A DUAL LAUNCH FOR DIRECT BROADCAST AND COMMUNICATIONS SERVICES Arianespace will orbit two satellites on its fifth Ariane 5 launch of the year: ASTRA 2F, which mainly provides direct-to-home (DTH) broadcast services for the Luxembourg-based operator SES, and the GSAT-10 communications satellite for the Indian Space Research Organization, ISRO. The choice of Arianespace by the world’s leading space communications operators and manufacturers is clear international recognition of the company’s excellence in launch services. Based on its proven reliability and availability, Arianespace continues to confirm its position as the world’s benchmark launch system. Ariane 5 is the only commercial satellite launcher now on the market capable of simultaneously launching two payloads and handling a complete range of missions, from launches of commercial satellites into geostationary orbit, to dedicated launches into special orbits. Arianespace and SES have developed an exceptional relationship of mutual trust over more than 20 years. ASTRA 2F will be the 36th satellite from the SES group (Euronext Paris and Luxembourg Bourse: SESG) to use an Ariane launcher. SES operates the leading direct-to-home (DTH) TV broadcast system in Europe, based on its Astra satellites, serving more than 135 million households via DTH and cable networks. Built by Astrium using a Eurostar E3000 platform, ASTRA 2F will weigh 6,000 kg at launch. Fitted with active Ku- and Ka-band transponders, ASTRA 2F will be positioned at 28.2 degrees East. It will deliver new-generation DTH TV broadcast services to Europe, the Middle East and Africa, and offers a design life of about 15 years. -

A BOOST FOR SPACE COMMUNICATIONS SATELLITES For its first launch of the year, Arianespace will orbit two communications satellites: ASTRA 3B for the Luxembourg-based operator SES ASTRA, and COMSATBw-2 for Astrium as part of a contract with the German Ministry of Defense. The choice of Arianespace by leading space communications operators and manufacturers is clear international recognition of the company’s excellence in launch services. Because of its reliability and availability, the Arianespace launch system continues to set the global standard. Ariane 5 is the only commercial satellite launcher now on the market capable of simultaneously launching two payloads. Over the last two decades, Arianespace and SES have developed an exceptional relationship. ASTRA 3B will be the 33rd satellite from the SES group (Euronext Paris and Luxembourg Bourse: SESG) to have chosen the European launcher. SES ASTRA operates the leading direct-to-home TV broadcast system in Europe, serving more than 125 million households via DTH and cable networks. ASTRA 3B was built by Astrium using a Eurostar E 3000 platform, and will weigh approximately 5,500 kg at launch. Fitted with 60 active Ku-band transponders and four Ka-band transponders, ASTRA 3B will be positioned at 23.5 degrees East. It will deliver high-power broadcast services across all of Europe, and offers a design life of 15 years. Astrium chose Arianespace for the launch of two military communications satellites, COMSATBw-1 and COMSATBw-2, as part of a satellite communications system supplied to the German Ministry of Defense. The first satellite in this family, COMSATBw-1, was launched by Arianespace in October 2009. -

International Journal of Communication 11(2017), 4093–4117 1932–8036/20170005 Digital Populism: Trolls and Political Polarization of Twitter in Turkey ERGİN BULUT Koç University, Turkey ERDEM YÖRÜK Koç University, Turkey University of Oxford, UK This article analyzes political trolling in Turkey through the lens of mediated populism. Twitter trolling in Turkey has diverged from its original uses (i.e., poking fun, flaming, etc.) toward government-led polarization and right-wing populism. Failing to develop an effective strategy to mobilize online masses, Turkey’s ruling Justice and Development Party (JDP/AKP) relied on the polarizing performances of a large progovernment troll army. Trolls deploy three features of JDP’s populism: serving the people, fetish of the will of the people, and demonization. Whereas trolls traditionally target and mock institutions, Turkey’s political trolls act on behalf of the establishment. They produce a digital culture of lynching and censorship. Trolls’ language also impacts pro-JDP journalists who act like trolls and attack journalists, academics, and artists critical of the government. Keywords: trolls, mediated populism, Turkey, political polarization, Twitter Turkish media has undergone a transformation during the uninterrupted tenure of the ruling Justice and Development Party (JDP) since 2002. Not supported by the mainstream media when it first came to power, JDP created its own media army and transformed the mainstream media’s ideological composition. What has, however, destabilized the entire media environment was the Gezi Park protests of summer 2013.1 Activists’ use of social media not only facilitated political organizing, but also turned the news environment upside down. Having recognized that the mainstream media was not trustworthy, oppositional groups migrated to social media for organizing and producing content. -

Analizând raportul prezentat de Serviciul Inspecţie, membrii Consiliului au constatat că distribuitorul de servicii S.C. TV ALFA OMEGA 2005 S.R.L. a încălcat prevederile articolelor 74 alin. (3) și 82 alin. (2) din Legea audiovizualului nr. 504/2002, cu modificările şi completările ulterioare. Potrivit dispozițiilor invocate: Art. 74 alin. (3): Distribuitorii de servicii pot modifica structura ofertei de servicii de programe retransmise numai cu acordul Consiliului. Art. 82 alin. (2): Distribuitorii care retransmit servicii de programe au obligaţia, la nivel regional şi local, să includă în oferta lor cel puţin două programe regionale şi două programe locale, acolo unde acestea există; criteriul de departajare va fi ordinea descrescătoare a audienţei. În fapt, în urma controlului efectuat de inspectorul teritorial al C.N.A., în data de 16.09.2019, în localitatea BUDA, judeţul Buzău, la staţia CATV cu denumirea TV ALFA OMEGA 2005, aparţinând S.C. -

Before the FEDERAL COMMUNICATIONS COMMISSION Washington, D.C. 20554 In the Matter of Expanding Flexible Use of the 3.7 GHz to 4.2 GN Docket No. 18-122 GHz Band Eligible Satellite Operator Transition Plans for GN Docket No. 20-173 the 3.7-4.2 GHz Band REVISED TRANSITION PLAN OF EUTELSAT S.A. Pursuant to Section 27.1412(d) of the Commission’s rules,1 Eutelsat S.A. (“Eutelsat”) hereby submits this Revised Transition Plan incorporating updated information and feedback from the Commission staff in describing the process it intends to follow to effect the relocation of its fixed-satellite service customers out of the 3.7-4.0 GHz band in the contiguous United States (“CONUS”), as required by the Commission’s C-band Order in the above-captioned proceeding. Eutelsat has separately filed a Petition for Expedited Reconsideration or Clarification, in which it has requested that the Commission confirm that eligible replacement satellite costs are limited to satellites operating only in the 4.0-4.2 GHz band (and corresponding uplink band) and covering only the CONUS. Eutelsat further requested that the Commission requires each such subsidized satellite to serve the CONUS for the duration of its useful life, and that the Commission specifically clarifies that the costs of spare satellites and “backup” launches are ineligible.2 Eutelsat continues to urge the Commission to act on that Petition, in order to bring greater clarity and consistency to the process under which C-band satellite operators are developing these Transition Plans. 1 47 C.F.R.
