No. ASOM/30/2018-19/24/85 Dated the 6th June 2019 REQUEST FOR EXPRESSION OF INTEREST (REOI) for hiring a System Integrator for undertaking Survey/Data collection of farmers and Development and implementation of MIS for the Assam Silk Outreach Mission (ASOM) Society, Assam.

The (GoA) through Handloom Textile & Sericulture Deptt. has undertaken a project entitled “Assam Silk Outreach Mission” for augmentation of Muga Raw Silk production by 10 times in the next 10 years funded under the State Owned Priority Development (SOPD-ODS ) scheme through a Society called the ASOM Society. Under the project the Mission Directorate, Assam Silk Outreach Mission Society, proposed to undertake a Baseline Survey/data collection of the Sericulture farmers to prepare a Data Base and designing and Development and implementation of MIS for the Society. The Mission Director, ASOM Society now intends to use a portion of the amount of the project by engaging System Integrator / Service provider for undertaking a Base line survey/data collection of Sericulture farmers and preparation of a comprehensive Data base and designing MIS.

1. The Mission Director, Assam Silk Outreach Mission invite from eligible System Integrator/ Service Provider to submit their Expression of Interest (EoI) for carrying out a survey/ data collection of Sericulture farmers and preparation of a Comprehensive Data base and designing of MIS. Interested System Integrator/Service Provider should provide necessary documents that they have the required technical qualifications and relevant experience to provide the above mentioned services as per the draft Terms of Reference (TOR) for the proposed assignment available in the Mission Director Office.

2. Selection Criteria - a. The list of documents to be submitted with EoI are (Expression of Interest shall not be more than 60 pages in total): Name, address, phone, fax number, e-mail address along with a note on the ownership, organizational structure & core business area; b. Bidder should have adequate experience of having implemented Integrated Hardware and software solutions in Assam covering all Districts off Assam. In case Bidder is a System Integrator/Service Provider and donot have experience of Development of Web Based Application Software then they can have joint Venture/Consortium with a Software Development Company who have experience of development and Implementation of Web Based Application for Government Departments. (Proforma of consortium Agreement enclosed along with all necessary Documents. c. Primary bidder should have net positive worth. Documentary evidence in this regard should be enclosed along with the EOI d. Bidders should be in IT Sales and service for last 10 years in the State of Assam. In case of consortium partner the secondary bidder (consortium partner) should also be in Assam for last 5 years and should have implemented at least 2 projects of Govt. of Assam worth Rs 50.00 lakh. e. Document (s) to demonstrate that the firm is in the business for the last 10 (ten) years.

a. Primary Bidder should have PAN, GSTIN and Trade License/Firm Registration certificate. b. Bidders should have not been blacklisted in the past in Assam/India c. Bidders should have minimum 10 service man power under its payroll. d. The software Engineer should possess at least a B.Tech/B.E./MCA from a recognized university/institutions, having minimum three years of working experiences in the field of Software Development e. Details of at least three similar assignments executed in the last five years to support the short-listing criteria accompanied by completion or acceptance certificate(s), including experience, if any, of having worked with Govt. of Assam. f. Certificate from the statutory auditors/ Chartered Accountant certifying the total turnover during each of the last three financial years. g. In-house available technical expertise and expert staff available with them with domain knowledge and experience in similar assignments. h. Have Average Annual Financial Turnover of minimum Rs. 500.00 Lakh in the last 3 financial years. i. Have executed similar work in a single work worth Rs 200.00 Lakh.

i. The bidder must fulfil the above eligibility criteria/pre-qualification conditions. The proposal of bidder fulfilling the pre-qualification conditions will only be evaluated by the duly constituted technical evaluation committee. Proposal off bidder not fulfilling the pre-qualification conditions given above will be summarily be rejected. Undertaking for subsequent submission of any of the above documents will not be entertained under any circumstances. Office of the Mission Director reserve the right to verify/confirm all original documentary evidence submitted by the bidder in support of above mentioned clauses of the eligibility criteria.

ii. Short listed bidder has to give a presentation on the proposed solution fulfilling the objectives and key considerations. iii. Based on presentation/suggestions etc. from all the short listed bidders, request will be made to the short listed bidders’ to submit the techno commercial bid. iv. Office of the Mission Director reserves the right to overrule the views of the bidder.

3. The system integrator/Service Provider will be selected in accordance with the Qualification based Selection methods. Interested system integrator/ Agencies must deliver their EOIs in written form in English language to the address given below on or before 27th June/2019 in hard copy as well as a soft copy. Further information can be obtained at the office of the Mission Director, Assam Silk Outreach Mission, Guest House, Muga Farm, Khanapara, from 11.00 am to 04.00 pm (IST) on all working days.

4. Terms of Reference for Base line Survey/Data Collection of farmers and designing of MIS under Assam Silk Outreach Mission Society (Muga Mission)

Background Assam is the natural home for all the 4 varieties of Silkworm i.e. Eri, Muga, Mulberry and Tasar and accounts for highest production of Muga and Eri in the country. Assam enjoys world monopoly in the production of Muga accounts for 87% of India’s production and holds the “Geographical Indication”. The state is also a major producer of and accounts for 65% of the national production. Assam occupies the 3rd position in production of Silk in the country. Visualizing the huge potential of sericulture specially Muga and Eri as one of the most promising economic activities for employment generation in the rural sector, Govt. of Assam, during post-independence period intervened and established infrastructure to provide support to the artisans. Continuous efforts have been made by the Sericulture department, Govt. of Assam, for the development of Sericulture industry in the State with assistance from Ministry of Textile, Govt. of India and other departments/schemes especially during last few years. There are clear improvements in certain areas like expansion of acreage, productivity of cocoons, Silk reeling and spinning and product diversification. But due to non-availability of well-maintained data base of Sericulture farmers, cocoon/seed producers, reelers / spinners etc. it is not easy to reach out a clear picture on the requirements, availability, consumption, generation, control and efficiency of sericulture sector of the state.

Based on above constraint the Mission Directorate is willing to conduct a Base Line Survey/ Data collection to get baseline data from farmers who are engaged in performing various sericulture activities in the state. The results of the baseline survey/data collection will establish the reference data of seri farmers/entrepreneurs and will serve as the basis for future project formulation etc. Design and Develop of a web based application with all required hardware and software with security for the Silk Value Chain Management System.

In brief Development and implementation of Management Information System Solution Hardware and Software should be intuitive and secured as it includes necessary infrastructure to build the core part of which application shall be hosted and implemented to provide interface to all concerned users. This should include all necessary hardware like Servers, Storage, Networking, Network Security, UPS for power backup on which customised MIS application based on user requirement shall be run and properly maintained in future.

The Envelope must be super scribed with “Base Line Survey/ Data collection of Sericulture Farmers & Development and Implementation of MIS Solution- “Hardware and Software”.

EMD: EMD of Rs 4,00,000 (Four Lakh) in form of demand draft (DD) or Bank Guarantee from Nationalised Bank will be required to furnish when the request will be made to the short listed bidder for submission of financial bid in favour of Mission Director, Assam Silk Outreach Mission Society, Assam, Guwahati-22. Earnest Money stand shall forfeit if the bidder withdraws his bid after the opening of bids or if the bidder fails to execute orders after awarding contract.

5. Clarification: Clarification if any, about the requirement can be obtained from Office of the Mission Director, Assam Silk Outreach Mission Society, Khanapara, Guwahati-22, through letter addressed to the Mission Director. Any clarification by any prospective bidder should be intimated within 7 days from the date of notification of EOI. Clarification letter received after seven days will not be entertained.

1) It will be sole discretion of office of the Mission Director to or not to incorporate any changes in the requirement based on feedback/input/suggestions received from the prospective bidders. The decision of office of the Director regarding acceptability of any suggestion shall be final.

2) Shortlisted bidders should submit their financial bids only to the “Office of the Mission Director”. Those who have not been shortlisted in EOI will not be allowed to submit their financial bid and financial bid received after due will not be accepted.

A) Objectives and Key Consideration of the project, but is not limited to, the following:

1 Design and development of a web based application with all required hardware, software with security. One of the major reasons of setting up of a proper MIS to collect day to information on all aspects of sericulture in all the districts of Assam (including six scheduled areas and Guwahati as the main central site). 2 To Develop and Implement MIS Solution with Hardware and Software for the Mission Directorate to gather inputs from all Sub offices in all Circles and stakeholders all over Assam 3 To implement network (wired and wireless) and system (server and storage) at state head quarter located at Guwahati to be connected to all officers located across Assam. 4 The web based MIS solution will be hosted in the existing NIC server infrastructure. All server requirements to facilitate the running of the web based MIS solution will be suggested by the selected system integrator (SI). 5 Hardware required for Survey will be provided by the system integrator (SI). 6 To install all input devices (laptop, desktop, printer) for running the client software and for powering up UPS connectivity with adequate battery back up to all the sites including central site at Guwahati. 7 To provide all Active and Passive connectivity including Electric connectivity to all the equipments. 8 Server room preparation with electric connectivity, air-conditioning and required data centre racks, chairs and tables. 9 The portals designed, developed and implemented should have o Facility of multi level administrator with a super admin o Multi-lingual option o Dynamic in nature o SMS Integrations. A. Key considerations for designing the MIS System should include following

1) Scalability Proposed solution must support scalability to meet future requirements and demands. Scalable system is one that can handle increasing numbers of requests without adversely affecting the response time and throughput of the system.

2) Availability Proposed solution must be designed to provide redundancy and fault tolerance to ensure high availability on hardware for current and future applications to be hosted.

3) Interoperability Proposed solution should be interoperable to support information flow and integration. Operating systems, database, storage technologies, and devices from multiple OEMs must be integrated

4) Security and Performance Proposed solution should be designed for an end-to-end security blanket to protect applications, services, data and the infrastructure from malicious attacks or theft from external (through internet) and internally without hampering system throughput and performance

5) Maintainability Proposed solution should be designed with maintainability in view. It must facilitate ease of configuration, which is vital to the goals of scalability, availability, and security.

6) Failover, Resiliency, and modularity Proposed solution should be designed with three objectives - Failover, Resiliency, and Modularity in view.

7) Backup and Restore Proposed should have provision for regular backup as per the best industry standard

6. The scope of the Work

1) Conduct a detailed base line survey/data collection on Sericulture farmers of the state of Assam to generate data through interaction with the Sericulture farmers/ reelers/spinners and other stakeholders involved in various stages of production process from seed cocoons- finished products. 2) The Base line Survey/Data collection is to be conducted as per the requirement of the Mission Directorate for which necessary input will be provided. 3) Based on the requirement, the System Integrator (SI)/Service provider will prepare Survey formats/ Questionnaires for commercial farmers, Seed Cocoon rearers, Private Graineurs, cocoon traders, Reelers/Spinners, Entrepreneurs, Weavers etc. as per the requirement of the Mission Director. 4) Finalization of Survey Format after field testing and revision approved by the technical committee for the purpose 5) Engagement of Enumerators/ Project Field Assistance and train them on the project requirements and methodology of data collection. Necessary Identity Card will be issued to them from the Mission Directorate. 6) Develop Data entry programme, supervise the data base and data validation and entry. 7) Design and Development of a web based application with all required hardware, software with security for Silk Value Chain Management System. 8) Authentication of data after enumeration of the first village from the respective ADS/ SS for further enumeration. 9) Proper MIS is to be set up to collect day to day information of silk value chain system of both govt. and private sector. 10) Design MIS for each sector separately so that in one click entire related data are displayed in the monitor.

11) The survey must be completed within 6 months and no extension of time will be allowed. 12) The MIS should cater 10 business area of the organisation. 13) Duties and responsibilities the System Integrator (SI) conducting survey/data collection and the client

 The System Integrator must possess the requisite as per Eligibility Criteria of Bidders.  The System Integrator will submit a broad work plan incorporating the approach/ methodology for carrying out the assignment and work plan within 30 days of signing of the contract agreement.  Staff from the Sericulture dept. will work with the System Integrator in the field to provide local insight and guidance.  The System Integrator will submit task assignment and time schedule, work plan and Proforma for data collection. List of key persons to be engaged also be submitted along with their CV for evaluation.  The System Integrator shall adhere to the scope of work detailed under scope of the work. The System Integrator shall carry out the task to achieve the objectives of the study.  System Integrator shall be fully responsible for the task assigned and shall be directly answerable to the Mission Director.  No secretarial and transport assistance will be sought by the System Integrator from the client.  No vehicle will be provided from the Director, Mission Society for conducting the survey. The System Integrator may hire vehicles and for which no extra payment will be paid from the Mission Director, Assam Silk Outreach Mission Society.  The System Integrator should carry out the modifications if required in the format designed by them based on the client’s observations and comments. The approval of the designed format will be given by the client within 10 days of its submission with desired changes incorporated.  Interim progress report will cover details of works completed by the end of 60 days of the assignment duration.  Authentication of data after enumeration of the first village from the respective ADS/SS for further enumeration.  Final Survey/data collection report will incorporate client’s suggestion.  The Mission Director shall extend necessary cooperation during the survey period. The System Integrator may request for relevant documents/ data from the Mission Director during the report preparation period, if available. Eligibility Criteria of Bidder:

Bidders must possess the requisite experience, strength, and capabilities in providing the services necessary to meet the requirements, as described in the EOI. The bidder must also possess the technical knowledge that would be required to successfully Develop and Implement MIS System sought by Office of the Mission Director for the entire period of the contract.

In case of enclosed Consortium the secondary bidder (Consortium Partner) should also be in Assam for minimum period of 5 years. One of the consortium partner must have implemented at least two projects in Government /PSU sector in Web Based application development, out of which at least one project should be worth minimum of Rs. 50 Lakhs or above in Web Based application development covering all District of Assam for the Govt. of Assam 5 One of The Consortium Partner Should have All necessary Documents to be experience at least in two government / semi enclosed government organization for supplying installation, maintenance of Hardware during the last Five years. ( Any of the Consortium Partner) 13 The Mission Director reserves the right to award the contract based on technical evaluation of the System Integrators’ capabilities and presentation; and not only on L1 basis.

7. Time Frame

The System Integrator shall complete the task in 6 (Six) months’ time from the date of signing agreement or otherwise agreed upon.

Note: At the end of 6 months, after completion of the Survey and corresponding MIS, All reports will be submitted in English language both in hard copy (bound form) as well as soft copy (CD and mail). After the submission of each report, the System Integrator will make a presentation to the client showing the summery of the report, at mutually agreed date and time.

The entire copyright of the MIS solution will lie with the Mission Director of the Assam Silk Outreach Mission Society, Assam.

Annexure -II Format for Consortium / Joint Venture Agreement

(ON NON-JUDICIAL STAMP PAPER OF VALUE RS.100/- TO BE PURCHASED IN ANY ONE NAME OF CONSORTIUM/JOINT VENTURE MEMBER)

(hereinafter called the “Primary Bidder” which expression shall include its successors, executors and permitted assigns) and M/s. …...... a Company incorporated under the Act/Laws of ………...... and having its Registered/Head office at ...... The Primary Member and the Second Member shall collectively hereinafter be called as the “Joint Venture/Consortium Members” for the purpose of submitting a bid proposal of Development and Implementation of MIS Solution- Hardware and Software, being a Company having its Registered Office/Head office at …………………………………………… (hereinafter called the “Owner”) in response to the invitation of bids.

Only Two (2) bidders may form a Joint Venture/Consortium between themselves and apply against this tender specification, provided they fulfil the following eligible criteria.

1. They should have legally valid Consortium agreement as per the prescribed format for the purpose of participation in the bidding process. The total no of a Consortium shall be limited to two (2). 2. Consortium as a whole shall meet the qualifying norms specified in the tender, they participate. 3. The Primary Bidder and Secondary Bidder of the Consortium should meet Eligibility Criteria of Bidders / Consortium Bidders as per Annexure-I 4. Primary Bidder shall be authorized to receive instructions for and on behalf of secondary Bidder of the Consortium and entire execution of the contract. 5. The Consortium and its member shall be jointly responsible and be held liable for the purpose of guaranteed obligation and any other matter as required under the contract. 6. Work Order(s) will be placed to Primary member of the Consortium.

NOW THIS INDENTURE WITNESSETH AS UNDER:

In consideration of the above premises and agreements all the bidders to this consortium members do hereby now agree as follows:

1) In consideration of the award of the Contract by the Owner to the joint venture members, we, the members to the consortium/joint venture agreement do hereby agree that M/s------

------shall act as Primary Bidder / Owner and further declare and confirm that we shall jointly and severally be bound unto the Owner for the successful performance of the Contract and shall be fully responsible for establishment of the Infrastructure.

2) In case of any breach of the said Contract by the Primary Bidder or the Secondary Bidder the Consortium/Joint Venture agreement, the primary bidder do hereby agree to be fully responsible for the successful performance of the Contract and to carry out all the obligations and responsibilities under the Contract in accordance with the requirements of the Contract. 3) The financial liability of the members of this Joint Venture/Consortium agreement to the Owner, with respect to any of the claims arising out of the performance or non- performance of the obligations set forth in the said Joint Venture/Consortium agreement, read in conjunction with the relevant conditions of the Contract shall, however, not be limited in any way so as to restrict or limit the liabilities of any of the members of the Joint Venture/Consortium agreement. The liability of each member is absolute and not severable. 4) It is expressly understood and agreed between the Members to this Joint Venture/Consortium agreement that the responsibilities amongst the Members shall not in any way be a limitation of joint and several responsibilities and liabilities of the Members to the Owner. It is clearly understood that the Primary bidder shall ensure performance under the agreements and if one or more Joint Venture/Consortium Member(s) fail to perform its /their respective obligations under the agreement(s), the same shall be deemed to be a default by all the Joint Venture/Consortium Members. It will be open for the Owner to take any steps, punitive and corrective action including the termination of contract in case of such default also. 5) This consortium/ joint venture agreement shall be construed and interpreted in accordance with the laws of India and the courts of Assam shall have the exclusive jurisdiction in all matters arising there under. 6) In case of an award of a Contract, we the consortium/ joint venture members do hereby agree that we shall be jointly and severally responsible for the scope of the tender respectively executed and Primary Bidder shall be furnishing a Bank guarantee for Security Deposit / Performance in favour of the PURCHASER in the forms acceptable to purchaser for value of 10 % of work order. 7) It is further agreed that the Joint Venture/CONSORTIUM agreement shall be irrevocable and shall form an integral part of the Contract, and shall continue to be enforceable till the Primary Bidder discharges the same. It shall be effective from the date first mentioned above for all purposes and intents. 8) In case of any dispute amongst the members of the Joint Venture/Consortium, Primary Bidder shall not be in any way liable and also the Consortium members shall not be absolved from the contractual obligation in any manner.
