CODE OF BEHAVIOUR

As part of a player and club’s registration with this association is the requirement that all clubs, their registered players and members adhere to the following Code of Behaviour

ROLE OF CLUBS

1 Clubs shall exercise great care in the selection of captains. 2 Clubs shall closely monitor and fully support the efforts of captains in regard to the maintenance of the Code of Behaviour. 3 Clubs shall be responsible during matches for the maintenance of order by their members and any other person with whom a relationship of affinity exists.

ROLE OF CAPTAINS

1 Captains are responsible at all times for ensuring that play is conducted within the spirit of the game as well as the Laws of Cricket.

ATTITUDE TOWARDS UMPIRES

1 Recognise that the umpire is in charge and has the final say. 2 Courtesy and respect should be shown at all times. 3 If, in anyone’s opinion, an umpire misinterprets a rule, avoid heckling or arguing with him or opposition players. Any registered player of club official disputing an umpire’s decision, using abusive, threatening or language, during or after a match, within or outside the playing field, is liable to be reported. 4 If clubs are unhappy with an umpire’s performance, the correct procedure is to make a constructive report to the Umpires’ Officer.

6 ROLE OF PLAYERS

1 Avoid making uncomplimentary or unnecessary remarks to opponents. 2 Opposition players are guests and should be treated as such. 3 Avoid becoming involved in discussions between an umpire and your opponents. 4 Praise for good play of an opponent is a sign of sportsmanship. 5 Out-going and in-coming batsmen should cross on the field. 6 Bowlers should return to the start of their run-up without delay and should be ready to bowl without wasting time. 7 Players should assist captains and umpires in the smooth running of the game. 8 Fielders should move quickly between overs and when required to change their fielding positions. 9 The setting and changing of the field should be undertaken without delay. 10 Alcohol or other illegal substances should not be utilised by players whilst the game is in progress.

ATTITUDE TO YOUNG PLAYERS

1.1 Clubs, teams and captains should observe the protective measures, recommended by the Cricket and Cricket Victoria and enforced in the Junior Section, to minimise the risk of injury to younger players. 1.2 The captain should specify to his opposing captain, and to the umpires, any of his team, including substitutes, who is a young player and to whom the restrictions of either fielding or bowling injury prevention should apply under this code. 2 Field placement 2.1 Should a member of a fielding side be an under 14 player (unless that player is fielding as the wicket keeper, in the slips or gully), that player should not field closer than 10 metres to the striker, until the ball is hit, contacts the striker or passes through to the wicket keeper.

7 3 Bowling injury prevention 3.1 Young bowlers (being under the age concerned at the start of the season) of medium pace or faster, should be restricted as follows:

3.2 Before a bowler returns, there should be at least the same number of overs bowled from the end that the bowler last bowled from as that bowler bowled in the previous spell. 3.3 Should a break in play occur, each complete 7 minutes of that break should be deemed equivalent to an over being bowled from the end that the bowler last bowled from. 3.4 The 20 minutes refreshment interval should be deemed equivalent to 3 overs bowled from the end the bowler last bowled from. 3.5 The 30 minutes break in a full day match should be deemed equivalent to 4 overs bowled from the end the bowler last bowled from.

Guidelines for Sunday Play on Non Reserve Days

These guidelines only apply to non reserve Sunday Play: Home Clubs have responsibility for liaising with councils to confirm; Ground use by home club and Wicket preparation. No player may take part in both a Saturday and a Sunday game on the same weekend (other than a junior and senior fixture) Should the association cancel play on Saturday then Sunday is also washed out. Phone scores will need to be SMS’d at the conclusion of the match All other admin requirements of the Association are to be fulfilled (eg match reports , online Team entry and confirmations) in the normal timeframes. The Turf Wicket Committee reserves the right to review the result of any match and make any necessary adjustments.

31 CONDITIONS FOR THE USE OF COVERS 2012/2013

The conditions pertaining to the use of covers for season 2011/12, apply to all turf grades from Dunstan Shield to D Turf, inclusive and is on application for all other grades, these are: 1 Covers measurements: Covers shall be a minimum of 27.43 meters (90 feet) and a minimum width of 4.57 meters (15 feet). Covers shall be in sufficient condition to prevent water penetrating to any area below the Covers. Tears, holes and leaking seams must be repaired before use.

2 Covering prior to match day a) Covers shall be laid by 8pm on the evening prior to match day, unless directed otherwise by the Turf Wicket Committee. They shall remain in place until the morning of the match. The use of underlay material may be optional, according to the Rules, but its use shall be the same in the period prior to each day of a two day match. b) At all other times the curator shall be permitted to use the Covers at his discretion to obtain the best possible conditions for play on a match day.

3 Removing covers on match day In good weather conditions the Covers shall be removed no later than 9.30am. Otherwise, removal shall be at the discretion of the curator or ground manager. If rain is forecast, likely or occurs, the ground manager/home side shall be responsible for relaying the covers.

4 Umpires' control of covers The umpire(s) shall assume control of the covers on arrival at the ground and no later than 30 minutes prior to the scheduled start of each day's play provided the curator has relinquished control of the ground. The umpires shall make all decisions regarding the use of the Covers until the end of the day's play. At all interruptions they shall direct and supervise the laying and removal of covers and report any failure of either side to comply with this and/or clauses 1 & 3 above.

5 Labour for laying or removing covers Until the scheduled starting time the home club shall provide any labour required for the laying or removal of the Covers. After that time, both sides shall assist with the laying and removal.

6 Conditions for semi-final and final matches The above provisions shall apply to semi-final and final matches in the absence of any specific direction from the Turf Wicket Committee.

7 Failure to comply with directions A club failing to comply with these directions shall be dealt with as the Turf Wicket Committee sees fit. 32 Definition of Leg Side Wide For Adoption in One Day Games for Macgibbon & Burt, Dunstan & A Turf where an Umpire is Present.

Any ball which passes outside the batsman’s legs when the batsman is taking a normal stance shall be deemed to be a wide ball and called by the Umpire as such. That ball will then be re-bowled by that bowler.

Interpretation: No matter what movement or other attempt by the batsman to manipulate the line of the bowling, the judgement of the Umpire as to whether it is a wide or a fair delivery shall be based on the normal stance of the batsman. Should the batsman move to the off side or take guard on off-stump, the Umpire shall disregard the batsman’s movement and shall not call a wide if the ball passes over the stumps or passes immediately adjacent to the stumps.

Normal stance shall be considered as: Centre (or its equivalent) Centre to leg 2 legs

Not Normal Any variation from the above (eg off stump)

Batsman movement: The batsman may move any way they like, however : If they move to leg side the ball must travel outside his person to be called. If they move to the offside the ball must travel outside the leg stump to be called and in this stance if the ball passes over leg stump it will not be called a wide.

33 TELEPHONE SCORES, MATCH & UMPIRES' REPORTS

TELEPHONE SCORES

At the conclusion of each day's play the HOME team shall be responsible for telephoning the scores through by SMS using the following number:

SMS Phone: 0438 767 275.

Write this phone number in all your Club scorebooks, on the working sheet located towards the back of the scorebook, as soon as they are received and prior to the start of the season.

The working sheet is accompanied by a run down of the procedure to use. Please ensure you use only numbers and dots. Other details about player performances can be included into the Score service provided in the on- line section of the web site or on your match report.

Deadline is 7pm on each day of play (including all days during semi-finals and matches )

MATCH REPORTS Lodgement via Web Site

Match reports must be lodged via the ECA Online web site by no later than 8pm on the Tuesday following the completion of the match.

UMPIRES' REPORTS

The report on each umpire’s performance, completed by both captains in conjuction, shall be lodged onto the MyCricket Web site by the home team

34 GENERAL MATTERS

APPROVED BALLS The only balls approved for use are “Kookaburra” brand balls overstamped with the initials “ECA”. For one day games where colored clothing is being used, a white Kookaburra ball is mandatory for all teams utilising colored clothing

UMPIRES FEES ALL GRADES $140 per umpire per day when standing alone & $120 per Umpire per day two Umpires stand together Umpires must be paid by no later than 15 minutes following the conclusion of each day’s play.

AFFILIATION FEES $190 per senior team $70 per junior team. Scorebooks $15 per team. All affiliation fees to be paid by 1 November each season, to the Association Treasurer.

36 HOT WEATHER PROCEDURES

Introduction Playing any sport in summer has inherent difficulties related the weather conditions. Setting a standard policy to fit all is in all circumstances is not practical and the assessment of personal risk in general is an assessment each player and club must make to fit their personal circumstance. There are maximum variations which when reached make the continuation of playing cricket in heat not advisable. In setting these maximums the Executive of the Association believe that the sensible approach be taken to ensure the safety of all players, umpires and officials.

Procedure If at 9:00am on any scheduled day of play the ambient temperature is anticipated to exceed 35 degrees Celsius during the day the following Executive members will meet to determine the risk facing players and umpires:

 Vice President (or in their absence the President)  Turf Section Manager  Synthetic Section Manager

They will discuss at 10:00am the value of the Wet Bulb Globe Temperature (WBGT) which has been positioned in a central location. If at that time the WBGT exceeds 25 then all cricket will be cancelled and clubs advised via the weather line.

However if at that time the forecast temperature is predicted to be above 40°C then the committee is to assess the option to cancel play.

On deciding if play is to commence the committee will have discretion and flexibility for a later reading if indications were evident that extreme conditions were to be change during the day’s play.

Clubs are advised that if they suspect the temperature may rise to unacceptable levels they should ring the weather line after 10:30am on the day of the match.

37 Club Responsibilities in relation to Heat

The Executive has adopted the principles and practises of Cricket Victoria plus those of the Victorian Metropolitan Cricket Union in relation to dealing with heat and these can be found on the association's web site. Clubs must adhere to these as a minimum standard in cases of hot weather.

It is recommended that all clubs display the SMARTPLAY “Drink Up – Beat the Heat” brochure in their clubrooms. This brochure indicates the symptoms of heat stress and the appropriate ways of overcoming and or treating the effects of heat stress. It is available at www.smartplay.com.au under resources/links

The Home clubs must supply sufficient cold water for all players and umpires to meet the requirements of the relevant documents.

It is the responsibility of the Home club to ensure there is sufficient shade for all players and umpires.

38 FIXED PENALTIES
