NARAYANAN -OF THE INDIAN AD~IINISTRATIVE SERVICE UIRECTOR OF CENSUS OPERATIONS KERALA 1976 3J42-i PREFACE The District Census Handbooks were published for the first time in 1951 as part of the. Census publication programme. Each Handbook contained a gellerG" 1 account of the district and its people, Census table~ and statistics on the area, houses, population, general amenities and distribution of population by livelihood classes for each village and town. The 1961 District Census Handbooks were a distinct improvement on the 1951 volume~. A uniform procedure was adopted for the prepara tion of the Handbooks. Each Handbook cuntained three parts as detailed helmN: Part A. General, dealin.g with a g~neral introduction about the district, its progress on various fields of general amen ities since 1951 and an analy~i!'\ of population by various demo graphic characteristics. Part B. Census data, dealing with the Census tablt:s of 1961 pertainiug to the district.. Part C. Village/Town Directory, dealing with the amenities, Primary Census Abstract down to the level of karas/muris/desoms in the ca~e of rural areas and blocks and wards in the ~se of urban areas and number of industrial establishments by type. District and Taluk maps were also incorporated in each D~trict Census HandboClk. In 1971 also it has been decided to adopt more or less the same pattern and p 'blish the District Census Handbooks in three parts as given below: Part A. Town and Village Director) Part B. Village ax:d Town Primary Census Abstract Part C. Administrative Statistics and Rt.port. The collection and compilation of data for Part A were done by the office of the Director of Census Operations, Kerala through specially designed schedules for villages and towns. The information on rural areas was furnished by the Tahsildars and on the urban areas by the concerned Municipal/Corporation Commissioners. While Part H of the Handbook presents the Village 2nd Town Primary Census Abstract, Part C gives the Report and Administrative Statistics pro_ cessed from information collected from the various Central and State Government Offices. A special feature of the publication of the Handbook in 1971 is the presentation of Primary Census Abstract not only for villages but als::> for the panchayats. This is the first time that an attempt has been made to present panchayat-wise figures. The additional work involved in the new venture is more than justified in view of the growing impoTtan:e oj panchayats in administration. The District Census Handbooks, consisting of Parts A and B of all the ten districts as on 1st April 1971, have been published. Idikki district was formed after the 1971 Census, i.e. on 26th January 197'2. The formation of the new district ha:-; necessitated the preparation and publication of a special~volume on Idikki district combining aU the parts coming in'lther Handbooks. The present volume consists of certain basic Census tables, town and village directory, Village Primary Census Abstract and Block-wise and Panchayat-wise Primary Cemus Abstract in additi.on to a short wl'lte-up on the district. It is hoped that thi~ vo\ume will serve as a useful reference book on .. Idikki district. On the recommendation:of Registrar General, Ind ia, the Government of Kerala have 4gTeed to bring out these volumes as State Government publications and is"ued orders in III G.O. MS. ~o. 199j70jPD, dated 17th June 1970. The printing of the Handbooks was under taken by the Superintendent of Government Presses, Trivandrllm. It is not possible to have compiled a book of this kind without the co-operation and good will ext~nded by the various State and Central Government Office::.. I am grateful to them for their co-operation. The District Census Handbook section of my office functioned under the direct control of Shri B. T. Pillai, Deputy Director of Census Operations (Tabulation) and he was assisted by a TaLulation Officer and necessary staff. Sri S. Jayasl'anker was the Tabula tion Officer in charge of the section at the time of addressing the various departments for collection of information. At the time of compilation of the District Census Handb()Ok Smt. C. Kamalam took charge as the Tabulation Officer. I feel very happy in acknowledging the valuable contributions made by these officers and other members of the staff in my office, especially Smt. K. Sulabhamma, Statistical Assistant and Shri G. Sivadasan and Smt. 1\'1. Premakumari Amma, Assistant Compilers in the compilation of this important work. The entire typing work was done by Sri M. Krishnan and Smt. S. Saraswathy Arnma, Typists of this office. Sarvasri K. Krishna Pillai and M. T. Pillai have prepared the maps included in this volume. The blount of the proof reading was cheerfully borne by Sarvasri N. Aravindan and N. Madhavan, ProofReaders. I would 1ike to place on record my deep sense of gratitude to Sri P. INTRODUCTION Idikki dhtrict, named after the mighty Idikki mean sea level is known as lowland while the midland mala and 'l.lso after the hydro-electric project, was covers a region lying between 25 feet and 250 feet formed after the 1971 Cemus by taking regions from above mean sea level. The highland which lies to the erstwhile Ernakulam and Ki)ttayam district~. It the east of the midland has an altitude of 250 feet actually r:ame into exi,;tence on 26th January, 1972 as per and oyer above mean sea level. This district has no Government Notification No. 54131/C2j71/RD, dated lowland division. Devicolam, Udumbanchola and 24th January, 1972.
