The company was until last year headquartered in Taff’s Well but was then taken over by Cathay Investment an English based company. I understand your officers are in contact with the administrator and prepared to offer support to a potential buyer and also other support to the workers who have lost their jobs. The way the company has behaved is quite frankly a disgrace. The workers turned up as normal , were kept waiting for several hours and then told the company was going into administration and that they were being made redundant. They were then told that they would not be paid and they should claim their outstanding monies from the UK Government from the Redundancy Payments Service part of the Insolvency Service. I have been in contact with Unite the Union and with many individual employees of the company, not just from Taffs Well and there is genuine astonishment as to how this long standing family firm can be taken over one year and put into administration the next. There are a number of issues I would like you to consider: 1. Has Rhys Davies Ltd received any financial support from Welsh Government? 2. How much has the company received through the job retention scheme? 3.

Introduction Dame Rosemary Butler AM Presiding Officer I am delighted to introduce the 30th issue of Europe Matters, our update on the work of the National Assembly for Wales on European issues. It was a privilege and an honour to participate on 16 August at the inauguration of the Welsh Memorial in Langemark, Flanders, to the Welsh soldiers who lost their lives in Flanders Fields during the First World War. Over 1,000 people from Wales and Flanders attended the ceremony, including the three leaders of the opposition parties in the Assembly, Andrew RT Davies AM, Leanne Wood AM and Kirsty Williams AM, and of course the First Minister Carwyn Jones AM. I and my fellow Commissioners, Sandy Mewies AM and Rhodri Glyn Thomas AM, will attend a special commemoration in Flanders next month, at the invite of the President of the Flemish Parliament Jan Peumans. This is another example of the strong co-operation and warmth between our two nations.

The main issues that have been the subject of discussion have been our disagreement as to the requirements of existing audit duties in relation to the Bill, and our disagreement as to the National Assembly‟s legislative competence to introduce new duties on the Auditor General in relation to the Bill: In terms of the disagreement as to existing audit duties, the Welsh Government had been of the view that the Auditor General‟s existing duties in the audit of the accounts of local government and NHS bodies meant that the Auditor General was under a duty to consider the effectiveness and efficiency in the “setting of well-being objectives and taking all reasonable steps to achieve the objectives” (paragraph 390 of the Explanatory Memorandum). On the National Assembly‟s legislative competence, the Welsh Government had been of the view that providing a new duty relating to economy, efficiency and effectiveness on the Auditor General was outside competence. As the Committee is aware, the advice provided to me by Peter Oldham QC indicated that neither of these Welsh Government views of the law were correct.

    What does it mean to be ‘normal’? Plaid Cymru and the SNP in Government Craig McAngus School of Government and Public Policy University of Strathclyde McCance Building 16 Richmond Street Glasgow G1 1QX [email protected] Paper prepared for the Annual Conference of the Political Studies Association, Cardiff, 25 th -27 th March 2013 Abstract Autonomist parties have been described as having shifted from ‘niche to normal’. Governmental participation has further compounded this process and led to these parties facing the same ‘hard choices’ as other parties in government. However, the assumption that autonomist parties can now be described as ‘normal’ fails to address the residual ‘niche’ characteristics which will have an effect on the party’s governmental participation due to the existence of important ‘primary goals’. Taking a qualitative, comparative case study approach using semi-structured interview and documentary data, this paper will examine Plaid Cymru and the SNP in government. This paper argues that, although both parties can indeed be described as ‘normal’, the degree to which their ‘niche’ characteristics affect the interaction between policy, office and vote-seeking behaviour varies. Indeed, while the SNP were able to somewhat ‘detach’ their ‘primary goals’ from their government profile, Plaid Cymru’s ability to formulate an effective vote-seeking strategy was severely hampered by policy-seeking considerations. The paper concludes by suggesting that the ‘niche to normal’ framework requires two additional qualifications. Firstly, the idea that autonomist parties shift from ‘niche’ to ‘normal’ is too simplistic and that it is more helpful to examine how ‘niche’ characteristics interact with and affect ‘normal’ party status.
