Public Participation Process Speculative 2D PUBLIC PARTICIPATION PROCESS SPECULATIVE 2D AND 3D SEISMIC SURVEYS OFF THE SOUTH AND EAST COAST OF SOUTH AFRICA: EMP AMENDMENT FOR A PROPOSED 3D SEISMIC SURVEY, OFFSHORE KWAZULU-NATAL In December 2017 Petroleum Geo-Services (PGS) was granted a Reconnaissance Permit for the undertaking of speculative 2D and 3D seismic surveys in a number of petroleum licence blocks off the South and East Coasts. PGS commenced with the 2D approved seismic survey on 15 January 2018. PGS is now proposing to undertake an additional 3D seismic survey offshore of southern KwaZulu- Natal. The proposed additional 3D seismic survey would be approximately 4 550 km² in extent and its most westerly point would be located approximately 50 km from the KwaZulu-Natal South Coast. In order for PGS to undertake this 3D survey, it is required to prepare an Environmental Management Plan (EMP) Amendment. Notice is hereby given of the opportunity to comment on the EMP Amendment which has been made available for a 30-day review and comment period from 2 February to 5 March 2018. WE HAVE just learned of the sad passing of one of our own, MEC for Transport, Community Safety and Liaison, Mr Bheki Ntuli. We are deeply shocked and extremely hurt by these developments. MEC Ntuli passed away late this afternoon in a Durban hospital, due to COVID – 19 – related complications. Affectionately known by his clan name “Mphemba”, he was appointed to the position of MEC in September 2019. Throughout his life in politics, he has been a humble, loyal, dedicated, hard-working and exemplary servant of the people of KwaZulu-Natal. MEC Ntuli has been on the frontline combat, working day in and out in all government efforts to mitigate the impact of Covid-19 on citizens. He is a soldier who died with his boots on. He was a team player, who always led from the front, including when it came to fighting COVID – 19 in the province. He was often at the coalface of this epic battle from the time the first case was confirmed in March 2020. He led many campaigns against the virus as the Chair of the Justice, crime Prevention Cluster with the Provincial Command Council. As the MEC for Transport, Community Safety and Liaison, he always tackled his tasks and responsibilities with aplomb - in spite of their complex and sensitive nature.

It begins with an overview of the legacy of violence in the province before detailing how changes in the African National Congress (ANC) since the 2007 Polokwane conference are inextricably linked to internecine violence and protest action. It focuses on the powerful eThekwini Metro region, including intra-party violence in the Glebelands hostel ward. These events provide a crucial context to the violence preceding the August 2016 local government elections. The article calls for renewed debate about how to counter the failure of local government. Minister Motshekga was first appointed Minister of Basic Education in 2009 when the previous Department of Education was split into two departments. Dr Reginah Mhaule has been appointed as the new Deputy Minister for Basic Education. Dr Mhaule, who was appointed as a Member of Parliament during February 2018, has been serving as Deputy Minister for International Relations and Cooperation from 27 February 2018. She served as MEC for Education in Mpumalanga from 2009 until 2018.
