No. 2280-5805; FAX- 2280-7373 No. 4026-SEC/5C-7/2006 Date: 01.11.2013 O R D E R On being satisfied that in the Municipal General & Bye-Elections scheduled to be held on the 22nd November, 2013 for the Municipalities mentioned in the schedule below, the Counting of Votes cannot conveniently be done immediately after the close of the poll at the polling stations as provided under Section 12 of the West Bengal Municipal Elections Act, 1994 for each of the said Municipalities, the West Bengal State Election Commission, in exercise of the power conferred by Article 243ZA (1) of the Constitution of India and as per proviso to rule 41 of the West Bengal Municipalities (Conduct of Elections) Rules, 1995 (hereinafter referred to as the said rules), hereby directs that Municipal Returning Officers concerned shall arrange for counting the votes at a central place at each of the said Municipalities to be fixed and notified by them in terms of rule 61B of the said rules as amended. The aim of the present paper is to investigate the change in urban population growth rate of municipality wise during the three decades 1981-91, 1991- 2001 and 2001-2011. Due to push-pull factors the rural-urban migration is causing the process of urbanization.

At the same time, there are several issues in urban governance that need to be addressed yet. Delegation of decision making powers to urban local bodies (ULBs), which are traditionally considered as a part of the system of State government and acting on behalf of it, is one of them. The constitutional mechanisms like inter-governmental fiscal transfers were an attempt to reduce the gap of ULBs, but they were not effective in implementation at ground. It has become imperative now to understand the financial position of ULBs in order to move forward with the new means of fund flow. This paper presents a cross sectional analysis of the finance of 27 ULBs in North 24 Parganas District of West Bengal, India in terms of their financial base and its adequacy vis-à-vis norms, and their revenue and expenditure performance. Using certain ratios, the relative performance of municipalities on dependency measures was also assessed. The implications of finances of ULBs, in terms of raising resources, improving inter-governmental transfers and charting new mechanisms are also discussed.     DEPT. OF GEOGRAPHY NETAJI SATABARSHIKI MAHAVIDYALAYA FIELD STUDY IN ASHOKNAGAR-KALYANGARH MUNICIPALITY, N. 24 PGS. 2013 – 2014 As per the curriculum of WBSU, Barasat, the Dept. Of Geography of Netaji Satabarshiki Mahavidyalaya, Ashoknagar, had arranged a one day educational tour/visit in the municipal area of Ashoknagar-Kalyangarh on 23.11.2013. There were around 42 students who took part in the field work. The field work was based on the socio-economic scenario of this area. We started our survey from the college campus. There were three categories of survey – household, market and road. As per the requirement the total no. of students were divided into three groups, though most of the students went to the household survey. We took the random sampling method for choosing the volume of the household. And we chose the two main markets of this area – Golbazar and Kalyangarh Bazar for market survey. All the works had been completed by a suitable questionnaire (both household and market). For the road survey, we chose the Jirat Road – connecting Habra and Ashoknagar, a section of around 2 km. by the GPS, mainly from Haripur Morh to Kachua Morh. During this survey the traffic flow data for two hours had also been taken. It was an amazing and most extraordinary experience for the students because, during the survey they got a direct reaction and feedback from the inhabitants of their own locality, which was quite unexpected. After completion of survey and the data analysis some features have been extracted like that: Ashoknagar-Kalyangarh is a populated city and a municipal area under the jurisdiction of Habra Block II and Barasat Subdivision of North 24 Parganas.

Education) Behala, West Bengal ABSTRACT The present paper is based on the study of conditions of housing, sanitation and drinking water of peo- ple migrating from various parts of Uttar Pradesh, Bihar and Orissa. A case study under ward no. 13 of Bhadreswar Municipality is completed to understand the various problems faced by migrants. Nearly 80 percent popula- tion are migrant and suffer from lack of basic facilties like housing, sanitation and drinking water.     GOVERNMENT OF WEST BENGAL ADMINISTRATIVE CALENDAR 2020 2019-20: THE JOURNEY TRAVERSED AGRICULTURE & ALLIED ACTIVITIES The Bengal Government has supported, empowered and enabled its farmers through several initiatives. The Krishak Bandhu scheme has provided assured income and death benefits to over 40 lakh farmers as of 2019. 66 lakh farmer families affected by natural calamities received crop rehabilitation relief last year along with 45 lakh farmers being covered under Bangla Fasal Bima Yojana. Additionally, Sufal Bangla helps market the agri-produce of over 6 lakh farmers annually. Irrigation being the backbone of agriculture, the Bengal Government has completed more than 2600 irrigation projects and created more than 61000 hectares of irrigation potential. In pursuit of a Zero Hunger goal, 98% of the State’s population (9.15 Crore persons) is covered under Khadya Sathi scheme along with Bengal witnessing 16 times increase in food storage capacity from 61,000 MT in 2011 to 9.87 lakh MT in 2019. In the Fisheries sector, 2019-20 saw commendable fish production to the tune of 17.42 lakh MT. Over 15000 water- bodies were created under the Jal Dharo Jal Bharo scheme. Moreover, Bengal also witnessed a 13% increase in annual egg production from 2018-19 to 2019-20. ECONOMY The Micro, Small and Medium Enterprises Sector has been propelling employment with the fructification of several mega projects. A Mega Leather Cluster project is under progress at Bantala with a potential to generate employment for 2 lakh persons. Similarly, 3 Mega Carpet Clusters, with a potential to benefit 4000 carpet weavers, is under progress in Malda, Uttar Dinajpur and Purba Medinipur.
