It was further proposed that Standing Orders should be suspended for the “usual” Open Forum relating to other general matters which parishioners might wish to raise with the PC. It introduced Neighbourhood Planning into the hierarchy of spatial planning in England, giving communities the right to shape their future development at a local level. It is a powerful tool in that it has statutory weight and must be taken as a material consideration in planning decision-making. 1.2 The National Planning Policy Framework highlights that Neighbourhood Planning gives communities power to develop a shared vision for their area and that Neighbourhood Plans can help to deliver sustainable development.
