PERFORMANCE WORK STATEMENT A. The purpose of this firm fixed price purchase order is to provide Turkish TV Talk Shows monitoring service. B. The contract will be for 12 weeks from the date of the contract award. For a period of twelve (12) consecutive weeks, the Contractor will provide three (3) monitoring reports per week in English on the discussion topics, themes, narratives, and tones of major nightly Turkish TV talk shows on Turkish television. The reports can be data-driven or analysis- driven; and must be on items of interest to the United States Government, as defined by the Public Diplomacy Section. If appropriate, the reports can include (translated) direct quotes of what transpired during the TV talk shows. The reports should capture how the United States was mentioned and also the tone of the discussions. The following four (4) talk shows must be covered: • Siyasi Isler (NTV) • Tarafsiz Bolge, Gece Gorusu, Akil Cemberi (CNN Turk) • Acik ve Net, HT 360 (Haberturk TV) • Memleket Meselesi (A Haber) Additionally, the report should include as much relevant talk show content as possible from the following eight (8) television channels: • Haber Global • TRT • Halk TV • CNN Turk • NTV • Haberturk • KRT TV • A Haber Each report should be in English, typed, single-spaced, up to ten pages long, and sent to the Embassy on Mondays, Wednesdays, and Fridays no later than 9 a.m. via e-mail. There will be 36 reports submitted in total. 4 SOLICITATION for TURKISH TV TALK SHOWS MONITORING SERVICE (19TU15-21-Q-3838, Page 5 of 51) QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP) This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Point of Contact (POC) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to monitor quality to ensure that contract standards are achieved. Scope of Work Performance Objective Paragraphs Performance Threshold Services. SURVEILLANCE. The POC will receive and document all complaints from Government personnel regarding the services provided. If appropriate, the POC will send the complaints to the Contractor for corrective action. 2. STANDARD. The POC shall notify the Contracting Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212.4, Contract Terms and Conditions-Commercial Items (May 2001), if any of the services exceed the standard. 3. PROCEDURES. (a) If any Government personnel observe unacceptable services, either incomplete work or required services not being performed they should immediately contact the POC. (b) The POC will complete appropriate documentation to record the complaint. (c) If the POC determines the complaint is invalid, the POC will advise the complainant. The POC will retain the annotated copy of the written complaint for his/her files. (d) If the POC determines the complaint is valid, the POC will inform the Contractor and give the Contractor additional time to correct the defect, if additional time is available. The POC shall determine how much time is reasonable. (e) The POC shall, as a minimum, orally notify the Contractor of any valid complaints. (f) If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor will notify the POC. The POC will review the matter to determine the validity of the complaint. (g) The POC will consider complaints as resolved unless notified otherwise by the complainant. (h) Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the service period, the POC will contact the Contracting Officer for appropriate action under the Inspection clause.     International Journal of Communication 11(2017), 4093–4117 1932–8036/20170005 Digital Populism: Trolls and Political Polarization of Twitter in Turkey ERGİN BULUT Koç University, Turkey ERDEM YÖRÜK Koç University, Turkey University of Oxford, UK This article analyzes political trolling in Turkey through the lens of mediated populism. Twitter trolling in Turkey has diverged from its original uses (i.e., poking fun, flaming, etc.) toward government-led polarization and right-wing populism. Failing to develop an effective strategy to mobilize online masses, Turkey’s ruling Justice and Development Party (JDP/AKP) relied on the polarizing performances of a large progovernment troll army. Trolls deploy three features of JDP’s populism: serving the people, fetish of the will of the people, and demonization. Whereas trolls traditionally target and mock institutions, Turkey’s political trolls act on behalf of the establishment. They produce a digital culture of lynching and censorship. Trolls’ language also impacts pro-JDP journalists who act like trolls and attack journalists, academics, and artists critical of the government. Keywords: trolls, mediated populism, Turkey, political polarization, Twitter Turkish media has undergone a transformation during the uninterrupted tenure of the ruling Justice and Development Party (JDP) since 2002. Not supported by the mainstream media when it first came to power, JDP created its own media army and transformed the mainstream media’s ideological composition. What has, however, destabilized the entire media environment was the Gezi Park protests of summer 2013.1 Activists’ use of social media not only facilitated political organizing, but also turned the news environment upside down. Having recognized that the mainstream media was not trustworthy, oppositional groups migrated to social media for organizing and producing content.

Media informs people using the news function and provides the public with detailed information on events developing in that society. News function of the printed media and radio gained new aspect with the emergence of the television. Offering visual elements, television added visual aspects to news compared to the former two platforms and it provided the advantage of viewing in addition to reading and listening to news. Communities started to prefer televisions more for news with the emergence of television platform. As a result of neo-liberal economic policies that became dominant in the world following 1980s, increased “privatization” had reflections in the media. Consequently, privately funded television channels took their place in addition to the state-owned television channels. This quantitative increase brought about thematic television channels broadcasting in different teams and addressing different group of viewers. New channels became a part of such thematic television channels. News channels focus on contents with news theme and they spare their entire time for news. CNN, the most popular news channel around the globe, broadcast Gulf War live in the beginning of 1990s and showed the important place of the news channels in the social live for the first time in the world's history.

    MAPPING DIGITAL MEDIA: GLOBAL FINDINGS DIGITAL JOURNALISM: MAKING NEWS, BREAKING NEWS Mapping Digital Media is a project of the Open Society Program on Independent Journalism and the Open Society Information Program Th e project assesses the global opportunities and risks that are created for media by the switch- over from analog broadcasting to digital broadcasting; the growth of new media platforms as sources of news; and the convergence of traditional broadcasting with telecommunications. Th ese changes redefi ne the ways that media can operate sustainably while staying true to values of pluralism and diversity, transparency and accountability, editorial independence, freedom of expression and information, public service, and high professional standards. Th e project, which examines the changes in-depth, builds bridges between researchers and policymakers, activists, academics and standard-setters. It also builds policy capacity in countries where this is less developed, encouraging stakeholders to participate in and infl uence change. At the same time, this research creates a knowledge base, laying foundations for advocacy work, building capacity and enhancing debate. Covering 56 countries, the project examines how these changes aff ect the core democratic service that any media system should provide—news about political, economic and social aff airs. Th e MDM Country Reports are produced by local researchers and partner organizations in each country. Cumulatively, these reports provide a unique resource on the democratic role of digital media. In addition to the country reports, research papers on a range of topics related to digital media have been published as the MDM Reference Series. Turkey once had a potential of emerging as the first modern democracy in a Muslim majority nation.
