    Testimony :: Ambassador Daniel Fried Principal Deputy Special Advisor to the Secretary of State - Commission on Security and Cooperation in Europe Ambassador Daniel Fried Principal Deputy Special Advisor to the Secretary of State For the New Independent States "Elections, Democratization and Human Rights in Azerbaijan" Mr. Chairman, it is an honor to be here today representing the Administration at this hearing. I appreciate the opportunity to discuss recent developments in Azerbaijan and U.S. foreign policy goals in that country. The United States seeks development of modern democratic political and economic institutions in Azerbaijan and the strengthening of Azerbaijan's sovereignty, independence and territorial integrity. With its vast hydrocarbon resources and its geo-strategic position on east-west trade routes, Azerbaijan stands a strong chance of becoming a vital hub for the transport of Caspian Basin energy resources to world markets. To promote our interests in Azerbaijan, we have established the following priority policy goals: § Promoting regional stability and cooperation. Long-term stability in the Caucasus will require a peaceful resolution of the Nagorno-Karabakh conflict. As a co-chair of the OSCE Minsk Group, we, along with our French and Russian counterparts, are working with the parties to bring about a mutually agreeable, just and durable settlement. § Broadening our cooperation with Azerbaijan to counter global threats, including terrorism, drug trafficking and proliferation of weapons of mass destruction, and associated delivery systems, materials, technologies and expertise. § Supporting development of Azerbaijan's energy resources. We have sought to augment global energy supplies and support U.S. commercial interests by developing Azerbaijan's energy resources in an environmentally sound manner.

    Mary, Roseanne, and Carrie: Television and Fictional Feminism By Rachael Horowitz Television, as a cultural expression, is unique in that it enjoys relatively few boundaries in terms of who receives its messages. Few other art forms share television's ability to cross racial, class and cultural divisions. As an expression of social interactions and social change, social norms and social deviations, television's widespread impact on the true “general public” is unparalleled. For these reasons, the cultural power of television is undeniable. It stands as one of the few unifying experiences for Americans. John Fiske's Media Matters discusses the role of race and gender in US politics, and more specifically, how these issues are informed by the media. He writes, “Television often acts like a relay station: it rarely originates topics of public interest (though it may repress them); rather, what it does is give them high visibility, energize them, and direct or redirect their general orientation before relaying them out again into public circulation.” 1 This process occurred with the topic of feminism, and is exemplified by the most iconic females of recent television history. TV women inevitably represent a strain of diluted feminism. As with any serious subject matter packaged for mass consumption, certain shortcuts emerge that diminish and simplify the original message. In turn, what viewers do see is that much more significant. What the TV writers choose to show people undoubtedly has a significant impact on the understanding of American female identity.     CITY OF MALIBU’S PETITION FOR UNIFICATION OF A NEW MALIBU UNIFIED SCHOOL DISTRICT FROM SANTA MONICA-MALIBU UNIFIED SCHOOL DISTRICT EDUCATION CODE § 35700 et seq Executive Summary The City of Malibu (“City”) has submitted a petition for unification (“Petition”) to the Los Angeles County Committee on School District Organization (“County Committee”) because the Malibu City Council and Malibu students, parents, and residents strongly feel it is in the best interest of the entire Malibu community to separate from the Santa Monica-Malibu Unified School District (“SM-MUSD” or “District”) and form a new, independent Malibu Unified School District (“MUSD”). Malibu area students have been denied the quality of education they deserve. With separation, both future school districts - MUSD and Santa Monica Unified School District (“SMUSD”) - will achieve greater per student funding and be better suited to address the specific needs of their respective communities. A majority of SM-MUSD students, approximately 85 percent, reside in the Santa Monica area. The SM-MUSD administration focuses on the needs and goals of those students to the detriment of Malibu area students. The rural Malibu community is very different than the urban Santa Monica community, and Malibu students’ needs are not being met under the current school district structure. Further, Malibu residents do not have local control due to the relative size of the Malibu voter base as compared to the Santa Monica voter base. Unification is the only solution that will enable Malibu-area residents to determine how to best educate our their students.
