My message this time comes from an extremely buoyant and successful OTC for IMCA. It was great to see so many members in person, discuss their issues and find where IMCA can help and provide good practice guidance. The attention 3 5 that the IMCA stand attracted from both existing IMCA CORE and prospective members demonstrates a healthy profile of IMCA at the forefront of the industry that is most encouraging. In the previous issue I discussed IMCA’s work on contracts. This subject remains high profile and in this issue we report on both the successful Allocating Risks seminar and the results of a contracts questionnaire. IMCA supports members working on offshore renewable energy projects through REGIONAL8 DIVING9 one of its workgroups. These jobs sometimes do not follow typical oil and gas contracts – instead using civil engineering forms that can miss the detail required to fully understand and allocate risks in the marine environment. IMCA continues to work with stakeholders on this issue as members’ involvement in this area continues to grow significantly. Members will be familiar with the factsheet IMCA – 10 12 What’s in it for me? Using IMCA materials and resources, MARINE SURVEY published recently. It encourages members to be active at events and there are two coming up that you should put in your diaries: the Midsummer Ball in Aberdeen, UK on 22 June 2012 and the Annual Seminar in Amsterdam, the Netherlands on 28-29 November 2012. Please support your association at these events. Members will also be aware that Hugh has decided 13 14 to retire as Chief Executive at the end of 2012, after ROV SPOTLIGHT ten years of helping develop IMCA to its current point. One of my roles as President is to chair the Overall Management Committee to which the Chief Executive reports. I will be working with OMC and Hugh to seek a new Chief Executive to continue the good work. As ever, there remains a lot to do in increasing IMCA’s standing, delivering benefits to members and furthering the work programme – an exciting prospect for Hugh’s successor. 2 RIO SAFETY SEMINAR MAKES AN IMPACT The tenth annual IMCA safety and environment seminar – Risk and impact in marine operations – was held in Rio de Janeiro on 20-21 March 2012 and saw the highest ever attendance at an IMCA safety event. Over 180 delegates enjoyed a mix of presentations and roundtable discussions on a range of issues. Giorgio Martelli of Saipem, outgoing Chairman of the IMCA South America Section, welcomed delegates to the event with his introductory address. He spoke on the importance of members’ treatment of the environment, stressing sustainabilty in their operations to ensure a legacy for future generations. Lauro Antônio Puppim of gave the keynote address, discussing the importance of growth, innovation and integrity. He noted the considerable rate of change in the the past 20 years of the offshore industry, with operations now being conducted offshore Brazil in over two kilometres of water and in a safe and environmentally conscious way. He concluded that in order to maintain growth, manage new risks and continue innovation, contractors would need to challenge existing procedural and cultural norms within the industry. The varied programme featured presentations on both safety and environment related themes, with the focus on dealing with high impact, low probability events. Topics included: the evaluation of environmental risk and impact in sensitive areas, the legal and regulatory impact of high impact events, corporate social responsibility and the importance of full workplace involvement, confined space entry, workplace fatigue and process safety challenges. There were also roundtable discussions on potentially catastrophic events, and how their risks could be mitigated through process safety and asset integrity. IMCA is keen to use technology to enhance our events and here keypads allowed instant feedback on questions posed by the speakers. Simultaneous translation between Portuguese and English was also available, as a number of presentations were given in Portuguese and the Q&A sessions conducted in both languages. Feedback has been excellent and IMCA hopes to continue to increase both the quality and scope of future events. Success here paves the way for our annual seminar in November that promises to be bigger and better than ever. NH

MIDDLE EAST & INDIA The most recent meeting was in Mumbai, India – a first for IMCA and the section. Around 40 delegates gathered for the usual updates and a presentation on working in India, followed by a workshop on the ILO Maritime Labour Convention (MLC, 2006) and its implications for contractors. The next meeting is planned for 18 September 2012 in Dubai, UAE and will include a short workshop on competence. IMCA will hold a one-day briefing for existing and prospective members the following day in Doha, Qatar.

8 diving DIVING EQUIPMENT SYSTEMS INSPECTION GUIDANCE NOTES (DESIGN) The IMCA DESIGN workgroup is updating the requirements contained in the DESIGN CD – covering air, saturation, surface supplied mixed gas diving and mobile/portable surface diving systems. As the work has progressed the magnitude of the task has become clearer, old chestnuts debated, and clarification on a number of issues reached. The revision may also give rise to some new IMCA ‘spin-off’ guidance. The workgroup has concentrated its efforts on updating IMCA D 024 – DESIGN for saturation diving (bell) systems – thinking that updating the most complex document first would ‘break the back’ of the whole review, and split into sub-groups to concentrate on updating specific sections. IMCA anticipates that a draft will be ready for review soon. The DESIGN workgroup has also been monitoring the progress made by another workgroup developing guidance on hyperbaric evacuation systems. As a result, Section 15 is likely to be removed from IMCA D 024 and a separate dive system assurance document produced, dealing with all the hardware elements found in hyperbaric evacuation systems. Inquiries allow the sharing of information and lessons learnt – preventing recurrence – and the same benefits are delivered by the IMCA station keeping dynamic positioning scheme. Any information received is analysed and incident trees, together with causes and comments, are produced in an annual report. The IMCA DP scheme is voluntary and depends on vessel owners and operators submitting incidents. Changes have been made over the years, including increasing confidentiality by bringing analysis in-house and the acceptance of reports on vessel owners’ forms, but DP incidents are still under-reported and a workgroup is being set up to improve the system. Some suggestions received are the inclusion of lessons learnt from the incident, actions taken to recover the situation and the regular publication of significant DP incidents. ROV SIMULATOR WORKSHOP IMCA held a half-day workshop on Wednesday 14 March 2012 during Oceanology International at ExCeL, London, UK on The diverse role of the ROV simulator. Chaired by Jim Mann, Chairman of the ROV Management Committee, the event was attended by over 50 delegates from various companies and organisations and included four presentations and an open forum workshop. A number of topics for the committee were raised, including an action to produce more detailed guidance on the operational use of ROV simulators. The modern ROV simulator is a sophisticated piece of equipment used for training personnel, but it is increasingly being applied in other areas such as project modelling, tooling interfacing and accident investigation.
