Landscape Architects 67 Lemon Street Truro Cornwall TR1 2PN 01872 264899 www.meiloci.co.uk A Vision for St Austell Bay and China Clay A ‘Garden Route’ in the heart of Cornwall. A wild flower corridor stretching from the A30 to St Austell, through the China Clay area, past the approaches to the world-renowned Eden Project, which invites visitors towards the centre of St Austell through our Garden Gateways. Visitors to the area will find a town full of innovative art and ceramic installations, bold, impressive and unique. The unique combination of ceramics and plants will combine to strengthen identity and sense of place, support local creativity and engage communities. Goals. The key objectives of the master plan are to present a long term plan, focussed on, but extending beyond the delivery of the initial Green and White Gold funding, to create a town which is renowned for its gardens, green infrastructure interpretative and striking sculptural installations. To ensure that this message is contextually appropriate in terms of historic and cultural stories and aesthetic. To ensure that the benefits of the project extend to the ‘Wider’ St Austell area; the surrounding villages, towns and hamlets. And to create a strong connection between these and the centre of St Austell. There are a number of ways in which this can be achieved so the challenge is to provide a ‘launch’ for the principles of the scheme from which the town and its hinterland can benefit. The Approach to the Masterplan Identify locations for implementation of ‘Greening’ and Art. To highlight key focal points and encourage movement through the residential areas. This will activate the town and incentivise visitors to follow trails and create destination points within St Austell. This can take the form of larger garden spaces, enhancement of existing verges and highway embankments, town wide tree planting and the creation of sculptural installations. The art installations can be of varying scales throughout St Austell. It is envisaged that these will be a mix of impressive ‘high impact’ forms, interpretation and way marking and smaller, though equally striking, items associated with the wider strategy and trails which form unique, bespoke interventions. Capitalise on the availability of 3rd party funding and, for example, free trees for the use by community groups and schools as part of an overall greening strategy alongside the Green and White Gold ‘core’ project. This will help to unleash the creativity of local people through artists, designers and makers working with local communities. Where possible make use of under-used existing assets such as the Wheal Eliza. If possible to use this facility, it gives an opportunity to immediately begin the process of community engagement, the planting and growing of plants and shrubs for inclusion in the St Austell wide greening strategy and the potential for the creation of sculptural workshops and artworks, A. The Hinterland. True St Austell - The wider area beyond the Town Centre, encompassing the villages, hamlets and farmsteads with the wider geographic area and with direct cultural and historic relevance to St Austell. A. B. Wider St Austell Town Centre This represents the most dense areas of housing and business directly associated with the ‘Core’ of St Austell. These areas tend to be more directly dependent upon the facilities and resources of the Town of St Austell. C. The Core of St Austell The historic and economic centre of the wider St Austell. Compliance was assessed at all sites against the quality criterion for each determinand relevant to the River Water Quality Objective (RQO) of that site. The criterion are shown in Table 1. A dashed line in the schedule indicates no samples failed to comply. This report should be read in conjunction with Water Quality Technical note FWS/93/005, entitled: River Water Quality 1991, Classification by Determinand? where for each site the classification for each individual determinand is given, together with relevant statistics. INTRODUCTION River water quality is monitored in 34 catchments in the region. Samples are collected at a minimum frequency of once a month from 422 watercourses at 890 locations within the Regional Monitoring Network. Each sample is analysed for a range of chemical and physical determinands. These sample results are stored in the Water Quality Archive. A computerised system assigns a quality class to each monitoring location and associated upstream river reach. This report contains the results of the 1992 river water quality classifications for each determinand used in the classification process. 2. RIVER WATER QUALITY ASSESSMENT The assessment of river water quality is by comparison of current water quality against River Quality Objectives (RQO's) which have been set for many river lengths in the region.
