An overview of the purpose of meeting was given; Anglesey has always recognised the importance of the energy sector for the local economy. The original Wylfa Development and the ‘downstream’ activity at Anglesey Aluminium have been a cornerstone of the economy for over 40 years. The Council is working with partners in both the public and private sectors to secure a prosperous future for Anglesey and North West Wales. The Energy Island Programme was established to allow a focus for engaging with the private sector to help de-risk their projects. This work was supported by the formation of the Energy Island Advisory Board chaired and ably steered by Dr Tim Stone who has been an inspiration to the Programme. Wylfa Newydd has been progressing on many fronts which has called for the discipline of a meeting hierarchy – this meeting sits above this hierarchy with a focus on the ‘bigger picture’. Cllr Ieuan Williams formally welcomed Utena-San, Leon Flexman and Phillip Behan. Matthew Clarke was welcomed and it was noted he would be chairing the Strategic Forum meetings whilst Liz Keenaghan-Clark is on maternity leave. Cllr Ieuan Williams also welcomed Dr Gwynne Jones, who has succeeded Richard Parry Jones as the Council’s Chief Executive. Mathew Clarke introduced himself, covering his current role and background. ITEM 2 – Agree Minutes from the previous meeting. The minutes from the previous meeting (28th January 2015) were agreed. Actions from previous meeting were reviewed: DECC to provide National Nuclear Laboratory update with the Forum – included in DECC update. WG to feedback any lessons learnt from the establishment of Murco Task Force – information has been shared with EIP. Action closed. WG to share TORs for WGs internal Nuclear Programme Board and discuss further with IACC’s Chief Executive (EIP Sponsor) – meeting held with EIP. Action closed. NDA Welsh Steering Group update to be provided at the next Strategic Forum – One meeting held; unfortunately no officer from the EIP was able to attend. ITEM 3 – UK Government (DECC) & Wales (WG) Overview UK Government (DECC) Ministerial Portfolio following General Election: Amber Rudd - Secretary of State. Andrea Leadsom – Minister of State with responsibility for: o Electricity and gas markets o New energy infrastructure o Energy security o Oil and Gas policy, including shale gas o NDA and Geological Disposal Facility o New nuclear, CCS and renewables o Nuclear safety and regulation o International energy Lord Bourne of Aberystwyth – Parliamentary Under Secretary of State for DECC and the Wales Office, with responsibility for: o Heat, including Renewable Heat Incentive o Smart meters (SF Minutes 28-07-2015) Page 3 of 10 SWYDDOGOL / OFFICIAL o Energy efficiency and fuel poverty o Climate science and innovation o Planning o Transparency o Support to the SoS on international climate change Lee McDonough (previously DEFRA) has replaced Hergen Haye as Director of the Office for Nuclear Development. Hinkley Point C Progress going well. All parties are working extremely hard to conclude the remaining outstanding matters and get to the Final Investment Decision as soon as possible. State Aid challenge – Government is confident that the European Commission’s State aid decision on Hinkley Point C is legally robust and have no reason to believe that Austria’s challenge has any merit. Under the Treaty for the Functioning of the European Union (TFEU) Member States have the freedom to determine their own energy mixes. The EU’s 2030 Climate and Energy policy restated this right. We are working closely with all EU Member States to ensure that this freedom is respected. Moorside Between 16th May and 25th July NuGen undertook their first stage of Public Consultation on strategic issues. They held a number of consultation events and published their consultation documents online. Later in the year NuGen will produce a report on their feedback. The information will help them develop more detailed proposals. NuGen will then consult on these in a second phase of the consultation process in 2016, which will set out their firm proposals for development. National Nuclear Laboratory NNL are in discussions about ways in which they might be able to support the ongoing GDA work on the Hitachi ABWR design which is planned for Wylfa. Specific details are commercially confidential at this point. . Following publication of the SMR feasibility report last December, where NNL led the project consortium, they remain closely involved with Government work on SMRs. We are currently arranging an update meeting for John Idris Jones (and others) to meet with NNL colleagues to discuss this topic. Broad ranging SMR techno-economic study underway. Study due to complete in March 2016 to inform the Government’s policy position. A number of processes need to be completed before SMRs could be deployed which means any deployment and generation may be 10+ years away. National Nuclear laboratory – attended the EIP R&D group. Strategic Forum Review Strategic Forum Review completed. 83% are happy with the format of the meeting - noted that the senior turnout at meeting highlights the importance attached to the forum. No significant changes proposed but any further comments welcomed on an ongoing basis to continue to keep the forum effective. (SF Minutes 28-07-2015) Page 4 of 10 SWYDDOGOL / OFFICIAL Levy Control Framework Pressures in the current LCF period, as referenced in a statement on 22 July 2015, will not impact planned nuclear plants including Wylfa Newydd and Moorside as these sites will not come online until after this period. In due course, the Government will set out the Levy Control Framework beyond 2020, providing a basis for electricity investment into the next decade.. Wales (WG) Overview Gwenllian Roberts wished Matt all the best as Chair of the Strategic Forum. Significant progress since January: Collective progress made – local, regional and national structures have been aligned and progressing well. Engagement framework confirmed with Hitachi and Horizon on a UK, Wales, North Wales and Anglesey level. WG workstreams are considering key interventions and support required, particularly in terms of Skills and Supply Chain. Recognise that there is a need to work closely to make the most of opportunities, but also identify and mitigate risks (socio-economic). Enterprise Zone – Menai Science Park & Marine Demonstration Zone has been included within the Anglesey Enterprise Zone boundary. Snowdonia and Deeside Enterprise Zones progressing

Plaid Cymru and the SNP in Government Craig McAngus School of Government and Public Policy University of Strathclyde McCance Building 16 Richmond Street Glasgow G1 1QX [email protected] Paper prepared for the Annual Conference of the Political Studies Association, Cardiff, 25 th -27 th March 2013 Abstract Autonomist parties have been described as having shifted from ‘niche to normal’. Governmental participation has further compounded this process and led to these parties facing the same ‘hard choices’ as other parties in government. However, the assumption that autonomist parties can now be described as ‘normal’ fails to address the residual ‘niche’ characteristics which will have an effect on the party’s governmental participation due to the existence of important ‘primary goals’. Taking a qualitative, comparative case study approach using semi-structured interview and documentary data, this paper will examine Plaid Cymru and the SNP in government. This paper argues that, although both parties can indeed be described as ‘normal’, the degree to which their ‘niche’ characteristics affect the interaction between policy, office and vote-seeking behaviour varies. Indeed, while the SNP were able to somewhat ‘detach’ their ‘primary goals’ from their government profile, Plaid Cymru’s ability to formulate an effective vote-seeking strategy was severely hampered by policy-seeking considerations. The paper concludes by suggesting that the ‘niche to normal’ framework requires two additional qualifications. Firstly, the idea that autonomist parties shift from ‘niche’ to ‘normal’ is too simplistic and that it is more helpful to examine how ‘niche’ characteristics interact with and affect ‘normal’ party status.

    Rob Phillips THE WELSH POLITICAL ARCHIVE AT THE NATIONAL LIBRARY OF WALES Llyfrgell Genedlaethol Cymru or The National Library of Wales (NLW) in Aberystwyth was established in 1909, to collect and provide access to the documentary history of the nation. It is a legal deposit library and is therefore entitled to receive a copy of all books, magazines, newspapers etc. published in the United Kingdom and Ireland. The Welsh Political Archive (WPA) is a dedicated programme within the Library, established in 1983, to collect, catalogue and promote archival material which reflects the political life of Wales. There is one staff member who coordinates the WPA’s activities, answers enquiries, promotes the archive and works to attract archives to add to the collection. Organising and cataloguing archives is undertaken by staff in the NLW’s Archives and Manuscripts Section. But as the political collections include tapes of radio and television programmes, photographs, works of art, electronic files and websites, the WPA works across departments within the National Library. In addition to curatorial work, the Welsh Political Archive also works to promote the use of the political collections through lectures and exhibitions. An advisory committee (comprised of representatives of political parties and civil society, journalists and academics), guiding the work of the WPA, meets annually. The Executive Chairman of Tinopolis will lead a panel made up of four business people with an established reputation in the creative industries, whose job it will be to provide advice to Ministers on the opportunities and needs of the sector. Commenting on the appointment Deputy First Minister, Ieuan Wyn Jones said: “Ron’s understanding and experience of the creative industries is highly impressive and I’m delighted that he will Chair this newly created Panel.” “As Chair he will play an influential role in the new economic development plan for Wales and I’m confident that Ron’s leadership of the Panel will help shape the way forward for the Creative Industries by highlighting both opportunities and needs for the sector.” The Panel, which will have its first monthly meeting on the 18th October, will be made up of: Jaynie Bye - Managing Director of BBC Youth and Children’s Magazines Gwyn Roberts - Director of Cube Interactive, a digital media company based in Cardiff.

The primary driver behind Economic Renewal and its associated direct support offer will be the six key sectors. Resources will initially be attributed on an equal basis but, in due course, according to need. The six sectors are:- · ICT · Energy and Environment · Advanced Materials and Manufacturing · Creative Industries · Life Sciences · Financial and Professional Services Each sector will develop its own three year plan which, along with the establishment of an externally appointed Sector Panel, will allow us to be effective in supporting and growing these sectors. It is expected that the criteria and interventions will vary according to the sector. The appointment of the Sector Panels is due to be finalised in the near future. In addition to sector eligibility other headline criteria will be considered .A key cross economy priority will be deepening our relationships with “anchor companies” and regionally significant employers. These companies will typically be high-growth firms with the potential to increase employment dramatically, and major companies which are important national or local employers with extensive supply chains in Wales.
