Department of Social Work, University of Botswana, Botswana. iii ABSTRACT An analysis of the social service practitioners’ practice tools in Africa towards the enhancement of professional responsibility to the client system is essential including investigating the ethical dilemmas experienced by the practitioners daily. These tools serve as sources of evaluating social work practice and administration that spur practitioners to provide a virtuous professional service and as enlightenment for the effective, efficient and reflective practice. The National Association of Social Workers (2008) and the South African Council of Social Service Professional (SACSSP, 2005) and their ethical values and principles served as this study principal document that directed this research venture. The researcher sought to understand the nature and extent of the challenges facing social work practitioners and administrators and compared their experiences within two different geo-political zones of Africa. Hence, the research philosophy engaged the “diamond metaphor,”in the sense it is multifaceted and within a blended research paradigm. It depicts the uniqueness and value of each study area. The study employed the comparison-evaluative approach depicting a Multi-Phase-Transformative mixed methods research design characterised by a six way dimensionalapproach of explorative, evaluative, descriptive, comparative, qualitative and quantitative approaches in order to reconnoiter the experiences of social work practitioners 135 and 47 administrators which in total 182 respondents from three different regions namely: KwaZulu-Natal (South Africa) and Lagos State and Imo State (Nigeria). Each setting for data collection differs within a multi-level mode and each data including the tested hypotheses were refined to actualise the subject situation and the analytical discussion of the methodology components. Data that was gleaned from the dispersed research tools used for the study were analysed by the utilisation of descriptive statistics, multiple comparisons and post hoc test correlations in testing the stated hypotheses with the Statistical Programme for Social Sciences (SPSS Version 21.0). However, the thematic gleaning of the responses was deciphered through discourse analysis (Soini and Birkeland, 2014:215- 216; Gross, Alba, Glass, Schellenberg and Obrist, 2012:3). The findings of the study revealed that rural social work interventions are directly weakened by a poor support system that the social workers experience, thus, the lack of proper literacy and qualification levels in the rural areas largely contributes to weaker social work interventions in both Nigeria and South Africa. iv Furthermore, the study revealed that administrators avail themselves to more continuous professional development than the social workers do, while the overall qualification attributes for the respondents needed upgrading to cater for specialised areas. The study revealed that the lack of the analysed and aligned training needs of individual practitioners serves in fact to clog personal development plans which the subsequently affects the development of work plans and the signing of performance agreement job descriptions, thus, the policies are not then applied. The study’s results indicated that the administrators’ gendered pattern impacted significantly on the ethical code outcome in the study areas. Outcome analysis confirmed that thesocial workers’ understanding of ethical code application has significantly correlated with their integer years of practice experience, whereas, the perceived difficulties presumably had partial correlations within the study areas. Moreover, the ethics concerning the integrity of profession, the professional responsibility, the service delivery and the competence/confidentiality explained for the integer years of practice experience. Furthermore, the integer years significantly ensure that social workers are coping with ethical dilemmas on familiarity and their professed complaint anxieties on the Ethical Code in the three study areas. Conversely, the study advocated for the assimilation of interactional justice approach that would enhance advocacy on social justice, human rights and professional accountability as well as stimulate competence within the bucolic social worker’s career. Social justice cognizance should be visible within the equity on performance. The study’s recommendations included advocating for quality rural social work interventional support and improvement on qualification and literacy level in the rural areas; also that there should be the recognition of a greater prioritisation of NASW/SACSSP ethical codes. As such, experienced practitioners should mentor newer practitioners to enhance effective and efficient professional responsibility with client-systems. Additional studies should explore the professional responsibility of practitioners amid the Service Charter for Victims of Crime (victims’ charter) designed to uphold social justice and to nurture a human rights philosophy in guaranteeing the material, psychosocial and emotional needs of victims. Hence, further research on utilising the study’s finding models for urban domain and proper professional training, adherence to these models and awareness of legal ethics is recommended. Further studies should focus on examining administrators-practitioners relationship outcome to policies regulations as they are geared towards the Code; likewise to inspect social entrepreneurial activity using the Service Delivery Model to re-bolster industrial social work. v LIST OF TABLES Table 1: Summarised

A. 1Oli, I.C.,1Osi-Okeke, I.1and Meribe, P.N.1 Department of Geology, Federal University of Technology, Owerri, P.M.B 1526 Abstract The constituent budget of Njaba River at Okwudor was undertaken to understand the loading rate of constituents over a period of time (2011-2019). Water samples were obtained at equal distances of 2 km along the stretch of the River. The samples were obtained with the aid of sterilized 1.5 plastic bottle; the sample bottles were corked under water immediately after collection so as to prevent oxidation of the constituents. The water samples obtained from Okwudor was used to probe some physiochemical parameters and constituent budget of Njaba River over a period of eight years (2011 – 2019). The result indicates the pH of the River with values of 6.40 in 2011 and 6.44 in 2019. The TDS value for 2011 was 14.70 mg/l while for 2019 was 7.00 mg/l and the Total hardness of the water for 2011 was 11.80 mg/l and 2019 as 41.46 mg/l.The constituent budget 2+ 2+ + + 2- - - -3 indicates continuous loading of constituents (Ca ,Mg , Na , K ,SO 4,NO 3,Cl , and PO 4) into the Njabariver. - However, there was a decline in HCO 3.The constituent budgetindicates that Chlorine has the highest loading rate (2.97) while bicarbonate has the lowest loading rate (-0.63).

Accepted 29 March, 2013 Gravity data were acquired along two profiles in some parts of the Njaba River sub-basin. Profile A-A’ and B-B’ run for about 30 and 12 km respectively with the end of the two profiles meeting at Oguta Lake. The Bouguer gravity anomaly along Profile A-A’ revealed initial positive gravity values to a wavelength of about 21 km and then followed by a sudden drop of the observed gravity showing a significant gravity minimum. Profile B-B’ showed an alternating gravity high and low which was followed by a sudden extremely low value in the observed gravity. Further investigation showed that the structure modeled is graben and horsts bounded by two normal faults. The high gravity observed is due to the lesser density contrasts between the sediments and the basement which had resulted from the up-warping of the crust. The area showing low gravity revealed thick sedimentary accumulation of recently deposited alluvium deposits deposited in the subsided area bounded by these two faults. The structural framework of the parts of the sub-basin studied suggested an environment favorable for large scale entrapment of hydrocarbons.

ABSTRAC'L (\gutalake is one of the largest natural lakes in south-eastern Nigeria.Traditionally, its fisheries support a large number of fill-time and part-time fishermen with their families. However, in recent years, like most other capture fisheries in Nigeria, fish yields have either been declining or stagnating. Fish stocks in the lake have for long been subjected to over-fishing and use of wrong fishing methods.. The paper proposes large-scale introduction of cage fish culture in the lake as a practical means of reducing fishing pressure on the lake as wellas providing a sustainable means of livelihood for the local population around the lake. Limnological characteristics of lake are described to appraise the feasibility of cage culture in the lake. Recommendations are made on the design, choice of materials, construction and management of cages in the lake. Cost-benefit projections based on prevailing market prices are presented. The paper examined the availability of some social infrastructural facilities in rural parts of Imo State. It equally examined the extent to which those facilities have promoted rural development in the State. Data were collected mainly from primary sources. A total number of 2,340 copies of questionnaire were administered in eighteen communities and all were retrieved for the analysis. Research findings revealed unevenness in the availability of potable water supply and telephone (analogue landline) facilities. However, the availability of electricity, educational and health facilities were largely indicated by respondents in the 18 study communities to be well spread across the State. The paper noted some rural development implications as the result of the Z-test of proportion statistics led to the rejection of the null hypothesis and the acceptance of the alternative, which is that, majority of rural areas in Imo State, have significant presence of social infrastructural facilities that enhance economic activities. Mbalisi Department of History and International Studies, Nnamdi Azikiwe University, Awka [email protected] Abstract Africa is prominently known for its rich cultural heritage, festivals and traditional celebrations. The Igbo of southeast Nigeria are known globally for their addiction to their traditional way of life, belief systems and celebration of numerous cultural festivals. These traditional and cultural festivals form the basic foundation of the rich heritage of the Igbo. Most of these celebrations begin from birth. Usually, the birth of a new born baby is greeted with joy and fanfare by his/her parents and their relatives. The celebrations continue till the period of transition (death); from puberty to adulthood, marriage, title taking, old age till one rejoins his/her ancestors, then comes the final celebration. Mbano people of southeast Nigeria have numerous traditional and cultural festivals which form the nucleus of their relations with their neighbours. In fact, the cultural festivals depict the rich cultural heritage of the people and are used to show in most parts, the kinship between the people and their proximate neighbours. This paper essays to demonstrate the import of these traditional and cultural festivals to the nature of relationship prevalent between Mbano people and their neighbours in southeast Nigeria. The work adopts the orthodox historical method of narrative and analysis.
