.C. residents and businesses and ongoing community investments. Tax revenues from the operation of the pipeline would support education, the regional hospital board and other regional services in the area and we look forward to the boost this would bring to our region. As you may be aware Council has recently signed on to the Northwest BC Resource Benefits Alliance as well as the Regional District of Bulkley Nechako Legacy Project and we look forward to continued communication and collaboration as these projects develop. On behalf of the City of Terrace, I am writing to express support for TransCanada 's Coastal Gaslink Pipeline and the Prince Rupert Gas Transmission Projects, and the overall development of the LNG Industry in Northwest B.C.

While the projects would not be located in Terrace we anticipate a number of benefits from the Coastal Gaslink (CGL) Pipeline and the Prince Rupert Gas Transmission (PRGT) Projects for our residents. As the service and supply centre for the Northwest, Terrace is the location for many of the region's business, retail, medical, educational and Government services. The economic activity from local employment and supply chain spin-offs will provide direct economic benefit to our community.

The CGL Pipeline and PRGT Projects wt'll also generate revenue for the Provincial Government. The City is a member of the Northwest British Columbia Resource Benefits Alliance, which is seeking a revenue sharing agreement with the Province to ensure local communities receive their fair share of revenues from resource development in the region. Revenue sharing with the Province will enable us to maintain healthy and sustainable communities into the future and would ensure social benefits from projects like the CGL Pipeline and PRGT Projects in addition to economic benefits.

TransCanada’s Coastal GasLink and Prince Rupert Gas Transmission pipeline projects have both received Environmental Assessment Certificates from the BC Environmental Assessment Office. Both projects are continuing to work with the BC Oil and Gas Commission to secure the necessary permits for construction and are in the process of selecting prime contractors in anticipation of final investment decisions on behalf of our customers. Coastal GasLink would deliver natural gas from northeastern B.C. to the proposed LNG Canada export facility at Kitimat. Prince Rupert Gas Transmission would deliver B.C. natural gas to the proposed Pacific NorthWest LNG facility within the District of Port Edward. British Columbia has abundant supplies of natural gas, but prices and demand levels in the North American market are low because of very high volumes of natural gas production in the United States. The B.C. government has identified LNG export as a major economic opportunity for this province. Through the environmental assessment period, Coastal GasLink and Prince Rupert Gas Transmission have logged hundreds of thousands of field investigation hours across northern B.C., making use of local contractors and local labour and generating ongoing revenues for retail and commercial services. We have located our regional headquarters in Prince George, where we employ a growing number of full-time staff. TransCanada has been pleased to become an active corporate citizen in Prince George. We were an Official Sponsor of the Canada Winter Games, taking part in community events leading up the Games and during the Games themselves. We have joined the family of donors at the University of Northern British Columbia with a substantial contribution to their award-winning bioenergy system and the Sustainable Communities Demonstration Project; We’ve formed significant training partnerships that support the College of New Caledonia and the Prince George Nechako Aboriginal Employment & Training Association to help build Northern BC’s labour force.
