OPENING AND WELCOME 1.1 Opening Mr Drew (NMA Effective Social Strategists) opened the meeting and introduced Ms Ntene (Letsolo Consulting), Ms Nkosi (Department of Environmental Affairs - DEA) and Ms Van der Byl (Eastern Cape Parks and Tourism Agency - ECPTA). He said they are attending the meeting for the first time. INCREASING TRANSPARENCY AND IMPROVING PROJECT MANAGEMENT: SOUTH AFRICA’S NATIONAL ROADS AGENCY, 1998 – 2011 SYNOPSIS Following the transition to democracy in 1994, South Africa experimented with ways to improve ministry effectiveness by separating policy-making functions from operations. The Department of Transport introduced principles of New Public Management and public-private partnerships to improve service delivery. The South African National Roads Agency Ltd. (SANRAL), led by Nazir Alli, reconfigured the procurement process and financing models for planning, design, construction, maintenance and operation of the country’s national road network. Increasing transparency in the tendering of contracts led to greater accountability on the part of project managers and contractors. This case study chronicles the steps that Alli and his staff took to build the agency and to deliver results on a large scale, culminating with the upgrade of the freeway connecting the cities of Johannesburg and Pretoria during the final months before the 2010 FIFA World Cup. Richard Bennet drafted this case study based on interviews conducted in Pretoria and Cape Town, South Africa, in March 2011. Announcement by the Premier of Kwazulu-Natal Sihle Zikalala, on the Passing Away of Transport, Community Safety and Liaison Mec Mr Bheki Ntuli
ANNOUNCEMENT BY THE PREMIER OF KWAZULU-NATAL SIHLE ZIKALALA, ON THE PASSING AWAY OF TRANSPORT, COMMUNITY SAFETY AND LIAISON MEC MR BHEKI NTULI 16 JANUARY 2021 The Premier of KwaZulu-Natal Sihle Zikalala on behalf of the Provincial Government, announces with deep shock and sadness the untimely passing of the MEC for Transport, Community Safety and Liaison, Mr Bheki Ntuli. WE HAVE just learned of the sad passing of one of our own, MEC for Transport, Community Safety and Liaison, Mr Bheki Ntuli. We are deeply shocked and extremely hurt by these developments. MEC Ntuli passed away late this afternoon in a Durban hospital, due to COVID – 19 – related complications. Affectionately known by his clan name “Mphemba”, he was appointed to the position of MEC in September 2019. Throughout his life in politics, he has been a humble, loyal, dedicated, hard-working and exemplary servant of the people of KwaZulu-Natal. MEC Ntuli has been on the frontline combat, working day in and out in all government efforts to mitigate the impact of Covid-19 on citizens. He is a soldier who died with his boots on. He was a team player, who always led from the front, including when it came to fighting COVID – 19 in the province. He was often at the coalface of this epic battle from the time the first case was confirmed in March 2020. He led many campaigns against the virus as the Chair of the Justice, crime Prevention Cluster with the Provincial Command Council. As the MEC for Transport, Community Safety and Liaison, he always tackled his tasks and responsibilities with aplomb - in spite of their complex and sensitive nature. -

Critical trade-offs will likely become more apparent in 2020: though government is unwilling to consider meaningful job cuts at, or direct privatisation of, Eskom, it is nonetheless pushing forward with the utility’s unbundling and is evidently intent on supporting the deregulation of the energy sector, thus enabling far stronger private sector participation in electricity generation in order to alleviate the damaging effects of load-shedding on growth and confidence. -

The report is available in printed and electronic formats and is presented in two volumes: • Volume 1: Integrated Report is a narrative on major development during the year combined with key statistics that indicate value generated in various ways. • Volume 2: Annual Financial Statements contains the sections on corporate governance and delivery against key performance indicators, in addition to the financial statements. 2018 is the second year in which SANRAL has adopted the practice of integrated reporting, having previously been guided solely by the approach adopted in terms of the Public Finance Management Act (PFMA). The agency has attempted to demonstrate the varied dimensions of its work and indicate how they are strategically coherent. It has continued to comply with the reporting requirements of the PFMA while incorporating major principles of integrated reporting. This new approach is supported by the adoption of an integrated planning framework in SANRAL’s new strategy, Horizon 2030. In selecting qualitative and quantitative information for the report, the agency has been guided by Horizon 2030 and the principles of disclosure and materiality. -
